The Federal Aviation Administration, in cooperation with the U.S. Department of
Agriculture, Animal and Plant Health Inspection Service, Wildlife Services, produced the
second edition of this manual. The first edition was published December 1999.
The U.S. Departments of Transportation and Agriculture prohibit discrimination in all
