Editors
Gary Cordner is professor of criminal justice at Kutztown University of
Pennsylvania and commissioner with the Commission on Accredi tation for
Law Enforcement Agencies. Previously he served as professor and dean at
Eastern Kentucky University, director of the Kentucky Regional Community
Policing Institute, president of the Academy of Criminal Justice Sciences,
and editor of the American Journal of Police and Police Quarterly. He worked
as a police offi cer and police chief in Maryland and received his PhD from
Michigan State University. He served as the program coordinator for the
2007 International Police Executive Symposium conference in Dubai, where
most of the chapters in this book were presented.
AnnMarie Cordner is assistant professor of criminal justice at Kutztown
University of Pennsylvania. She previously taught full-time at Temple and
Niagara Universities, as well as part time at Eastern Kentucky University.
She worked as a criminal justice planner for the Kentucky Criminal Justice
Council and was research director for the Kentucky Statistical Analysis
Center. She has published works on various topics, including capital punish-
ment, comparative criminal justice education, and law-enforcement tech-
nology, and is currently researching hate crime and rural criminal justice.
She received her PhD in criminology and criminal justice from the University
of Maryland.
Dilip K. Das is the founding president of the International Police Executive
Symposium and founding editor of Police Practice and Research: An Inter-
national Journal. Aft er obtaining his master ̛s degree in English literature,
he joined the Indian Police Service, an elite national service with a glorious
tradition. Aft er 14 years in the service as a police executive including Chief of
Police, he moved to the United States where he achieved another master ̛s
degree and a doctorate in criminal justice. Dr. Das has authored, edited, and
coedited more than 30 books and numerous articles, extensively traveled
throughout the world conducting comparative police research, served as a
visiting professor in various universities; organized annual conferences of
the International Police Executive Symposium, and served as a human rights
consultant to the United Nations.
