CULTURE, THE HEART OF EUROPE
Jean Monnet, the father of today’s united Europe, stated that if he had to begin
the process of integrating the European nations all over again he would start
with Culture. The passage of time has merely reinforced the idea that Culture is
the heart of the project of European Union, for if anything underpins this great
country we want Europe to be it is the existence of a cultural identity that is
shared by all its citizens.
Culture enshrines what we are today and what we will be tomorrow, but also
the memory of Europe’s fascinating, and at times terrible, history. The result of
centuries of racial blending, confrontations and encounters, our culture makes
possible a historic project in which being ourselves involves feeling that we
are part of others—a project that is not localist but is enriched by nuances and
multiple viewpoints.
European public cultural policy has provided us with an ideal model capable of
embracing the complexity of cultural phenomena, managing the wealth of its
diversity. A model that combines emphasis on the public sphere with private
initiative and takes into account the economic importance of Culture insofar
that it influences society.
Economic consensus and social cohesion are essential elements of the Euro-
pean Union. However, it would neither have made sense nor, probably, have
reaped such excellent results if it had not been based on commitment to our
shared values, which have been progressively shaped in thought and creation,
and transmitted through the different European cultures. Monnet’s intuition
goes further than he himself predicted. The key to succeeding in overcoming
the major challenges that face us in the future undoubtedly lies in intellectual
effort, innovation, knowledge, the opportunities provided by our languages,
and the resources stemming from our creativity, which has been enhanced by
digital technology.
Homer, Dante, Shakespeare, Bach, Plato, Velázquez, Goethe, Monet, Pes-
soa, Camus, Kafka, Virginia Woolf, Beethoven, Chaplin, Maria Callas, Magritte,
Sandor Marai, Coco Chanel, Lorca, Bergman, Balenciaga or Maria Casares
are an inalienable part of the great European nation. Like so many others, they
succeeded in explaining the human condition and transforming it into beauty
beyond the fragile line that establishes a frontier, giving strength and roots to
this common sentiment we call “Europe”.
For Spain, Culture is the core element that has inspired our development as
a people that has always had its sights set on Europe. From Andrés Laguna
to Buñuel, from Cervantes to Picasso, the most universal Spanish creators
have made Europe their natural interlocutor, their goal, their promise. Spain
has contributed to European culture names, ideas, attitudes and a language,

Jean Monnet, el padre de la Europa unida, aseguró que si tuviera que vol-
ver a iniciar el proceso de unión de las naciones europeas comenzaría por la
Cultura. El paso del tiempo no ha hecho más que consolidar la idea de que
la Cultura constituye el corazón del proyecto de la Unión Europea, porque si
en algo se fundamenta ese gran país que queremos que sea Europa es en la
existencia de una identidad cultural compartida por todos los ciudadanos y
ciudadanas del mismo.
La Cultura atesora lo que somos hoy y lo que seremos mañana, pero también
la memoria de la tan apasionante como a veces terrible historia europea. Re-
sultado de siglos de mestizajes, de enfrentamientos y encuentros, nuestra cul-
tura permite un proyecto histórico en el que ser nosotros mismos es sentirnos
parte de los otros, un proyecto sin localismos, pero también enriquecido de
matices y múltiples puntos de vista.
La política cultural pública europea nos ha proporcionado un modelo ideal
capaz de asumir la complejidad de los fenómenos culturales, gestionando la
riqueza que aporta su diversidad. Un modelo en el que se combina el prota-
gonismo de lo público con la iniciativa privada, y en el que se tiene en cuenta
la importancia económica de la Cultura en cuanto incide sobre la sociedad.
El consenso económico y la cohesión social son elementos esenciales de la
Unión Europea. Sin embargo, no hubiera tenido sentido ni, probablemente,
hubiera cosechado tan excelentes resultados, de no fundamentarse en el
compromiso sobre nuestros valores compartidos, que se han ido configuran-
do en el pensamiento y la creación, y transmitiendo a través de las diferentes
culturas europeas. La intuición de Monnet excede lo que él mismo predijo.
Sin duda, el éxito ante los grandes retos que nos enfrentan al futuro está en
el trabajo intelectual, en la innovación, el conocimiento, en las oportunidades
que proporcionan nuestras lenguas, en los recursos que nos ofrece nuestra
creatividad, lo que se ha visto incrementado por las tecnologías digitales.
Homero, Dante, Shakespeare, Bach, Platón, Velázquez, Goethe, Monet, Pes-
soa, Camus, Kafka, Virginia Woolf, Beethoven, Chaplin, María Callas, Magritte,
Sandor Marai, Coco Chanel, Lorca, Bergman, Balenciaga o María Casares,
son parte irrenunciable de la gran nación europea. Ellos, como tantos otros,
han sabido explicar y transformar en belleza la condición del ser humano más
allá de la frágil línea que establece una frontera, dándole fuerza y raíz a ese
sentimiento común que llamamos “Europa”.
Para España, la Cultura es el elemento central inspirador de nuestro desarrollo
como pueblo, que ha tenido siempre Europa en el horizonte. Desde Andrés
Laguna hasta Buñuel, desde Cervantes hasta Picasso, los creadores españo-
les más universales han hecho de Europa su interlocutor natural, su objetivo,
Spanish, which is an example of a cultural asset that multiplies the presence of
Spain—and, by extension, Europe—throughout the world.
Therefore Culture will play an essential role during this six-month period in
which Spain will hold the EU Presidency, with a wide-ranging programme of
activities embracing all artistic expressions both in and outside our country.
The Programme, which strikes a balance between tradition and the fostering of
a lively creativity, a creativity that builds heritage over time, provides a complex
and intense vision of the Culture that is alive in Europe, while not forgetting
our ties with other geographical areas which we Spaniards have helped bring
closer to Europeans throughout History.
The depth of European cultural relations leads us to say, without fear of being
mistaken, that if what Husserl called the “spiritual form” of Europe exists—that
is, its capacity to be not merely a juxtaposition of nations but the germ of a
“new spirit”—such a spirit, which is synonymous with democracy, respect and
excellence, has its clearest expression in Culture.
