FOREWORD

Karnataka Jnana Aayoga (KJA) is a very unique and innovative experimentation of the
Government of Karnataka for the past 8 years. KJA is a recommendatory body of 34
experts/professionals from different walks of life – the main purpose they all engage on this
platform is to bring knowledge inputs to various issues of governance that are for betterment
of the state. KJA takes up “proof-of-concept” tasks – technical assessments, studies, small
demonstrations, proto-typing analysis, policy analysis, social impact assessment etc – which get
defined/formulated, either through internal discussions within KJA by its Members OR are
identified through interactions of KJA with GOK departments. KJA’s tasks are “anchored” with
one or more departments of GOK – so that after any executive implementation or project
definition can get effectively coordinated by relevant departments of GOK.
In the last 2 and odd year, KJA has accomplished quite a bit and submitted 9 important
recommendations to the Karnataka Government – establishment of Karnataka-Geographical
Information System (Karnataka-GIS); Karnataka State Sports Policy; Karnataka State Education
Policy (KSEP); Cauvery River Gallery – a modern, multi-media exposition; Biodiversity Park for
Madivala Lake; Use of Education Technology in Higher Education and Satellite-based Education
plan; Traditional Health Knowledge Development; development of a unique Nursing Training
Simulator (NTS); Remote Sensing and GIS for Archaeological etc. We are also presently working
on developing a Karnataka Skill Development Plan; Arts Management Strategy for Karnataka;
Plan for Development of Machine Intelligence (MI) strategy in Karnataka; Karnataka Public
Health Policy (KPHP) …..and many others.
One of the important knowledge areas that KJA has considered is the assessment of Unmanned
Aerial Systems (UAS) in terms of their technology, applications and policies. This is a high-
potential area of applications/benefit also for technology development and
manufacturing/services – thus, Karnataka could easily take a lead in this new area by promoting
the embedding of UAS technology in education, encouraging industrial production and enabling
large-scale usage in governance and civilian applications such as agriculture, civic operations,
policing, forest, urban development etc.

With this in mind, KJA invited a set of key experts in the country under a KJA Study Group with
the aim of preparing a comprehensive report on “UAS Technology, Applications and Policy” as a
strategy plan where Karnataka can lead; to undertake specific demonstrative application
projects in the state involving departments of Karnataka Government and define UAS research
and R&D/curriculum that can get embedded into the higher education system of the state,
As part of the progress being made by the expert Study Group, a 2-day workshop on
‘Unmanned Aerial Systems for Governance’ was organised, in collaboration with National
Institute of Advanced Studies (NIAS). The workshop brought together ~150 stakeholders and
experts who engaged in intense technical deliberations and discussion for the best way-forward
to draw a roadmap for UAS technology and applications and adoption of UAS into the higher
education system.
This workshop report has been prepared by the KJA SG-UAS and includes details of discussions
and presentations at the workshop, points of discussion at High-level panel and key
recommendations of the workshop. This report will be a core input to SG in finalizing its SG
report and key recommendations.
KJA is happy to bring out this Workshop report and make it available to experts. KJA will also
consider the report and its recommendations in the next meeting – apart from it being also
available to GOK Departments and officials.
Mr Subhash Chandra Khuntia, Chief Secretary of GOK participated in the Workshop and
delivered the Inaugural Address – on behalf of KJA, my grateful thanks to him for his guidance
and ready support for the KJA UAS activity.
I would like to express my gratitude and thanks to Dr. B. V. Naidu, who himself is a Member of
KJA, and Dr. Baldev Raj, Director of NIAS – both Co-Chairs of the SG for their steering and
guiding the SG activities and the Workshop. Thanks also due to Mr. Vijay Krishna, Member-
Secretary, SG-UAS; Mr Dinesh Kumar of KJA Secretariat; Dr M Jayashri of KJA Secretariat –
specifically for coordinating the workshop and for preparing this report. Back-end, valuable
support was provided by Mr Ashok Kumar of KJA Secretariat; Mr Ravi of KJA Secretariat and Ms
Vinutha of KJA Secretariat – I would like to thank them.
I also would like to thank all the KJA SG Members and all the delegates who participated in the
Workshop and involved fulsome in this activity – especially for intense discussions and
providing valuable suggestions. I also would like to thank all the KJA Members for the ideation
