Professional Biography
Todd Archer is a licensed professional engineer with CDM Smith in their Kansas City, Missouri office.
He received his Bachelor of Science in Civil Engineering, with an Environmental Engineering
emphasis, from Southern Illinois University Carbondale in 2008. He will receive a Master’s in Civil
Engineering from Southern Illinois University Edwardsville this summer. Professionally, he has a
variety of experience analyzing water and wastewater treatment processes to determine treatment
plant needs. He has an extensive background in the evaluation and design of wastewater disinfection
treatment alternatives, including the use of an emerging chemical disinfectant, peracetic acid. His
other technical competencies include design of pump stations and forcemains, development and
implementation of Environmental Management Systems, and development of Spill Prevention Control
and Countermeasures Plans. In addition to his technical skills, he is also the local team leader for the
water services group in his office and he is responsible for managing 17 staff. He has been active in
several professional organizations, including Engineers Without Borders – Gateway Chapter (past-
President), Missouri Water Environment Association (past Education Committee-Chairman), and the
Engineers’ Club of St. Louis (Young Engineers’ Committee member).

previously untasted craft beer.

Professional Biography
Chris Bergmann is a project manager within Thouvenot, Wade & Moerchen’s (TWM)
Water/Wastewater department in their St. Louis Branch office. In his 10 years at TWM, his primary
work has involved designing wastewater treatment plants, wastewater collection systems, and potable
water storage and distribution systems. For those projects, he typically prepares the associated
specifications, cost estimates, and permits as well. He graduated from the University of Illinois at
Urbana-Champaign in 2001 with a degree in Materials Science and Engineering and subsequently
received his Masters in Business Administration from the University of Illinois at Springfield in 2004.
He is licensed as a professional engineer in both Illinois and Missouri and is certified as a LEED
Accredited Professional with a Building Design and Construction specialization. He is active in the St.
Louis Engineers’ Club, the Water Environment Association-Missouri, and the Society of Military
Engineers.

Chris and his wife Kristy live in Troy, Illinois along with their two daughters, Rachel, 10, and Jennifer,
4. In addition to spending time with his family, he also serves as the Financial Secretary for his local
Knights of Columbus council and teaches 5th grade Parish School of Religion at his church.

Professional Biography
Jessica Borries is a Staff Mechanical Engineer at Burns & McDonnell, specializing in HVAC and
plumbing systems, as well as the design of treatment plant processes and evaluations for water and
wastewater projects. Her experience spans a variety of projects in industrial and municipal water and
wastewater treatment. She is dedicated to providing sustainable solutions to complex water problems,
which led her to pursue certification as an Envision Sustainable Professional (ENV-SP). She also
helped chair an internal training program for up-and-coming water professionals at Burns &
McDonnell, and serves on a “Technical Excellence” committee for the Water Group’s Municipal
Department. Before joining Burns & McDonnell, she attended the United States Military Academy,
where she earned a degree in mechanical engineering and graduated with honors. She spent five
years active duty military as an Army Military Intelligence Officer responsible for enemy threat and risk
analysis, intelligence surveillance and reconnaissance (ISR) planning, and asset management. While
on active duty time, she completed a one year to deployment to Iraq as part of Operation New Dawn
and Operation Iraqi Freedom, and spent time in Africa participating in training exercises.

In her free time, Jessica enjoys playing tennis with her husband, Aroyn, and in several leagues in
Kansas City. She has two Dalmatians and enjoys running with them. She also enjoys traveling and
home remodeling projects.

Professional Biography
Kevin Brehm earned a Bachelor of Science degree in Civil and Environmental Engineering from the
University of Michigan, Ann Arbor in 2002, followed by a Master of Science degree in Civil
Engineering in 2003. He has been employed at HR Green, Inc. for more than six years and currently
holds the titles of Lead Structural Engineer and Transportation Group Manager. HR Green is a 100+
year old professional engineering and technical consulting firm serving clients in the public and private
sectors. He works in the Transportation Business Line of HR Green and his experience includes the
design of bridges and highways for state Departments of Transportation (DOTs), counties, and cities.
He has designed bridges over major highways, waterways, and railroads in seven states and is very
familiar with the AASHTO LRFD Bridge Design Specifications. As a Lead Structural Engineer, he
serves HR Green as a technical expert in his field and is recognized within the company as a “go-to”
source for structural engineering questions or needs. He serves as the Project Manager on local
projects that primarily involve the design of new or replacement structures. On larger roadway
projects, he routinely develops the structural portion of engineering services proposals, including the
development of the scope of services, estimation of time schedules, and design fee for the proposed
work. He signs and seals engineering documents as an authorized representative of the company
and independently communicates on technical matters with the client. Finally, he assists with bridge
or structural-related marketing and business development. In addition to his project-related tasks, as
Group Manager Kevin is responsible for assisting the Operations Director with managing and
supervising local production staff, which currently includes 6 full-time engineers, while collaborating
with the Regional Director on workload coordination. In this role, he also serves as a regional leader
within the Transportation group to ensure that his staff grows in their careers and project delivery
goals are met or exceeded for the Missouri region. He provides mentoring and direct supervision to
production staff and ensures quality project delivery by assessing team member performance,
providing constructive feedback, and addressing performance issues. He reviews and approves
timesheets and expense reports, completes staff performance reviews, and establishes annual
performance goals for his staff members.

Kevin most enjoys spending time with his wife Ashton and their 1 year-old daughter Everly. He was
born and raised in Cincinnati, Ohio before moving to Michigan to attend college. Ashton grew up in a
suburb of Detroit, Michigan and her parents are now retired “snowbirds” who spend summers in
Northern Michigan and winters in the Tampa, Florida area. Kevin, Ashton, and Everly often travel
from Saint Louis to Michigan, Florida, and Cincinnati to visit their parents and siblings. Kevin and
Ashton recently purchased a house in the Webster Groves suburb of Saint Louis and have enjoyed
renovating, furnishing, and decorating their new home. In his free time he enjoys snow skiing, hiking,
playing sand volleyball, and watching football.

Brett Brooks has over fifteen years of experience in the survey and engineering field. His experience
includes topographic, boundary, geodetic, roadway, and cross-section surveys. As EDSI’s survey
department manager, he manages the day to day aspects of the survey department including,
planning and scheduling of topographic and boundary surveys, supervising survey crews, tracking
project schedules and budgets and maintaining open communication with clients to ensure
satisfaction with each project. He is proficient with ArcInfo, Microstation and Civil 3D.

Dan Brown is a Principal with Walter P. Moore and Associates, Inc. and the Managing Director of Civil
Engineering Services for their Kansas City, Missouri office. The Kansas City Civil team focuses on a
variety of project types for both public and private sector clients. He received his Bachelor of Science
Degree in Civil Engineering from the University of Missouri – Columbia. He is a registered
professional engineer in five (5) states, in addition to being a LEED Accredited Professional (BD+C)
and an Envision® Sustainability Professional. He is active in many professional organizations that
include the American Society of Civil Engineers (ASCE), National Society of Professional Engineers

Dan resides in Prairie Village, Kansas with his four-legged fury roommate, Truman. His civic

opportunities with his church. When not busy with work or a volunteering opportunity, he likes to stay

Trey Coad joined SCI Engineering, Inc. (SCI) in 2003 and is currently a Vice President of the firm. In
addition to leading client and business development efforts in Texas, he uses his experience and
background in the environmental field to support the Environmental Services group. He specializes in
providing project management, evaluation, design, and construction oversight services for multi-
million dollar and multi-phased construction and redevelopment projects throughout the United States.
Typical projects feature a variety of environmental challenges and require detailed and dedicated
services to control the environmental risks and liabilities of investors, owners, and the project team.
Success of these diverse developments is routinely achieved by using risk-based protocols, remedial
approaches and cost-effective recommendations that result in financially viable projects. He is
frequently involved in technical negotiations with regulatory authorities on a local, state, and federal
level, and has successfully mentored commercial and residential developers and industrial clients for
a wide variety of environmental hazards. In addition to his devotion to client and business
development and urban revitalization, he is also an integral part of SCI’s Energy group that serves the
oil, gas and electrical industries. He received his Bachelor of Science degree in Environmental

Trey was born and raised in southern Kentucky before moving to and attending high school and
college in Saint Louis, Missouri. He married his wife Kim in 2004, has three young boys and currently

Sean Cooney currently serves as the Rail and Movable Bridge Section Manager for HNTB’s Kansas
City Metro offices. With over 22 years of experience, primarily focused on the design of highway and
railroad bridges, he has been involved in all aspects of the design and construction process. His
bridge experience includes project planning, preliminary and final design, development of final plans,
specifications and estimates, construction engineering and support, and field engineering for both
traditional delivery and design-build projects. He received his Bachelor of Science Degree in Civil
Engineering from the University of California, Irvine in 1992. He is a licensed Professional Engineer in
California, Kansas, and Missouri. He has been fortunate enough to be part of several high profile
engineering projects. From 2008 to 2012, he was the Deputy Project Manager for the erection
engineering of the Huey P. Long Bridge widening over the Mississippi River in New Orleans. The
highlight of this project was the successful completion of several “big lifts”, raising 2,650-ton sections
of pre-assembled steel trusses into position 120 feet above the river to widen the existing truss bridge.
He was also the engineer of record for the replacement of the Mulholland Drive Bridge over the I-405
freeway in Los Angeles. His involvement in that project put him at ground zero of “Carmageddon” in
the summers of 2011 and 2012, while 10-mile stretches of I-405 were closed over full weekends to
accommodate the demolition of the existing Mulholland Drive Bridge. He is also actively involved in
the American Railway Engineering and Maintenance-of-Way Association (AREMA), and participates
in AREMA Committee 9 which is responsible for the development of recommended practices for
railway design of new structures in seismically active areas.

Sean and his wife Jennifer have a son, daughter, and 5 grandchildren, and enjoy spending time with
family. A California transplant to the Midwest, he has traded the surfboard in for a fishing pole, golf
clubs and a garden hoe, and enjoys spending as much time as possible in the outdoors. As a lifelong
hockey fan, he has been known to drop everything to catch a hockey game either live or on television,
and still tries to find the time to play recreational league hockey in Kansas City.

Brandon Freeman is a licensed Professional Engineer who is currently in the position of Regional
Manager for TREKK Design Group, LLC. He manages business development and engineering
projects for the Springfield, MO and Columbia, MO TREKK offices. His work includes developing and
maintaining relationships with TREKK clients, wastewater collection system evaluation and
rehabilitation recommendations; sanitary sewer mapping, inspection and evaluation; private sewer
evaluation and repair recommendations; smoke testing and flow monitoring studies. He worked
previously for Allgeier, Martin & Associates, Inc. providing construction planning, design and oversight;
computer model analysis for water systems; water and wastewater facility planning, funding
procurement, permitting, and coordination with federal, state, city and private clients. While an intern
for the City of Kansas City Public Works Department, he provided asphalt and concrete testing by way

Travis Helmkamp is a licensed Professional Engineer who has been with Oates Associates for 10
years. He is a project engineer, designing transportation projects ranging from interstate highways to
local streets. His experience includes drainage design, intersection layout, pedestrian
accommodations, streetscape improvements, and transportation planning. He received his Bachelor
of Science in Civil Engineering from Valparaiso University in 2006. He is a licensed Professional
Engineer in Missouri and Illinois and a certified ADA Coordinator (ADAC). As an ADA Coordinator, he
has in-depth knowledge of ADA regulations and guidelines and ensures compliance with Title II of the
ADA. He was the project engineer on the Sidewalk Inventory and ADA Transition Plan that was
created for the City of St. Charles, Missouri. The project included collecting data on over 600 miles of
sidewalk and more than 3,000 curb ramps. The project received the Grand Award from ACEC-
Missouri in 2013.

Travis resides in Hazelwood, Missouri with his wife Amanda and two children, Joshua and Abigail,
ages three and one. In his personal time, he enjoys coaching, traveling, and spending time with
family. He has coached CYC track for the past nine years and grade school basketball for the past
seven years.
