TheCaliforniaBuildingStandardsCodeispublishedinitsentiretyeverythreeyearsbyorderoftheCalifornialegisla-
ture,withsupplementspublishedininterveningyears.TheCalifornialegislaturedelegatedauthoritytovariousstate
agencies,boards,commissionsanddepartmentstocreatebuildingregulationstoimplementtheState’sstatutes.These
buildingregulations,orstandards,havethesameforceoflaw,andtakeeffect180daysaftertheirpublicationunless
otherwisestipulated.TheCaliforniaBuildingStandardsCodeappliestooccupanciesintheStateofCaliforniaasanno-
tated.
Acity,county,orcityandcountymayestablishmorerestrictivebuildingstandardsreasonablynecessarybecauseof
localclimatic,geologicalortopographicalconditions.Findingsofthelocalcondition(s)andtheadoptedlocalbuilding
standard(s)mustbefiledwiththeCaliforniaBuildingStandardsCommissiontobecomeeffectiveandmaynotbeeffec-
tivesoonerthantheeffectivedateofthiseditionoftheCaliforniaBuildingStandardsCode.Localbuildingstandards
thatwereadoptedandapplicabletopreviouseditionsoftheCaliforniaBuildingStandardsCodedonotapplytothis
editionwithoutappropriateadoptionandtherequiredfiling.
