What the critics often focus on are problems that advocates of democracy tend to
neglect, or worse to conceal. What might be loosely called democratic theory (…)
depends on assumptions and premises that uncritical advocates have shied away
from exploring, or in some cases even openly acknowledging. These half hidden
premises, unexplored assumptions, and unacknowledged antecedents form a
vaguely perceived shadow theory that forever dogs the footsteps of explicit,
public theories of democracy.
