This book argues that community can exist at the international level,
that security politics is profoundly shaped by it, and that those states
dwelling within an international community might develop a pacific
disposition. By investigating the relationship between international
community and the possibility for peaceful change, this book revisits
the concept first pioneered by Karl Deutsch: "security communities/'
Leading scholars examine security communities in various historical
and regional contexts: in places where they exist, where they are
emerging, and where they are hardly detectable. Building on con-
structivist theory, the volume is an important contribution to inter-
national relations theory and security studies, attempting to
understand the conjunction of transnational forces, state power and
international organizations that can produce a security community.
Emanuel Adler is an Associate Professor at the Hebrew University of
Jerusalem. He previously taught at the University of Wisconsin, the
University of California at Berkeley, and the University of California
at Davis. He is the author of The Power of Ideology (1987) and Progress
in Postwar International Relations (1991).
Michael Barnett is a Professor at the University of Wisconsin,
Madison, and has also taught at Macalester College, Wellesley
College and the Hebrew University of Jerusalem. He is author of
Confronting the Costs of War: Military Power, State, and Society in Egypt
and Israel (1992), and Dialogues in Arab Politics: Negotiations in Regional
Order (1998).

Emanuel Adler is Associate Professor of International Relations at
Hebrew University of Jerusalem. He received his Ph.D. from the
University of California at Berkeley, previously taught at the Univer-
sity of Wisconsin, the University of California-Berkeley, at the Uni-
versity of California-Davis, and was a Fellow at the Center for Science
and International Affairs, Harvard University. He is the author of
numerous articles and books on international relations theory and
international cooperation, including The Power of Ideology (1987); co-
editor of Progress in Postwar International Relations (1991).
Michael Barnett is Professor of Political Science at the University of
Wisconsin-Madison. He is the author of Confronting the Costs of War:
Military Power, State, and Society in Egypt and Israel (1992), Dialogues in
Arab Politics: Negotiations in Regional Order (1998), and articles on the
United Nations and the Middle East. He has been a Council on
Foreign Relations International Affairs Fellow and a MacArthur/SSRC
International Peace and Security Fellow.
Amitav Acharya is Associate Professor in the Department of Political
Science at York University, Toronto, and Research Fellow of the Centre
for International and Strategic Studies at York and the University of
Tor onto-York University Joint Centre for Asia Pacific Studies. Pre-
viously he was a lecturer in the Department of Political Science,
National University of Singapore and a Fellow of the Institute of
Southeast Asian Studies, Singapore. His recent publications include A
New Regional Order in Southeast Asia: ASEAN in the Post Cold War Era,
(1993) and an edited volume (with Richard Stubbs), New Challenges for
ASEAN: Emerging Policy Issues (1995).

F. Gregory Gause, III is Associate Professor of Political Science at the
University of Vermont. He is the author of Oil Monarchies: Domestic
and Security Challenges in the Arab Gulf States (1994) and Saudi-Yemeni
Relations: Domestic Structures and Foreign Influence (1990), as well as
numerous scholarly articles in journals and edited volumes.
Guadalupe Gonzalez is Professor of Political Science at the Centro de
Investigacion y Docencia Economicas in Mexico City and is a doctoral
candidate at the University of California-San Diego. She is the author
of The Drug Connection in US-American Relations (1989) and various
articles on US-Mexican relations. Her recent interests involve dom-
estic sources of US-Mexican cooperation on drug control policy.
Stephan Haggard is Professor in the Graduate School of International
Relations and Pacific Studies at the University of California, San
Diego. He is the author of Pathways from the Periphery: The Politics of
Growth in the Newly Industrializing Countries (1990), The Developing
Countries and the Politics of Global Integration (1995), and co-author with
Robert Kaufman of The Political Economy of Democratic Transitions
(1995).
Richard A. Higgott is Professor of International Political Economy in
the Department of Politics and International Studies at the University
of Warwick, Coventry, England, and editor of The Pacific Review.
Andrew Hurrell is University Lecturer in International Relations and
Fellow of Nuffield College. His major interests include international
relations theory and the international relations of Latin America, with
particular reference to the foreign policy of Brazil, regional integra-
tion, regional security issues, and US-Latin American relations. Pub-
lications include (co-editor with Benedict Kingsbury) The International
Politics of the Environment (1992) and (co-editor with Louise Fawcett)
Regionalism in World Politics (1995).
Kim Richard Nossal is Professor in the Department of Political
Science at McMaster University, Hamilton, Ontario, Canada. From
1992 to 1997 he was editor of International Journal, the quarterly of the
Canadian Institute of International Affairs. His books include The
Pattern of World Politics (1988); The Politics of Canadian Foreign Policy
