Acknowledgements
This volume is it product orille Project all a New US European
Dialogue of the Cenlcr for International and Security Studies at
the University of Maryland (CISSM). The Project seeks to exam
ine the assumptions, institutions and proccs~cs of the transatlan
tic relationship as it recasts itself in the wake of the Cold War. II
particularly seeks 10 cross 1.WO borders: first, the division between
policy and <)cadclllc; and sc("{md, lhal between security ami
economic issues. i1 docs this by bringing together policymakcrs
and scholars to debate CUITell! issues and collaborate on policy
oriented research, and by involving analysIs who work across the
entire gamut of transatlantic issues in its projects.
This book has its roots in a DecemhtT 1994 eonflT("nee which
applied th~t approach to the suhject of US-European coopera
tion alld conflict 011 a range of security, political and economic
issues, In particular, il fOcuscd Oil tho~e issues that went bcyond
the Ilarrow confines of th(' traditional transatlantic relationship,
to address the roles of the United States and Europe (usually, but
not always, the European Union) in dealing with the ncw chal
knges of the post-Cold War era. That conference Jed to a brief
monograph PtII"lnrn for Peaa? TIle United Slates and EurojJr ill the
Global Arena and to a desire to explore transatlantic behaviour
on these issues in greater depth. Thanks to the generosity and
palicllCl: of our flmders, we were ahle to launch the idea of this
volulne. An authors' workshop allowed us not only to review
chapters under way but also to pull together some common
threads and key thelnes. TIH' result is this book, which Wf" hope
will enhance understanding Oil both sides of Ihe Atlantic of both
the importance oftransatl<lntic cooperation and the difliculties in
achieving it.
Such all undertaking inevitably requires the support and

Notes on the Contributors
Michael E. Brown leaches in and is Director of Rc~earch for
the National Security Studies Program, Edmund A. Walsh
School of Foreign Service, Georgetown University. He is the
author of EUfO/)f(1n Seewi!r nu D~fining Debates (1998) and Flylllg
Blind: 17le PolitICs ifllle US Strategic Bombfl' Program (1992), which
won the Edgar Furniss National Security Book Award.
Frances G. Burwell is the Executive Director of the Center
for International and Security Studies at Maryland (CISSM),
where she is also co-dircCLOr of the Prqjcct on a New US
European Dialogue. She is the author of the project's confcr
ence report, PM/ners for Piau? The United States and Eitrope in the
Global Aww (July 1995). Prior 10 joining CISSM in July 1992,
tds Burwell was Executive Director of \"'omen in International
Security. Ms Burwell has also worked as senior editor at the
FOrelgll SerVIce ]ollmal, and as a consultant to the John D. and
Catherine T. MacArthur Foundation, the Ford Foundation,
and the Aspen Institute.
Ivo H. Daalder is a Visiting Fdlow at the Brookings InslitUlion
on kave from the University or Maryland where he is Associate
ProlCssor at its School of Public Aflairs and Director of Research
at the Center for International and Security Studies. He is co
director of CISSM's Project on a New US European Dialogue.
From 1995 lImi) 1997, he served on President Clinton's National
Security Council staff, where he was respomihk for US policy
towards Bosnia. Dr Daaldcr received his PhD in Political Science
from the Massachusetts Institute ofTechnolo~,'y and has been a
ICllo\\' at Harvard University'S Center for Science and interna
tional Affairs and the Inlernational lnstitute for Strategic Studies
in London. His most recent puhlications include 'Bosnia
after SFOR: Options for Continued US Engagemenl', SlIrvivaL
