Duringthetwo days afterthestorm,December4-5,membersofthe boardandahostof volunteers
fromthemembershipclearedtheroadsof SurfPinesfortwo-way traffic. Onthethirdday afterthe
storm,December6,they cleareddrivewaysthat owners hadnot alreadycleared. Amongthevolunteers,
BrianMaltmanclearedroadsanddrivewayswithhisforklift.Manningpowersawswere JohnGates,
the security/maintenancemanager;DonKruger,the boardpresident;Art Limbird;DaveLukens,the
treasurer; VinceMorrison; KenWeber,the chairpersonofthe RoadsandGroundsCommittee;andTom
Wilcox. Buckingbrushandlogsoffthepavement andontothe rightofway wereTerry Andrews;

At aspecialmeetingof the boardonDecember6,Don
Krugeridentifiedthe financial problemwhen heaskedthe 3it
othermembersof the boardandattendeeshowthe associa‑
tionshouldproceedto recoverfromthis devastatingstorm
whenthe$20,000that was budgetedforrecoveryfrom
stormsduringthefiscalyear alreadyhadbeenspent to re‑
cover fromastormin November.
AssessingtheDamage
At the specialmeetingof the boardon December6,the
boardaskedDaveLukens,who hassignificantforestry ex‑
perience,andKenWeber to assessthedamageto trees in
numericalterms onamapof SurfPines.At asubsequent
specialmeetingon December12,DaveandKenreported
their assessment on a mapthat showedfour levelsof dam‑
age,codedA through D,withA beingminordamageandD
beingmajordamage.Viewingthe map,the boardnotedthe
frequency of D’sfor majordamage.
InvestigatingAssistancefromFEMA
Also at the specialmeetingof the boardon December6,
the boardaskedDanBartlett,the administrator,to inves‑
tigatethepossibilityofassistancefromthe FederalEmer‑
gency ManagementAgency (FEMA),inasmuchasClatsop
Countywas declaredanofficialdisasterarea.At asubse‑
quent specialmeetingonDecember12,Danreportedthat
assistanceforthe associationfrom FEMAandstate and
county agencieswas unlikely,exceptforthe possibilityofa '
loan,not adesirable“solution” to the financialproblem.

andprice.Theboardnotedthat pastperformancevaried
from excellentto none,that concept varied fromburning
debristo chippingandrecyclingit,andthat pricevaried
significantly.
RequestingApprovalofanAssessment
At theregularmeetingof theboardon December 17,the 25
membersin thestanding-room-only audiencewere gener‑
allysupportiveof anassessment of $250that represents
communityresponsibilityfor recoveryfromthe storm,es‑
‘ peciallyif the assessment providesfor recoverynot onlyfor
v_the association’spropertiesbut alsofortherightof way in

fundrecoveryfromthenext storm.After the meeting,Don
Krugersent aninformationletterandamailballotforthe

At aspecialmeetingof the boardonDecember22,
theboardreviewedadditionalproposalsandselected
a contractor,Trails EndRecovery,on the basesof
priceandconcept. Regardingprice,Trails EndRe‑
coverywasthelowestbidder.Regardingconcept,
insteadofburningdebris,Trails EndRecoverychips
debris andrecyclesit,aconcept preferrednot only
by the boardbut alsoby memberswho werepresent
at the regularboardmeetingonDecember 17.
Managingthe Work oftheRecovery
At thespecialmeetingof the boardonDecember22,
theboardestablishedpolicyandproceduresforman‑
agingthe work of the recovery:
Workontherightofwaytypicallywillextendfrom10
to 15feetbeyondtheedgeofthepavement.
Therightofwaywillnotbeclear-cut.
Treesthatarehazardsorthatweresodamagedby the
stormthattheyareunlikelytosurvivewillbere‑
moved;treesthatarenothazardsandthatarelikelyto
survivewillbespared.
OnallroadsexceptforSurfPinesLane,treesto be
removedwillbeindicatedwithcut-treemarksbecause
ofthehistoricalprecedentin thecommunity.
OnSurfPinesLane,treesto besparedwillbeindicated
withleave-treemarks.

Accordingto literaturefrom FEMA,theClatsopCounty DisasterRecoveryCenterisopenat the Sea‑
sideCivic andConventionCenter,451FirstAvenue,to assistresidentsandpropertyownerswith
storm-relatedlosses.The centerisopenfrom9:00 a.m.to 6:00p.m.MondaythroughSaturdayuntil
furthernotice.At thecenter,youcanmeetwithrepresentativesfromFEMA,otherfederalagencies,
andstate agenciesto discussyour situation.Assistanceto individualsthat iscoordinatedby FEMAand
OregonEmergencyManagementcanincludegrants andlow-interestloans.

administratoradvisestheboardofdirectors; assiststhe president,the otherofficers,andthe chairper‑
sons ofthecommittees;andperformsthe administrativetasksthat arerequiredforthe associationto
function.
BillBarronsservedasthe association’sfirst administrator,servingfor sevenyears. Heacceptedthepo‑
sitionof administratorin 2000,spent sevenyears creatingit,andretiredfromit in thefallof 2007.Bill
was awise adviserto membersoftheboardofdirectors,atrustedsourceofinformation,andaskillful
administratorforthe association. He andhiswife Barbararetiredto FosterCity,California,southof
SanFrancisco,to becloseto adaughter andgrandchildren.
To replaceBillasthe association’sadministrator,the boardofdirectorshiredDanBartlettonNovem‑
ber 1,2007.Danbringstothepositionmorethan 30years ofexperienceasacounty administratorand
citymanager.Heworked asacountyadministrator1nBenton
County,Oregon,formorethan 15years; asthe citymanagerfor
Milwaukie,Oregon,formorethan 10years; asthe citymanagerfor
Astoria,Oregon,for 5years; and,most recently,asthe interimcity
managerfor Damascus,Oregon,the state’s secondnewest city.
Dan’smanyaccomplishmentsasacitymanagerdemonstratehis
skillasan administrator.
