ABSRTACT
The politics of Revenue allocation in Nigeria, 1946 - 2002 were
'
examined. It was discovered that "New Federalism" operating in Nigeria has
two principal implications, which Nigerian Government must, fully
addressed. First, there is the increased dependency of the sub-national
centers of government on the federal government for fiscal resources to
enable them discharge their functions. Second, there appear to be some
doubt whether the constituent units are now operating as co-ordinates of
central government or as appendages of unitary administration.
The federal government could possibly justify its retention of more
fiscal resources by pointing to the fact that the scope and magnitude of its
activities have increased substantially in recent years. The assumptions of
these responsibilities have by no means lessened the financialzburden of the
lower tiers. This is because they still have to contend with the problems of
infrastructures and the transformation of their rural economies.
In the light of the above, there is more need to spread the
infrastructure facilities and industries across the constituent parts of the
country; institute principles for vertical revenue allocation and a limit on
decentralization of political authority in order to make Nigeria a 'true'
federation.

hypotheses posited in the project. The principal problem and hypothesis
posited in the study is that the precise way in which fiscal resources are
shared in a federation in turns affects critically the political and
administrative relations among these units. Political economy framework
was applied in analyzing the politico-administrative relations of the general
problem of who gets what, when and how in federation. The techniques of
content analysis constitute our data gathering and analysis technique.
Though pictographs and tables were used in the analysis data. This study
covered five decades of intergovernmental fiscal relations. The study will be
relevant to both policy makers and the academia.
