Since the adoption of the Master Plan for Higher Education in 1960, one of Cali
fornia's best ideas of itself as a democratic experiment has been the California
State University system. In this comprehensive history, a veteran educator ex
plores how the benefits of higher education have been extended to millions of
Californians through a unique twenty-three campus system expressive of that
hope for a better life that is today struggling to survive as part of the California
Dream.

As Donald Gerth recognizes, the California 1960 Master Plan for Higher Edu
cation was a successful, rational plan for growth, and the basis for collecting the
then virtually independent state colleges into an almost unique, statewide institu
tion with shared values. The Master Plan was well suited for the political and
economic conditions of the I 960s. His wonderfully detailed book, The People's
University, is about the California State University, but in the context of educa
tional, political, economic, and demographic changes since that time. He con
trasts the initial success of the 1960 plan to today's complete lack of rational
planning for growth by the state or the universities and colleges. He urgently
calls for a new master plan for growth to be negotiated, one that will reflect to
day's realities and explicitly include both educational and financial policy. I can
only hope that someone in the corridors of power will heed his call.

Don Gerth's love for California State University (CSU) is reflected in this com
