Overview
1. The Intermediate Ages
It is conventional to divide European history into Classical Antiquity, Modernity, and a 'Middle Ages' in between. Roughly speaking, the intermediate period spans the 
millennium AD 450–1450. But while many historians might agree that this threefold periodization could be applied to, say, China or India and other places, the 
respective periods would fall between different dates in each different country. For instance, whereas the European Middle Ages conventionally run between AD 476 
and 1453, the Middle Ages in China are usually placed in the 400 'Years of Disunity' from the crumbling of the Han in AD 190 to the coming of the Sui in AD 581.
For all that, in so far as the evolution of political forms is concerned, this millennium does in certain respects constitute a significant and distinctive stage, not just for 
Western Europe but globally. It saw three developments: the emergence in all civilized areas of what Bellah1 calls the 'Historic' religions; the destruction of the old 
established state structures and the creation, after a time of troubles, of completely novel ones, in some areas; and—finally—the interruption of this same process of 
state­and­community building by wild incursions of uncivilized hordes from the Eurasian 'heartland'.
2. The Political Relevance of the 'Historic' Religions
These religions—neo­Zoroastrianism in Iran, Christianity in the Roman Empire, Islam in the Middle East, and even Buddhism in India and then China, shared the view 
that they and they alone worshipped the 'true' God and/or professed the 'true way'. They were exclusive, and in Europe and the Middle East as far as the Jaxartes 
and north India, rulers enforced them on their subjects under more or less severe sanctions for the first time in history.
These historic religions are to greater or lesser degree congregational, that is to say, they are communities of believers in which every individual has his own personal 
stake in his redemption, as pressing and as valid as that of any

of his co­religionists and, equally, of his rulers. The religion was not a mere cult whose rituals were performed by special persons for the benefit of the people, but a 
matter of direct personal participation in divine worship. The individuals who professed the common beliefs formed what the Jews called the kahal, Christians the 
ecclesia,2 Muslims the umma, and (more restrictively here) Buddhists the sangha.
So, on the one hand, there had emerged mass communities of believers which, severally, maintained that outside their particular confession there was no salvation 
(extra ecclesiam nulla salus), and on the other, rulers who sought to impose those confessions on their subjects. This was something quite new. Not even the Jews 
had gone as far as that. (The Laws of Moses were obligations for the Jews alone, the gentiles could be saved by observing only the seven Laws of the Sons of Noah.) 
How severely rulers enforced the religion varied according to the religion and the times. The Sassanians revived Zoroastrianism and made it a highly organized and at 
times harshly persecuting Church. The Christian confession in Western Europe and the Byzantine Empire was fiercely and ubiquitously enforced. Islam, on the other 
hand (save at certain epochs), simply accorded Muslims social, civil, and fiscal privileges and inflicted corresponding disabilities on non­Muslim subjects. Chinese 
Buddhism and Taoism never attained to the status of state orthodoxies and in any case were protean enough to absorb and be absorbed into the more general 
religious beliefs of the country.
The political effects of what we can summarily call state­enforced religious orthodoxy were nothing short of revolutionary. To begin with, as in ancient Israel, the 
believers felt a direct involvement in how their rulers conformed to the principles of their religion. Even their secular policies could be perceived as inconsistent with 
those principles, and cult practices and observances were obviously so. To the extent that the congregants felt strongly and deeply about such things, the religious 
community now became concerned with the governance of the state: very strongly in Christendom and in Islam, less so among the subjects of the Sassanians of Iran, 
and least of all among China's Buddhists because of their monastic structure. By the same token, these religions (again excepting Chinese Buddhism) played a prime 
role in legitimizing or delegitimizing rulers. The Arian Visigoth and Vandal kings in Gaul and Spain were not legitimate in the eyes of their Catholic subjects, a Sunni 
caliph was illegitimate in the eyes of many Shiite sectarians, and so forth. Relatedly, mass religion now provided a popular base and ideology for loyalty inside a 
political boundary and/or across it;

western Christian states found a common bond in antipathy to Greek Orthodox Christianity in the Byzantine Empire, which in its turn could rely on its subjects' 
orthodoxy to conduct its unceasing struggle against Muslim neighbours who, in their turn, reacted with fury on the Crusaders and Byzantines who threatened their 
religion. But the mass religion was perhaps more politically important as a divisive force than as one making for solidarity. By enforcing a religion or a particular version 
of it that his subjects found repugnant, a ruler could alienate them and, at worst, could drive them into open rebellion. We meet any number of similar examples when 
we come to explore the Byzantine Empire and the Caliphate. State­enforced orthodoxy implies state­persecuted heresy. The heretics were unlikely to forgive their 
persecutors, so states could be torn apart by theological controversy with alien invaders at their very gates.
Yet another political effect of state­enforced orthodoxy was to give a new stimulus to colonization, or domination, and as a by­product, the 'domestication' of outer 
peoples. Peaceable evangelization was matched by forced conversion by conquest—one thinks of Charlemagne's mass baptism of the conquered Saxons, the rule of 
the Teutonic Knights in East Prussia and Lithuania, or the Crusades; and the Muslims, much less inclined to convert non­believers by force, nevertheless believed it 
their sacred duty to carry jihad from the Dar­Al­Islam to the Dar­al­Harb.
We may conclude by noting three epiphenomena of the historic religions and the enforcement of state­orthodoxies. The first is that governments, under the sway of 
religious zeal or picked on by those who were over­zealous, began for the first time in history to deprive, or humiliate, or mulct, or torment or mutilate, stab, and burn 
to death not only those of their subjects who rebelled against them, and not only those who did not outwardly conform to the prescribed rituals, but even those who 
simply held different religious opinions from their own. This odious practice sprang from the historic religions' view, unlike that of their predecessors, that worldly life 
was merely a transient probation for the real—and eternal—life to come, and to their unshakeable conviction that only by right thinking, not just good conduct, could 
the human soul be saved from eternal torment hereafter. The persecution of heretics was a feature of Sassanid Zoroastrianism but, especially, of Christianity. For this it 
has to thank St Augustine of Hippo.3
Another feature is the re­emergence of the organized professional priesthoods as a check on the lay ruler. Known to us in the Archaic Age in the Middle East and in 
Egypt, but insignificant in the Graeco­Roman world
