the Center for Agricultural Economic Research of the Hebrew
University of Jerusalem, a Fulbright Senior Specialist, and a
FellowoftheAgriculturalandAppliedEconomicsAssociation.
is the Ruth Ochberg Professor of Agriculture at the
Department of Environmental Economics and Management at the
Hebrew University of Jerusalem. He publishes widely in economic

and Energy Economics and has been actively involved in advising
Israel’s Water Authority and the World Bank on various issues
