Dear Users,
Enterprise Mauritius (EM) has much pleasure to bring you a new edition of
the Mauritius Export Directory 2013-2015. This directory is a comprehensive
tool which provides complete profile of Mauritian exporting companies and
showcases our local ‘savoir-faire’.
The world has witnessed major changes in global trade in the last decades
namely the elimination of barriers, the establishment of regional
blocks such as the SADC, COMESA, NAFTA, ASEAN and E.U
and the emergence of India and China as key partners for
Trade. Mauritius is consistent in its quest for increased
visibility and integration in the world economy.
Our exports of manufactured goods in 2012 reached
USD 2.3 Billion. We manufacture garments for major brands

International Trade Agreements
Mauritius is pursuing a liberal economic policy and is dependent on international trade. Over 87% of our tariff
lines, on MFN basis, are already duty-free, and over 96% of our imports under Regional Trade Agreements have
also been liberalised.
Similarly, Mauritius enjoys preferential market access to a large number of countries, spanning the five
continents, through a network of multilateral, regional and bilateral trade agreements. These major markets
are grouped under Regional Economic Communities (RECs) and trading blocs, each having its own Rules of
Origin (ROO) and customs tariff regime. Our main economic partners are:-
1.The European Union (EU),
which comprises 27 member states.
Trade with the EU is governed by the EU Eastern Southern Africa (ESA)
Economic Partnerships Agreement – the EPA, under which products
manufactured in Mauritius qualify for duty-free and quota-free access in
the EU market if the products satisfy the Rules of Origin criteria as laid
down in the EU-ESA-EPA Protocol.
Products are considered as originating if any of the following conditions are satisfied:-
(a) Products are WHOLLY OBTAINED in an ESA State; or
(b) Products incorporating non-originating materials, provided that such materials have undergone
SUFFICIENT WORKING or PROCESSING in the ESA State. The sufficient working or processing that confers
originating status is given in the E U-ESA –EPA Protocol and is ‘Product Specific’.
(c) SINGLE TRANSFORMATION for apparel and/or clothing or textile
(i.e fabrics can be imported from any third party sources)

Notes 1: The Rules of Origin allow for CUMULATIVE TREATMENT on raw materials and semi-finished goods from any EU or any
of the 14 ESA Member States. 2: Products originating in an ESA State shall benefit preferential access into the EU provided they
are accompanied by a MOVEMENT CERTIFICATE EUR 1. The EUR1 Certificate in Mauritius is issued by the Mauritius Revenue
Authority (MRA), Customs Department.
2 The Common Market for Eastern and Southern Africa –
COMESA,
which comprises 19 member states (Burundi, Comoros,
Democratic Republic of Congo, Djibouti, Egypt, Eritrea,
Ethiopia, Kenya, Libya, Madagascar, Malawi, Mauritius,
Rwanda, Seychelles, Sudan, Swaziland, Uganda, Zambia and
Zambia).
COMESA is a Customs Union since June 2009 and has liberalised over 85% of its inter-member trade. Thirteen
members already provide duty free access to products imported from within the COMESA, provided the
COMESA Rules of Origin Criteria are satisfied as laid down in the COMESA Trade Protocol, namely:-
(a Products should be wholly produced in the country; or
(b) The CIF value of imported material content should not exceed 60% of the total cost of the materials used
in the production of the goods; or
(c) The local Value Added in the production process should account for at least 35% of the Ex–factory cost
of the goods, or
(d) There is a CHANGE IN TARIFF heading of the goods in the production process, or
(e) At least 25% value addition, for goods of particular importance to the economic development of the
member state (upon prior approval of the COMESA Council)
Notes 1:The Rules of Origin allow for CUMULATIVE TREATMENT on raw materials and semi-finished goods from one or more
member states. 2: Goods should be accompanied by a COMESA CERTIFICATE OF ORIGIN, which is issued by the Trade Division
of the Ministry of Industry, Commerce and Consumer Protection.
