PURPOSE AND SCOPE
The Commission instituted this investigation following receipt of a request on October 14, 2008, from the
CommitteeonWays andMeansoftheU.S.Houseof Representatives (Committee)undersection 332(g)of
the Tariff Act of 1930 (19 U.S.C. 1332(g)).
The Committee requested that the Commission provide statistical reports every two weeks on the volume,
value, unit value, and import market share of imports from China that were subject to the provisions of the
U.S.-ChinaMemorandumofUnderstandingConcerningTradeinTextilesandApparel(MOU).Asrequested,
these reports include official import data from the U.S. Department of Commerce (Census Bureau) and
preliminary import data, as available, from the U.S. Customs and Border Protection agency. The
Commission'sreportscontain these dataatthe3-digittextile/apparelcategoryleveland bytheHarmonized
Tariff Schedule (HTS) 10-digit subheadings in these categories. The Commission provides these reports
directly to the Committee, and also posts the latest report on its website at:

The Committee further requested that the Commission provide this annual compilation of the Census data
shown in the biweekly reports.

The United States International Trade Commission (www.usitc.gov) is anindependent, quasijudicial federal
agency with broad investigative responsibilities on matters of trade. The agency investigates the effects of
dumped and subsidized imports on domestic industries and conducts global safeguard investigations. The
Commission also adjudicates cases involving alleged infringement byimportsof intellectual propertyrights.
Through such proceedings, the agency helps to support a rules-based international trading system. The
Commission also serves as a federal resource where trade data and other trade policy-related information
are gathered and analyzed. The information and analysis are provided to the President, the Office of the
United States Trade Representative (USTR), and Congress to facilitate the development of sound and
informed U.S. trade policy. The Commission makes most of its information and analysis available to the
public to promote understanding of international trade issues.

The data in this report are shown on an annual and quarterly basis by categories and individual HTS10 subheadings. The time frames are:

Annual data 2003 through 2009
Quarterly data First quarter 2008 through fourth quarter 2009
By HTS10 subheading:

Quarterly data First quarter 2008 through fourth quarter 2009
TheannualtimeframeforthedatabyHTS10subheadingislimited,comparedwithcategorydata,becausevalidsubheadingsmaychangefromyeartoyear
as a result of revisions to the HTS. (Typically,HTS10 subheadings are superseded bynew HTS10 subheadings as aresult ofstatistical breakouts or
changes to the HTS that are necessary pursuant to HS revisions by the World Customs Organization.) Major subheading changes occurred in 2007;
therefore,only2007–09dataareshown.Minorchangeshaveoccurredduring2007–09,butonlydataforsubheadingsvalidduringallthreeyearsareshown
to ensure that only meaningful trends are discerned.
