1. Bharat Petroleum Corporation Limited is a Fortune 500 Navratna PSU engaged in
manufacturing and Marketing of diverse range of Petroleum Products.

2. We intend to install & commission 250 KLPD Sewage treatment plant at Admin area of
BPCL (MR). We are pleased to invite the BIDS for the above mentioned job, as per
tender specifications (Enclosed).

3. EARNEST MONEY DEPOSIT (EMD): EMD of amount as mentioned below as
applicable is required to be submitted, in physical form at our office in a sealed cover
addressed to Chief Manager P&CS, with following boldly super-scribed on the cover/
envelope:

 The BIDDERS shall ensure that the EMD in the form of DD, drawn in favor of
“Bharat Petroleum Corporation Limited”, payable at Mumbai, from any Branch of
Indian Nationalized Banks. It should be delivered to Chief Manager P&CS or sent
by Registered Post/ Couriered to the following address so as to reach on or before
the due date & time of the tender:

 BPCL will not be responsible for non-receipt of instrument (s) due to postal delay/
loss in transit etc. Bid received without the EMD, if applicable, is liable to be
rejected.
 If the bidder is unable to submit the EMD in original within the due date and time,
then the bidder shall be submitting the original EMD within 7 days from the date of
priced bid opening provided the copy of the same has been sent along with the
tender. In case the bidder fails to submit the same in original within 7 days, then
their bids shall be rejected irrespective of their status/ranking in the tender.
 EMD shall be valid for period of 8months from the date of submission of bids.

4. EXEMPTION FROM EARNEST MONEY DEPOSIT:

 Micro and Small Enterprises registered with District Industries Centers or Khadi
and Village Industries Commission or Khadi and Village Industries Board or Coir
Board or National Small Industries Corporation or Directorate of Handicrafts and
Handloom or any other body specified by Ministry of Micro, Small and Medium
Enterprises, are exempted from payment of Earnest Money provided -

 Vendors have to upload the necessary documents as mentioned above to claim
exemption for Earnest Money Deposit.

5. EMD FOREFEITURE AND RETURN OF EMD:

 EMD submitted shall be returned on finalization of the order. No interest
on this EMD is payable.

 EMD will be forfeited in the event of:

A. Withdrawal of offer while the offer is under consideration during the offer validity
period.

B. Bidder not accepting our Purchase Order, if placed without prejudice to our
rights to recover damages on account of breach of contract.

C. Non-confirmation of acceptance of order within the stipulated time after
placement without prejudice to our rights to recover damages on account of
breach of contract.
D. Any unilateral revision made by the Bidder during the validity period of the offer.

6. This is a TWO-PART-BID Tender. The offers can be sent by courier / post or hand
delivered. In case of hand delivery, the offers shall be deposited in the P&CS Tender Box
installed at Refinery Main Gate, Mahul or in the tender box installed at P&CS Dept at
Second Floor in South Block of the Admin Bldg of Refinery. Tenders shall not be handed
over to any person or deposited at any other place

PART - B: PRICE BID

 Vendors have to submit Price Bids (refer Formats provided at Annexure - IX)

 All the tender documents and Annexure and Price Bids shall be required to be
duly signed and stamped the authorized signatory. The authorized signatory shall
be:

A. Proprietor in case of proprietary concern.
B. Authorized partner in case of partnership firm.
C. Director, in case of a limited Company, duly authorized by its board of directors
to sign.

9. OPENING OF BIDS: This being Two-Part-Bid, the Qualification Criteria and Techno-
Commercial Bid will be opened first and evaluated. This being Two-Part-Bid, the

Bidder to note that qualification of bidder and evaluation of bid is being taken up
simultaneously and therefore issue of TQ/CQ and or Techno-commercial discussions
shall not be construed that the bidder is qualified.

A. The vendors who are on BPCL’s Black /Holiday List will not be considered.

B. BPCL reserves the right to accept/ reject any or all the Offers at their sole discretion
without assigning any reason whatsoever.

C. BPCL decision on any matter regarding Bid qualification of vendors shall be FINAL
and any vendor shall not enter into correspondence with BPCL unless asked for.

D. BPCL would also consider information already available with them regarding
Vendor’s Credentials.

E. BPCL may call for additional documents if required.

ANNEXURE I

BID QUALIFICATION CRITERIA

The bidders who intend to participate in the tendering process shall meet all the
following minimum requirements and only such bidders shall be pre qualified for
techno commercial evaluation of the offers for both parts.
Technical / Financial Criteria:

Bidder should have successfully executed the job for Supply, Installation and
Commissioning of at least 1 no. 200 KLD Sewage Treatment Plant including
satisfactory Operation & Maintenance service for 1 year in India in any of the seven
preceding financial years ending upto 31st March 2013 as below:-

 At least Three Purchase orders for similar job of value not less than Rs 13 Lakhs
excluding taxes & duties.

OR

 At least Two Purchase orders for similar job of value not less than Rs 16.50 Lakhs
excluding taxes & duties
OR

At least One Purchase order for similar job of value not less than Rs 26.50 Lakhs

excluding taxes & duties

The average annual turnover of the bidder during the preceding three financial years
should be minimum Rs 10 Lakhs.

The Net worth of the bidder shall be positive as per latest audited annual report.

The Bidder shall not be on Holiday list of BPCL/ Any other PSU or Government
Organization

The Bidder shall submit following documents along with Pre Qualification bid:
 Company profile indicating organization structure of bidding entity.
 Audited Profit and Loss account and Balance sheet for latest three preceding
financial years.
 Net worth should be positive as per latest audited annual report.
 Purchase order copies with Purchase order value (As applicable).
ANNEXURE II

SPECIFICATIONS:

The technical of only those bidders who meet PQC will be evaluated. Bidders to submit
the Technical details of proposed STP at Mumbai Refinery.

SCOPE OF WORK:-

ITEM NO: 10

The Main Scope of work to be carried out under this contract shall comprise design,
engineering, supply, construction, fabrication, installation, testing and commissioning of
250KLD Sewage treatment plant for BPCL refinery Administrative buildings and other
buildings such as Medical centre, Main canteen, Learning centre, Fire station, computer
centre and laboratory.

Location of STP project: - On west of road No. 13 and South of Laboratory building
(At the existing location of old septic tank)

The scope shall include providing labor, supervision, permanent material and equipment,
consumable materials, construction equipment, tools, temporary facilities ware housing,
insurance, taxes and duties, inspection & testing and all other things necessary to
complete the works in accordance with Contract Document for Construction of Sewage
Treatment Plant (STP).

The Scope of work includes all other ancillary services required to obtain approvals from
concerned authorities if any and any type of field survey required for the job. The
system installed at the site shall be capable of producing the treated water used for
gardening as per MPCB's norms.The detailed scope of work is as follows.

 Supply, design, Testing, Erection, Pre Commissioning & commissioning of all STP
equipments.

 Submission of process design, hydraulic design calculations, Process flow diagram,
Process & Instrumentation diagram, Plant layout & hydraulic flow diagram

 Preparation & submission of detailed technical specifications for civil, mechanical &
electrical works, necessary drawings, backup calculations

 Mobilization of all equipments and machineries

 Installation of all electromechanical items / machineries including all cabling/ wiring
(inside) etc

 All machineries, manpower, tools & tackles, consumables required for
successful completion of project.
 Satisfactory completion of the contract & handing over of the plant

PROCESS DESCRIPTION BASED ON FBBR/MBBR TECHNOLOGY:-

SEWAGE TREATMENT PROCESS:

Wastewater generated from toilets, bathrooms, kitchens is collected via series of drains
and is collected in sewage collection tank which is fully enclosed and covered with slab.
Oil & grease trap is provided in collection tank. Collected sewage is treated as per
process given below:

SCREENING:

Solid particles such as clothes, plastics etc are trapped in bar screen and removed
manually with help of spade. Screened are cleaned regularly so as to avoid any
blockages. Screened matter will be collected and stored in drum for disposal.

SEWAGE TRANSFER TO AEROBIC FLUDIZED MEDIA BIO REACTOR:

Two submersible sewage pump of suitable capacity and head is provided in sewage
collection tank. This pump steadily delivers the wastewater in to aerobic bio reactor
where huge consortium of active biomass is maintained with help of specially designed
PP non clog cubes which provides high surface area for biomass development.

Oxygen required for biomass development is provided with the help of twin lobe air
blowers (1 working + 1 standby). In FBBR/ MBBR biomass in range of 20 to 30Kg/cum
is maintained in contrast to only 3 to 5 kg /cum which available is in suspended
activated sludge process. Due to such a higher concentration of biomass available,
treatment of wastewater water is achieved with minimum retention time of 2 hours
which otherwise would require 5 to 6 hours. These microorganisms consumed the
organic matter present in sewage and reproduce.

Since most of biomass is attached on the pp media, sludge formation from this process
is minimum and also Sludge recirculation is not required. Overflow from the FBBR is
discharged at the bottom of the lamella clarifier.

FLOCCULATION & CLARIFICATION OF BIOMASS:

In lamella clarifier solid particles get collected in deep hopper and are removed on
inbuilt sludge drying bed where it gets de watered. Clarified wastewater is then
discharged in filter feed sump.

TERTIARY TREATMENT:

Clarified effluent is then pumped with the help of filter feed pump through dual media
filter where all solid particles and organic Odour if any gets removed. Treated water is
disinfected online with the help of sodium Hypochlorite.
Treated water is stored in underground treated water storage tank and to be used for
gardening and toilet flushing.

SLUDGE HANDLING & DISPOSAL:

Sludge from lamella clarifier is removed once in three days on inbuilt drying bed.
Dewatered sludge is sundried and is used as manure for gardening.

SCOPE OF SUPPLY:-

a) All the material, manpower, tools, equipments required for successful completion
of the job shall be supplied by the contractor.
b) Material loading, unloading, transportation and charges during transportation like
Octroi/entry tax shall be borne by contractor. No extra payment shall be made.

FREE ISSUE:-

Water will be supplied by BPCL at free of cost. However necessary plumbing connections
from the nearest available point shall be carried out by the contractor at no extra cost.
necessary care should be taken to avoid wastage of water.

CHARGEABLE BASIS:-

Electricity for site office and all the welding works will be supplied by bpcl on chargeable
basis as per the existing energy tariff. Alternately, contractor can arrange for dg set for
such welding works at no extra cost to BPCL.

DESIGN CRITERIA FOR STP:-

Raw Sewage is of domestic type. It consists of toilet waste from Admin building, lab and
Learning center area buildings collected in the collection chamber. The technology
adopted for Sewage treatment plant is "MBBR technology". The following sewage
characteristics shall be considered for designing the sewage treatment plant:- 250 KLD
@ 24 hrs operation.

QUALITY LOGISTICS FOR MBBR TECHNOLOGY:-

1 pH range should be in between 6.5 - 7.5.
2 TSS < 30 PPM
3 BOD < 30 PPM
4 COD < 50 PPM
5 O & G < 10 PPM
TECHNICAL SPECIFICATION FOR 250KLD STP:-

1. RAW SEWAGE TRANSFER PUMP:-

The raw sewage transfer pump is to be provided to pump the raw sewage from
collection tank to the Screening units. Necessary pressure gauges, sample port
arrangement shall be provided.

Type: Submersible Nonclog with cutter version/ Horizontal centrifugal
Capacity: 10 cum/hr
Head: 10 m
Quantity: 1 working and 1 standby
Make: CNP / Kirloskar / KSB / Equivalent

2. COARSE BAR SCREEN:

The coarse bar screen - 1 no should be provided with opening not more than 25mm
inclination about 60° with respect to horizontal. The screen shall be fabricated out of
MS-Epoxy of not less than 6mm thick. The screen shall be rigidly fixed to the frame and
provided with 1 set of GI cleaning rake.

3. FINE BAR SCREEN:
The Fine bar screen - 1 no should be provided with opening not more than 10mm
inclination about 40° with respect to horizontal. The screen shall be fabricated out of
MS-Epoxy of not less than 6mm thick. The screen shall be rigidly fixed to the frame and
provided with 1 set of GI cleaning rake.

4. AIR BLOWER:

Air blower should be provided with 100% standby for providing adequate oxygen inside
the aeration tank. The blowers shall be provided with suction air filter, silencer, dead
weight pressure relief valve and pressure gauge and the air delivered shall be clean, dry
and oil free. The blower noise level and velocity of vibration shall be within 90 dB (A)
and less than 4.5 mm/s respectively.

Capacity: 80 cum/hr
Pressure: 0.4 kg/cm2.
Make of blower: Usha / Everest
Motor Make: Usha / Everest / Siemens / ABB / Equivalent.
Quantity: 1 working and 1 standby

The blower shall be provided with suitable squirrel cage induction motor with100%
standby. All motors should be IP55 protection.

5. Aeration Diffusers:

COARSE BUBBLE DIFFUSER - Collection tank & Sludge holding tank:
Diffusers shall be applied to the tanks for proper oxygenation. The number of diffusers
can be varied by the bidder depending on the manufacturer selected, subject to the
condition that sufficient design calculations are attached along with it and the
manufacturer is a standard on having supplied the diffusers to various waste water
treatment plants for at least two years.
Coarse bubble diffusers should be provided with suitable size and should be tubular
type. Diffuser MOC should be EPDM. Diffuser elements are fixed in a suitable header
inside the tank. The air piping from the blower to the header shall be GI B - Class and
pressure rated for the sewage depth plus frictional losses. These shall be fixed securely
to the concrete surfaces in the horizontal plant and vertical plane. The clamping shall be
so designed as to permit screw driven fittings. Breaking open concrete surfaces shall not
be permitted.

should be EPDM. Diffuser elements are fixed in a suitable header inside the tank. The air
