1. The meeting was called to order at 8:30 a.m. CST. Chairman Jablonski welcomed the committee
members to the meeting and thanked them for their service.
2. Committee members and guests introduced themselves.
3. The minutes from the First Draft Meeting held in March 2014 in Houston, TX were accepted as
written.
4. NFPA Staff reviewed the changes in membership that have occurred since December 2014. Since the
release of the meeting agenda Charles Hanskat resigned from the committee. Staff also gave a brief
presentation on NFPA policies and procedures.
5. New Business.
A. Document Revision. Committee actions related to document revision and public inputs will be
available in the Second Draft Report, which will be published no later than July 17, 2015.
B. Formed a new task group to look at the cleaning of piping systems with flammable gases. Report
to be provided at next cycle First Draft meeting. Task group members are; Mark Fessenden
(chair), Leon Bowdoin, Andrew Kohout, Antonio Nicotra, and Jeffrey Sawchuk.
C. Formed a new task group to look at electrical classifications including those used in table 10.7.2.
Report to be provided at next cycle First Draft meeting. Task group members are; Antonio Nicotra
(chair), Brian Eisentrout, Andrew Kohout, Bernard Leong, Pat Convery, and Jay Jablonski.
6. Old Business. The committee heard updates from current task groups on their work.
A. Fire Protection Task Group. Most of the issues have been resolved, the task group was
dissolved.
B. Fire Analysis for Roof Loss Task Group. The task group chair presented work done in review of
Committee Inputs No. 72 and 73 which was used to generate multiple Second Revisions. The
task group also looked at the consistency of small tank sizes in Chapters 5 and 13. The task
group is looking at standard coverage of historic unintentional releases of liquid/vapor. Task
Group members are; John Blanchard (chair), Jay Jablonski, Andrew Kohout, Jeff Beale, and Dick
Hoffmann.
C. Membrane Tank Systems Task Group. The task group chair made a brief presentation updating
the committee on their work. They would like to issue a TIA concurrently with this revision of
the document and staff advised on that timeline. Task group will need to look to brief the full
committee on the proposed TIA at a meeting to be scheduled for April 2015. Task Group
members are; Adnan Ezzarhouni (GTT) (chair), John Blanchard, Don Coers, Richard Hoffmann,
Marian Krol, Keith Mash, Brian Eisentrout, Alex Cooperman, and Andrew Kohout.
D. Chapter 5 Task Group. Progress. The Code Fund Project Request submitted for the 2015 funding
cycling was not selected for funding. The task group is planning to have monthly meeting going
into the future. Areas of work will include: gap analysis for unintentional product release and jet
fires. Task Group members are; Leon Bowdoin (chair), Jeffrey Brightwell, Pat Convery, Filippo
Gavelli, Alan Hatfield, Frank Katulak, Bernard Leong, Pat Outtrim, Ken Paul, Gil Poe, Terry Turpin,
Jenna Wilson, Joe Sieve, and Andrew Kohout.

E. Chapter 13 Task Group. Progress. The task group will continue to review Chapter 13 recognizing
not all LNG facilities are under federal jurisdiction. Task Group members are; Jeffrey Beale
(chair), Alan Hatfield, Richard Hoffmann, Frank Katulak, Ken Paul, Pat Outtrim, and Kevin Ritz.
F. Chapter 15 Task Group. Progress. Task Group members are; Filippo Gavelli (chair), Leon
Bowdoin, Pat Convery, Pat Outtrim, Gil Poe, Terry Turpin, Jenna Wilson, and Andrew Kohout.
7. Other Items.
A. Jeff Beale reviewed the document to determine how the committee wants to state pressure
values. There was significant discussion about whether “psi” was sufficient to imply gauge
pressure and that absolute pressure would be explicitly stated. The committee needs more time
to review the document, as well as other document such as ASME that are referenced.
B. Kenneth Paul informed the committee that the Compressed Gas Association has formed a LNG
task group. The members of this group bring a range of international experiences and they have
extended an offer of their expertise to the technical committee.
C. The code fund proposal submitted for coverage gaps on unintentional releases was not selected
for funding. The Fire Protection Research Foundation extended an offer to help coordinate a
student research project and the committee would look for students to research incidents and
causes of failure.
D. Discussion on tank size, change 70,000 to 100,000. No consensus for revision at this time.
8. Next Meeting. This meeting concluded the committee work for the Fall 2015 revision cycle. The task
group on Membrane Tank Systems will look to present their proposed TIA to the full committee
sometime in April.
9. Adjournment. The meeting adjourned at 12:30 p.m. on March 4, 2015.
