GENERAL INFORMATION

Within these documents, the terms Engineer, Owner, Resident Project Representative, and Owner’s
Representative are used interchangeably. All submittals intended for these three shall be submitted to:
Cameron Sims, Black & Veatch, Electrical Engineer, office phone [phone], or by email:
[email protected].

Attendance of the pre-bid meeting is mandatory. Failure to attend the pre-bid meeting is grounds for
disqualification of your proposal. Pre-bid meeting is scheduled for 9:30 AM, December 2th, at the Purchasing
& Stores building, 330 Agronomy Road (East of the intersection of Agronomy & Turk).

Questions or requests for clarifications from bidders will be accepted by TAMU until 12:00 Noon on December
7th. TAMU responses to questions or clarifications will be submitted to companies in attendance at the pre-bid
meeting either by email or by addendum by 5 PM on December 9th.

Completion and submittal with your proposal of Bidder Qualification Form/Construction document is
mandatory for all bids. Failure to complete all questions and submit the Bidder Qualification Form/Construction
documents is grounds for disqualification of your proposal.

Agronomy Road Substation - site clearing, compaction, all fences and gates and grading (less final layer of
white rock) will be completed under another contract. The successful bidder may retain a Registered Land
Surveyor at his expense to confirm site grading. The successful bidder will be asked to sign an affidavit
accepting the site as being at the proper subgrade elevation and agree to maintain the present condition of the
subgrade during construction or restore subgrade to its original condition after construction. Final grade
achieved with the application of white limestone at the end of the project shall achieve the final grade of the
project. Site grading work is scheduled for completion February 29th, 2016.

Contractor should expect some portion of this project will require work near energized facilities.

All energized facility outages must be coordinated with ERCOT. Contractor should make requests for outages
at least four days prior to the date the outage is needed. Approval of outages is received the day prior to the
requested outage date and there is no guarantee an outage will be approved by ERCOT. All these factors should
be considered by the contractor when making outage requests.

A letter of Intent or Purchase order will be issued to successful bidder as soon after December 15, 2015 or as
soon as proper bonding and proof of insurance requirements are met and contract is executed by both parties.
The completion date of this project is April 30, 2016.

The TESTING ALLOWANCE is a unit that creates a method for the contractor to use for invoicing TAMU for
third party testing of soil and concrete samples. TAMU sets this value so that the dollar amount allocated by
each bidder for bonding purposes is the same. Bidders will pay the third party testing company for services
rendered (for instance, concrete break tests or compaction tests) - then seek compensation from TAMU by
invoicing TAMU for those services referencing this unit. Only services approved by Owner and performed will
be compensated by TAMU. This project may not require enough tests to consume the entire TESTING
ALLOWANCE – therefore contractor shall not expect receipt of the full TESTING ALLOWANCE amount.
Because the TESTING ALLOWANCE unit is in place – the cost of compaction tests and concrete break tests
shall NOT be included with the cost of other units and/or included in the UNIT PROPOSAL spreadsheets.

Contractors shall include with their proposals provisions for transporting Owner provided material from owner’s
storage facilities to Agronomy Road Substation. Storage facilities are located at TAMU’s storage yard at the
{{INSERT ADDRESS}}.

All concrete testing shall be done by Terracon. Contact Terracon at 979-846-3767.

Do not place the cost of Owner-Provided material in the material column of the UNIT PROPOSAL
spreadsheets. For bonding purposes – the cost of Owner-Provided material is listed as an individual item on the
UNIT SUMMARY pages.

Cable and conduit lengths are straight line length estimates only and do not take into account such factors as
bend, excessive length pulled by installer and subsequently cut-off and discarded, service loops, etc. Bidders
must be cognizant of this and take this information into account when ordering material. Except for the addition
of cable or conduit authorized by change order – the contractor is responsible for ordering sufficient cable or
conduit to complete the cable and conduit runs noted in the drawings.

If conflicting requirements or omissions arise – contractor/bidder should seek clarification from TAMU. In
general, the most restrictive requirement shall govern.

Contractor shall be responsible for the labor involved in reconnecting relay panel to relay panel wiring removed
for shipping purposes.

Contractor shall be responsible for noting on project drawings all changes made during the installation, checkout
and commissioning process and providing these mark-ups to TAMU.

Each relay/instrument panel shall be individually connected to ground conductor located in overhead cable tray
– said ground conductor is connected to station grounding grid.

Soil boring report for Agronomy Road Substation is included in the Appendix “G”.

PART 1 - GENERAL
SECTION 01000

1.01 COORDINATION:
A. The Contractor shall perform the activities necessary to properly coordinate the following:
1. Equipment and work provided by him and his subcontractors.
2. The work within and between his various subcontractors.
3. The scheduling and expediting delivery of equipment and materials supplied under this
Contract.
4. Special construction stages of coordination.
5. Outages necessary for completion of scope of work. All outage requests will be given
based on approval by ERCOT. Outage requests must be submitted four days prior to the
first day of the outage.

1.02 SCOPE OF THIS CONTRACT: This Contract includes, but is not limited to, the following
items which are listed for the convenience of the Contractor in understanding the scope of
Work intended.

1.02.1 INSTALLATION:
A. Contractor shall maintain all existing site grading as indicated.
B. Excavate, construct, furnish, backfill and compact all concrete foundations.
Contractor shall dispose of all material from foundation construction by hauling
material off-site to contractor located site.
C. Maintain temporary substation fence and permanent fence that are being installed
under another contract.
D. Maintain condition of concrete driveways that are being removed and installed under
another contract.
E. Furnish and install oil resistant epoxy paint on control building foundation with
product approved by Owner.
F. Anchor bolts shall be provided by Contractor for all circuit breakers, steel structures,
shield mast, control building and substation deadend “A” frame.

G. Receive, unload, move, store and erect all Owner-furnished materials specified or
indicated. Transformer will be offloaded by transformer supplier.
H. Receive, unload, move, store and erect all steel structure, substation deadend “A”
frame, shield mast, equipment, and materials provided by contractor.
I. Furnish and install all grounding and grounding materials(below and above grade). All
below grade connections shall be Cadweld connections.
J. Furnish and install all conduit and fittings, below grade (pvc), above grade (flex or
EMT), and cable trench system with covers.
K. Furnish, test and install all power/control/communication cables as specified.
L. Receive, unload, move, store, install and test all power circuit breakers.
M. Receive and install Owner furnished PCR. Contractor will provide all equipment and
labor for offload and assembly of the PCR. Contractor will also provide and install all
materials and equipment as indicated. Nonsegragated bus duct to Owner furnished
trasnformer will be supplied by PCR supplier.
N. Contractor will provide all equipment and labor necessary for making all necessary
connections to Owner furnished 28MVA 138/12.47kV Transformer.
O. Download relay settings and SCADA programming into relays and communications
processors as provided by Engineer.
P. Provide all relay testing, energization tests, all equipment testing, supervisory and
communication tests.
Q. Contractor will provide Transformer Differential and Breaker Contral panel as
specified or indicated by the drawings and specifications. Contractor will provide all
equipment and labor necessary for offload and installtion of panel.
R. Furnish, install and connect all power/control/communication, etc., cables from field
equipment to power/control/communication panels in existing control building and
new PCR. Also, furnish and install all power/control/communication cables between
panels (power/control/communication) within existing control building and new PCR
including those cables from panel to panel removed for shipment.
S. Furnish, install and connect all Yard Lighting junction boxes complete with materials
as specified.
T. Installation of washed limestone rock on substation yard as per specifications.
U. All other items specified or indicated by the drawings and specifications.

V. Furnish, test, and install all control and relay panels for Agronomy Road Substation
Upgrades project as specified.
W. Contractor is responsible for all panel internal wiring modifications as indicated on the
construction drawings.
X. Contractor is responsible for installing all shield wire(s) inside substation area as
indicated.
Y. Contractor is responsible for furnishing and installing safety oil sump system (S.O.S.).
Z. Contractor may retain a Registered Land Surveyor at his expense to confirm site
grading as Contractor will be responsible for the final grade of the project.

1.03 WORK BY OWNER:
A. Relay and SCADA settings and relay programming.
B. Owner will have others to perform site work, compaction, , all substation fences and gates and
grading for Agronomy Road Substation Upgrade Project.

1.04 ADMINISTRATIVE MATTERS:
A. INITIAL COORDINATION SUBMITTALS: Within 10 days after the date of Notice to
Proceed, Contractor shall submit in writing to the Owner for review and acceptance the
following:
1. A Preliminary Work Progress Schedule including:
a. A tentative construction progress schedule.
b. A tentative procurement schedule.
2. A cash flow tabulation by month.
3. Superintendent's name and resume.
4. Listing of all proposed subcontractors including addresses and telephone numbers.
B. INITIAL COORDINATION CONFERENCE: Within about 15 days after the date of Notice
to Proceed, a conference will be held in the Owner’s office to review and take action on initial
coordination submittals, establish procedures for handling Compliance Submittals,
correspondence and communications, review procedures for payment of Contractor, and
establish a working understanding between the parties as to their relationships during conduct
of the Work. The conference shall be attended by:
1. Contractor.
2. Representatives of principal Subcontractors, suppliers and manufacturers.

3. Engineer.
4. Owner or his representative.
C. WORK PROGRESS SCHEDULE:
1. Within about one weeks after the date of initial coordination conference the Contractor
shall submit to Owner for acceptance a detailed work progress schedule.
2. The schedule shall show the Work in a format suitable for displaying scheduled and
actual progress and shall be submitted on a reproducible media.
3. The schedule shall show the Work broken down into major phases and key items. The
dates that Work is expected to begin and be completed shall be shown for each item
listed.
4. The schedule shall include the weekly percents of work to be completed for each of the
following items:
a. Structure erection.
b. Installation of power circuit breakers and switches.
c. Installation of control and relay panels, including wire and cable.
d. Foundations, grounding grid, and conduits.
e. Mobilization and other items.
5. Owner will review and comment on schedule and, upon agreement with Contractor on
any necessary changes, Contractor will furnish Owner prints of the accepted schedule.
Contractor shall not change the accepted work progress schedule without prior
concurrence of Owner.
6. Contractor shall submit to Owner for acceptance an updated schedule at least once every
week, which shall show actual progress and any proposed changes in the schedule of
remaining Work.
D. WORK PROGRESS REPORTS:
1. Contractor shall submit at least once each week to the Owner a report on actual progress
of the Work. Daily reports may be required should the Work fall behind the accepted
schedule.
2. Work progress reports shall consist of marked prints of the accepted work progress
schedule, and a narrative report including but not limited to the following:
a. A description of current and anticipated delaying factors, if any, including causes
and past efforts by Contractor to correct these.
b. Effect of these delays on work progress.

c. Proposed corrective action.
d. Contractor’s daily reports for the week.
3. In addition to the above weekly reports the Contractor shall report to the Owner
immediately upon becoming aware of any circumstance which might result in a deviation
from the approved Work schedules.
4. A work progress report shall accompany each application for partial payment. Work
reported complete but not readily apparent to The Owners Representative must be
substantiated with supporting data.
E. COORDINATION CONFERENCES:
1. A coordination conference will be held as requested by the Owner’s Representative.
Contractor, Owner, Engineer (if necessary), and all Subcontractors active on the site shall
be represented at each conference. Contractor may at his discretion request attendance by
representatives of his suppliers, manufacturers and other Subcontractors.
2. Contractor and each Subcontractor shall be prepared to discuss work anticipated during
the next week, and shall be prepared to discuss the current Work progress report as well
as any anticipated future changes to the schedule.
3. When Contractor's Work affects, or is affected by, the work of other contractors, Owner
or Engineer may hold coordination conferences to be attended by those involved.
Contractor shall participate in such conferences accompanied by his Subcontractors as
requested.
F. COMPLIANCE SUBMITTALS:
1. Compliance Submittals shall include the following:
a. All drawings, catalogs or parts thereof, manufacturer's specifications and data,
samples, instructions, written guarantees and other information specified or
necessary:
(1) For Owners Representative to determine that the equipment and materials
conform with the design concept and comply with the intent of the Contract
Documents.
(2) For the proper erection, installation, operation and maintenance of the
equipment and materials which will review for general content but not for
substance.
(3) For Owners Representative to determine what supports, anchorages,
structural details, connections and services are required for the equipment

and materials, and the effects on contiguous or related structures, equipment
and materials.
2. Data submitted shall be complete with respect to dimensions, design criteria, and
materials of construction to enable Owners Representative to review the information
effectively. Where standard drawings are furnished which cover a number of variations
of the general class of equipment, each drawing shall be individually annotated to
describe exactly which parts of the drawing apply to the equipment being furnished.
Such annotation shall also include proper identification of the submittal permanently
attached to the drawing. Reproduction or copies of Contract Drawings or portions
thereof will not be accepted as complete fabrication or erection drawings.
3. Equipment instruction books shall be prepared by the manufacturer with loose-leaf pages
mounted in durable covers and shall include but not be limited to the following:
a. Index and tabs.
b. Data sheets showing model numbers and serial numbers of equipment and
additional data as required to identify applicable portions of standard sections of the
instruction books.
c. Instructions for storage, installation, start-up, operation, inspection, and
maintenance.
d. Applicable drawings, corrected to show field changes.
e. Diagrams of any circuit board cards used in equipment.
f. Parts lists and recommended spare parts.
g. Address of nearest manufacturer-authorized service facility.
h. All additional data specified.
i. Delivery of instruction books prior to delivery of respective equipment.
4. Miscellaneous Submittals:
a. Miscellaneous submittals are comprised of Technical Reports, Administrative
Submittals and Guarantees which relate to the Work, but do not require Owners
Representative approval prior to proceeding with the Work. If these submittals
indicate compliance with the Contract Documents, no action normally will be taken
by the Owners Representative, but submittals which indicate deficiencies or
unacceptable administrative submittals will be responded to by letter. These
submittals will not be logged, stamped, and distributed as Compliance Submittals
