CHAPTER ONE: INTRODUCTION
1.1 Background
The Government of Uganda’s economic vision is that every household is able to have the
means to earn the minimum income that enables it to access basic human needs such as food,
shelter, clothing, health and education. The Government aims at using this approach to
eradicate poverty among the different households.
The Poverty Eradication Action Plan (PEAP), recognises that although major progress has been
achieved in the reduction of poverty from 56 percent in 1992/1993 to 31 percent in 2005/2006,
the proportion of people living below the poverty line is still very high.
So the Government of Uganda launched the Economic Development Strategy (EDS) in the
financial year 2005/2006 with the aim of eradicating poverty at household level. The strategy
initially started at sub-county level as the unit of planning, implementation and monitoring.
Under the EDS, the Government launched the Sub-county Development Programme in the
financial year 2006/2007 as a means to implement the Government programme which is the
pledge to the people of Uganda to promote “Prosperity for All”, and build socio-economic
transformation and peace.
The Sub-county Development Programme is focusing on empowering the Sub-county structures
to carry out the planning, budgeting and development roles by implementing the EDS (reduction
of household poverty) through:
o Establishment of the Community Information System (CIS)
o Increasing access to Rural Financial Services (RFS)
o Improving Productivity
o Improving Marketing and Trade
o Improving infrastructure, and
o Improving local standards of Physical Planning and Development.

1.2 The Community Information System (CIS)
The Community Information System (CIS) is a government programme that was established to
ensure that households and communities have access to and make use of reliable and

meaningful data and information generated at household, parish and sub-county levels. The CIS
generates basic information from communities to monitor households’ welfare as well as
promote efficient utilisation of information at grass root level.
As earlier mentioned, the CIS programme is a component of the Rural Development Strategy
(RDS) which was launched in FY 2005/2006 as part of the Poverty Eradication Action Plan
(PEAP). It is also an activity of the Community Mobilisation and Empowerment Strategy
(CMES), which is a multi- sectoral framework to harmonise and consolidate actions by all actors
involved in mobilising communities for development.
1.3 Objectives of the Community Information System
The main objective was to empower communities to make informed decisions using readily
available up to date information. The system was also intended to enable community
administrators to have regular and meaningful information about households and communities
on which to base development planning, monitoring and evaluation of projects / programmes
that are geared towards poverty alleviation. The specific objectives are:
- To facilitate regular and sustainable monitoring of the effectiveness of Government,
NGOs and other agencies’ poverty reduction initiatives among communities and for
policy and decision making.
- To enhance the use of reliable and accurate data among communities.
- To support participatory development planning at various levels of administration.
- To identify communities and households by their socio-economic characteristics and
hence their needs.
1.4 Implementation of the CIS
The implementation of the CIS was in phases. The pilot (March 2006) was carried out in only 6
districts. The districts were Masaka, Kamwenge, Mayuge, Kumi, Bukedea and Nebbi. The
second phase (year 2007/08) was extended to cover 19 districts. The phase had Adjumani,
Buliisa, Bukedea, Bushenyi, Kalangala, Iganga, Mbale, Nakaseke, Kiruhura, Ntungamo, Kumi,
Kamwenge, Kabale, Mayuge, Moroto, Masindi, Nebbi, Kiboga and Masaka. The 3rd phase of the
CIS implementation took place during the Financial Year 2008/9 and covered 23 districts of
Adjumani, Buliisa, Bukedea, Bushenyi, Kalangala, Iganga, Mbale, Nakaseke, Kiruhura,
Ntungamo, Wakiso, Kumi, Busia, Kamwenge, Kabale, Mayuge, Moroto, Masindi, Nebbi, Gulu,
Rakai, Kiboga and Masaka. During the FY 2009/10, five more districts of Dokolo,Amolatar,

Oyam, Apac and Lira were covered. In the financial year 2010/11 five districts of Kayunga,
Abim, Manafwa, were planned to be covered, however it was only possible to implement in
Abim district, and this report details the findings from the data collection exercise which was
carried out in May 2011.
1.5 Implementation of the CIS in Abim District
Abim district is made up of 6 sub counties, 25 parishes and 309 villages and data was collected
from all households present at that time. The exercise started with sensitization of the district
Leaders followed by community leaders at sub county level through discussions and meetings,
the communities were then sensitized using radio spot messages. This prepared the
communities for the exercise and facilitated smooth data collection. Data was collected using
several forms which have been attached to the report in appendix B.
1.5.1 Data Management
At the household level data was obtained by a village representative recording into the
Household register, who would then send the filled registers to the village LC where a summary
(Form I) would be compiled in four copies and one was left at the village, one sent to the Parish,
one sent to the subcounty and one sent to UBOS. At the Parish a summary (Form II) of data
received from the villages would be compiled in four copies and one would be left at the parish,
one sent at the Subcounty and one to UBOS. At the Subcounty level parish data would be
compiled (Form III) in three copies, one left at the Subcounty one sent to the District and one to
UBOS.
Data regarding services provided in the Subcounty was collected using community registers,
these include Form III, Form IV and Form V. These forms were filled out by the respective
Parish and Subcounty chiefs. The objective of this information was to determine the level of
service delivery right from parish to district level. a few selected indicators including number of
schools, number of Health centers irrespective of the level, number of safe water sources,
number of NGOs/CBOs, number of Small scale Industries (SSI), number of SACCOS and
number of markets within the community.
The data from the summary Form I and Form II that were sent to UBOS was entered using
Excel, and the information presented in this report therefore is based on the summary data that
was compiled at village, parish and Subcounty levels in Abim district. The results cover the
household population and its characteristics, selected household characteristics, ownership of

selected household assets, livestock ownership and agriculture. The report comprises of two
chapters and detailed appendices.
1.5.2 Challenges
This process did not go without challenges because a number of people were involved and as a
result some of the households had to be revisited several times in Abim Sub county and Abim
Town council because the eligible respondents leave early and come back late from their
respective workplaces and therefore are available late in the evening and weekends.
There was also a lot of worry about confidentiality of the information collected. The rural
communities were reluctant to release information concerning Livestock ownership and crops
grown by the households because they were anticipating that the CIS was some sort of Relief
programme and therefore revealing all information would lead to missing out on the benefits.

2.1 Population by Gender at Subcounty Level
Abim district is made up of 6 Sub counties; Table 2.1 presents the Distribution of households
and population by sex at sub county level in the entire district. The total population was 91,378
with (50.9) percent female and (49.1) percent male. Although Abim Town council did not have
data from the Population and housing census (PHC) of 2002, it is upon these results that data
was validated at household level. The total number of households in the district was 15,569.
Lotuke sub county reported (4215) households followed by Abim sub county (3075) households.
Details of the breakdown from each village have been annexed in Table A2.1 of this report.

2.2 Population by Age Group

Information on age was obtained by asking for the individuals’ age in completed years, this
facilitated the compilation of age ratios within the population. The population was categorized
into three including 0-5 years, 6-17 years and those above 18 years. Results show that at the
district level the population below 18 years is 58.4 percent implying a high dependency ratio in
the district. At the Subcounty level the distribution is almost uniform across the sub counties
with Morulem having the highest dependency ratio of 60.8 percent. Detailed results from the
parishes have been annexed in table A2.2 of this report
