Deanʼs Message
Out of all universities in Japan, Waseda University admits the largest number of students from
abroad, and dispatches the largest number of Japanese students abroad. More than 4,700 foreign
students from about 100 countries and regions are currently studying at Waseda University, and
about 2,600 students from Waseda study at over 400 partner universities in 77 countries and
regions every year. We believe all areas of the world are areas for learning. Therefore, we promote
higher education that makes learning possible through a combination of knowledge and practice.
Compared to the Japanese missions to Sui and Tang China, or when modern intellectuals in
the Meiji era went abroad, studying abroad is much closer to our daily lives today. Leaving one’s
familiar comfort zone and placing oneself in a different cultural environment may be challenging.
However, such experiences will make us realize various values in ourselves that would otherwise
be overlooked. They also become an opportunity to reassess one’s society and self-identity. The
CIE will continue developing various programs to allow as many students as possible to experience
studying abroad while enrolled at Waseda University.
Many of you have recently made the decision to study abroad, and are getting ready to start
preparing for it. I would first like to applaud and express my support for this courage and challenging
spirit. Shigenobu Okuma’s plan to nurture individuals who “contribute to the world, rather than only
to one’s own, one’s family or one’s country” is Waseda’s educational ideal, and remains our mission.
Ever since establishment in 1882, many of Waseda University’s graduates, including international
students, have continued to inherit this tradition, and are now actively working in various places
around the world. In order to actualize the principle and mission of the school motto, we anticipate
each of you to flourish in the future with a global perspective.
This “Study Abroad Hand Book” includes important information for preparation of your study
abroad. Please read thoroughly and carefully make the necessary preparations. The CIE is
dedicated to assist you in gaining remarkable achievements through studying abroad.

Ⅱ．Planning and Preparing for Study Abroad
1. Planning out your future
　Picture your future. This is the main idea behind career planning. University is the final step before entering career life, the
experiences that you have and the way you live during that time will impact the direction of your life. Have you planned out goals
for your future?
　Students studying at Higher Education Institutions in the west, are encouraged to spend at least one semester studying abroad
during their studies. In America they already have a program called “Junior year abroad” which is a well established study abroad
program for students in their third year of studies. Europe has actively deployed a student exchange program called ERASMUS.
A student program called UMAP has also been established in the Asia-Pacific Region. In other words, there is a strong ever
increasing commitment to study abroad in all parts of the globe.
　The first thing you must do as you have this book in your hand is to take a good look at where you are right now. As you think
about your future, think about what choices you need to make now in order to get to where you want to go.
　Please make studying abroad one of those choices, as it is an investment in to yourself. It is the most effective way in helping
you grow and shine as a person. Think of it as necessary to have an opportunity for self-discovery and extra training for society.
2. Thinking about your purpose for studying abroad
　So, what you need to do is think about what you are going to study abroad for, what you want to do where, clearly defined
goals and direction is very important.
　Studying abroad is not the same as visiting a country for vacation so you need to have some goals and reasons for choosing a
specific country.
Things to consider:
　　　How long would you like to study abroad for?
　　　What year of your studies would you like to study abroad in?
　　　What country/ city would you like to go to?
　　　Do you want to study a language? Or would you like to go for your own research purposes?
　　　What is your budget?
Thinking carefully about these things will help you in your planning.
3. Starting your preparation
　Once you have some goals, you can start your preparation. It takes a long time to prepare for studying abroad, at least a year,
so please start your preparation as soon as you decide to do this. Spring, finding some guidebooks on studying abroad and
grasping the basics is one of the things you can do.
　As you gather more information your ideas and objectives will solidify. You can also collect more information in the following way.

4. Determining your language proficiency through examinations
　For many institutions, when you send in a written application you also need to send a certificate of language proficiency. It’s
good to have an idea of what level you are at early on, because if you decide to go to a certain University but then find out that
you don’t have the right certificate or enough language proficiency then you can not even apply. If you would like to study abroad
in an English speaking country then why don’t you try taking the TOEFL or IELTS examination (P. 34-36).
　The best opportunity to do this is the TOEFL-ITP exam(prep test) that is held at our University. There are other Certification
examinations you can sit in languages other than English (P. 37). If you would like to study at a non-English speaking country,
take the language proficiency test for the language you will need to speak in that country. Some universities abroad specify a
certain level of language proficiency for the public exams. Depending on the university, some programs require submission at the
time of application a language proficiency level higher than the required level. If you find yourself drawn to a country and want to
learn it’s language, then the sooner you can start working towards that the better.

5. Preparation to meet requirements
(1) Language fluency and academic skills
You are required to have adequate proficiency in the local language to participate in the courses with the local students at the
host university as well as to be able to enjoy your life abroad. Adequate TOEFL test scores are mandatory if you are planning to
study in an English-speaking country. In non-English speaking countries, you need to be proficient enough in a local language to
keep up with the courses at the host university. Language proficiency is an important criterion of screening at Waseda University.

(3) Funds
In most cases, your spending while studying abroad will be higher in comparison to what you would spend studying at Waseda
University since the former would include accommodation and food costs as well as other personal costs. You should expect
your study abroad program to cost you in the range of 2.5 – 6 million yen.
In many cases, you are neither permitted to work part-time nor receive any kind of income when studying abroad. Therefore,
the entire cost of your study abroad, including all travel costs, must be covered for by you before you fly to your overseas
destination. Most universities would ask you to submit an official bank statement (in English) showing your total expected
expenditure, placing the onus on you to prove that you are financially capable of covering the costs of studying abroad. (Generally,
the statement is required six months to ten months prior to departure; however the students who plan to study abroad to
Portland State University (PSU) needs to be submitted the bank statement right away.) After the approval of the documentation
of your financial circumstances, you will be admitted by the host university and be able to acquire the necessary visa. There have
been cases wherein students said “I didn’t realize how much studying abroad would cost!” barely days before their programs
were to start. To avoid a situation like that, it is vital that you talk to your guarantor and make your financial plans well in advance.
You would need to confirm the exact volume of funds that you would need for your study abroad program. If you see “所属箇所学費
等”(Departmental Tuition) in the “Estimated Tuition” column of your chosen study abroad program, in the Study Abroad Program List on
the website you would have to pay to Waseda University’s regular tuition and other academic fees (including facilities expenses) of your
respective school.
If you see “所属箇所学費等＋登録料”(Departmental Tuition + Registration Fee), you would have to pay a fee of 150,000 yen (as of
2013 recruitment records) as a double degree registration fee to Waseda University in addition to the regular tuition and other
academic fees (including facilities expenses) of your respective school. In the “Estimated Tuition” section of the program list,
some amounts are indicated in local currency. In such cases, you will be required to pay the written amount (“program fee”)
instead of the tuition and other academic fees of your respective school. (The program fee in the program list is the estimated
amount in local currency for recruitments in 2013; the actual fee will be announced at a later date.)
The “program fee” is a fee paid by all participants in TSA (1 semester), TSA and ISA programs. The fee consists of “tuition
and program development and operation fees that are paid to host university” and the “program development and operation
fees that are paid to Waseda University”. Please check the fee breakdown thoroughly.
There is always a possibility that students may fall into trouble while studying overseas. As part of our overseas crisis
management initiative, all participants in Waseda University’s study abroad programs are required to purchase traveler’s or
overseas travel insurance plan from an insurance company that has an agreement with Waseda University. This insurance costs
approximately half the price of other general insurance plans (e.g., the insurance fee for students studying abroad in 2014 was
108,230 yen per year on plans that provided medical and emergency cover 1 billion yen).
You will also need a budget for accommodation, meals, air tickets, etc. The amount of these expenses would vary depending on
the area you would stay in. Please refer to the “Program completion report” compiled by students, which will tell you about the actual
amounts paid by our students. You may check these reports in the Study Abroad Information Room (This name will change soon).

6. Taking classes that are held in English (or other languages)
In addition to sending students from Waseda to study abroad and accepting students from abroad, the CIE hold classes inside
and outside Japan as a base of the international education program. A large variety of courses are offered to the undergraduate
students: courses on global issues (in English); courses you can take at your destination university that interlocks with the
study abroad program; short-term study abroad courses focused on foreign language study, theme research, cross-cultural
experiences; and high level research seminar courses that are conducted in collaboration with top universities around the world.
Many of these courses are a part of the minors at the Center for International Education “Global Leadership Studies” and
“Global Studies.” “Global Leadership Studies” was founded in the 2012 academic year. The purpose of this program is to nurture
leadership skills necessary for the international society of our future. High English level small-group courses are also available.
Please try to join the Global Leadership Fellows Program (GLFP) as well, where 10-15 qualified students are selected (URL:
http://www.cie-waseda.jp/glp/). In addition, “Global Studies,” founded in the 2014 academic year, teaches knowledge and
practical skills necessary for anyone active in a global international society. There are courses that prepare you for your study
abroad; courses that act as a follow-up education after your study abroad; and short-term study abroad courses.
From the 2013 academic year, short-term study abroad programs are available as both spring semester and summer
semester courses. Through this system, we make study abroad and the receiving of credits possible for students that find it
difficult to go abroad for a long term.
7. Academic English/Chinese preparatory Courses
In addition, the CIE offers other preparatory courses of English and Chinese to help students nominated as candidates to host
universities improve the study skills that would be required in the course of their study abroad. You can improve your weak points
by selecting from a variety of courses that include writing, listening, reading, and presentation. Also we offer other courses such as
"TOEFL Courses" and "Study Abroad Experience Courses". Detailed information on the capacity and curriculum for these courses will
be announced once it is confirmed. Please check the brochure of the preparatory courses or CIE website for the latest information.
