NVQ and the JIB Apprentice Training Scheme
National Vocational Qualifications (NVQ’s) are a system of qualifications introduced by the
government and are based upon the measurement of a person’s ability to do the job under
normal working conditions. In addition to practical and technical competence, they also require
you to demonstrate competence in areas such as planning, problem solving and working with
people.
In other words, anNVQ is intendedtobe aqualification that is awarded when you can
demonstratethat you arecompetentto doajob well within the environment of the workplace.
It may helptothink of it as being ajobdescriptiondetailing all thethings that you would expect
an electricianto beableto do.
Consequently, theimplication is that themost valid evidence of your ability todo allthesethings
will be generated withinyour individual work situation. In other words, onsite.
As a process, you therefore:
 Learn howtodothejob,both at the college/training centreandonsite.
 Practicethoseskills bothat thecollege/training centre and onsite.
 Demonstrateyour competence at thoseskills.
Learning how to dothejob
You will be taught boththe practical andknowledgeelements of thejob. After all, it’s nogood
being abletoconnect something upif you don’t know why you are doing it. This knowledge
aspect of theNVQ is currently measured using an approved City &Guilds qualification, taught in
a college/training centreand achieved via examinations taken over the early stages of your
apprenticeship.
Thepractical aspect of the jobis taught bothonsite, where you arewatching &working with
electricians andin thecollege/training centre withyour coursetutors.
Practicingthose skills
As your training at thecollege/training centre progresses, you movefrom receiving basic tuition
in the various skill areas to being given a series of more in depthpracticalexercises to
undertake.
At work, theelectricians you are working with start togive you morecomplex tasks to perform
as they seeyou develop your skills. The better youget, thenthemore interesting thosetasks
will become.
Demonstratingyour competence
This is themost important part.We’ve already established that we will measure your theory
knowledge of thejobwith theCity & Guilds examination. But, we need sometools tomeasure
your practical abilities and as far as you are concerned, themost important of these aretheJIB
logbooks.

This logbook is provided to you as part of the process of collecting evidence against the
National Occupational Standards (NOS) for Electrical Installation(Buildings and Structures) at
Level 3.
Thesestandards at NVQ Level 3 cover manytrades (such as installation electrician, panel
builder, etc) and consist of requirementsfor eachoccupation covering thework activities that
each trade is likely toundertake. Theserequirements effectively establish the“jobdescription”
for each of thosetrades that we mentioned earlier.
Tomaketheprocess moremanageable andeasier to understand, therequirements arethen
groupedtogether insmaller “chunks”known as units. Eachunit sets out aprecise area of
competenceto beachieved and alsoforms thesmallest item that may beindividually
accredited.
This logbook shall be used torecord evidence against thefollowing Electrical Installation
(Buildings & Structures)units only:
Unit 301 NETUnit 18 Ensure safesiteworking.
Unit 302 NETUnit 54 Diagnose & correct faultson electrotechnicalsystems
& equipment.
Unit 303 NETUnit 70 Provide technical andfunctional information.
Unit 304 NETUnit 81 Maintaina healthyand safeworking environment.
Unit 305 NET Unit 20 Prepareto install electrical wiring systems, enclosures &
equipment.
Unit 306 NET Unit 23 Install electrical wiring systems, enclosures & equipment.
Unit 307 NET Unit 41 Connect wiring systems& equipment using safe&
approved methods.
Unit 308 NET Unit 45 Inspect, test &commission an electrical installation.
You should notethat theabove units areshown numerically for ease.
Additionally, certainunits have been shown in bold andthese arereferredto as CORE UNITS.
Theconcept being that core units aredeemed commontoeachtrade using thestandards and
thereforewithfewexceptions, eachtrade will complete thesamefour coreunits as part of their
NVQ Level 3.
However, within the logbook theunits have beenarrangedtoroughly represent the
sequenceof events onabuilding sitefrom start to completion. Consequently the actual order
will be:

Who will be involved in the NVQ ?
There is arangeof people who will be involved in the process. However, the two main people
that you will be dealing with aretheASSESSOR and theWORK BASED RECORDER, who is
usually the Electrician that you work with.
Their roles inthesystem areas follows:
The Assessor
TheAssessor is theperson that actually determines whether or not you are competent at the
job. However, they will also advise and help you toget theright type andquantity of evidence
for this qualification.
As part of the process of demonstrating your competence, theAssessor will visit you, bothat
the college/training centre, andon site, and will ask youquestions about the work activities you
are doing or have done.
The Work Based Recorder
TheWork BasedRecorder (WBR) is the personwho assists an apprentice tocorrectly record
their work andtoconfirm that, in their opinion, thework recorded was carried out by the
apprentice andcompleted toa satisfactory standard. This occurs by theWBR signing and
dating thelogbook entrymade by theapprenticefor authenticity.
TheWBR canalsogiveyou advice and help with your logbook entries.
There is alsoathird party involved in this qualification …………….. YOU !
So please remember, that whereas everyone will help you along theway, this is your
qualification andit is ultimately your responsibility toget it.
