RecentConstructionActivityTrends
FinancialmarketsandeconomiceventsoverthepastyearhavetakentheirtollontheUKconstructionindustry.In
particular, the credit crunch, the reversal in investor confidence and the increased risk aversion have all hit the
sector.
PartsoftheUKconstructionindustryhavecontractedsharply,fromwhichrecoverywilltakesometime.Thereare
some sectors however which will hold up over the next few years, particularly those which involve government
investmentprogrammesandalsowithintherailsector.
Constructionmaterialpriceinflationcontinuestoease,buttheyarestilloutpacinginflationinthewiderUKecon-
omy.Thebuildingcostindexshowedanannualincreaseinthefourthquarter2008of7.3%,althoughithasfallen
inthefirstquarter2009.Thisisinsharpcontrasttotenderpriceswhichhaveshownafallof8.5%fromtheirpeak
inthesecondquarterof2008tofirstquarter2009.
As workloadreducesduring 2009 themarket will progressively harden and there is likely to be a steadydrop in
prices with more aggressive commercial adjustments being built into tenders. Profit and overhead levels have
alreadybeenslashed.

ThepricelevelofSpon’sA&B2010hasbeenindexedat509,areductionof12.24%overtheindexof580inthe
2009edition. ReadersofSpon’sA&BareremindedthatSponistheonlyknownpricebookinwhichkeyratesare
checkedagainstcurrenttenderprices.However,constructioncostsarestillfallingandareexpectedtocontinueto
fallthroughout2009and2010.
Thelargestreductionstomaterialshaveoccurredincategoriesinvolvingsteelandnon-ferrousmetalswithdouble
digit percentage dropssince July 2008.Generally materialsprices rose 6.9% over the year to January2009 but
havefallen2.8%inthefirstthreemonthsof2009.
Overthelast3monthsof2008averageearningsinconstructionwere1%lowerthanayearbefore.Thestartofthe
yearbroughtinwageincreasestonationalstandardratesof5%forplumbersand4.5%forelectriciansaspartof
previouslyagreeddeals.Generalbuildingoperativesseemlikelytobestuckattheircurrentwagelevels

Asworkloadcontinuestoconstrictin2010anotheryearoffallingpricesseemsprobableandpricesareforecastto
fallbyafurther4–6%.

LastweeksawtheofficialpublicationofthefirstvolumeoftheRICSNewRulesofMeasurement(NRM).Thisinitial
volume,'Orderofcostestimatingandelementalcostplanning',providesguidanceonthequantificationofbuilding
worksforthepurposeofpreparingcostestimatesandcostplans.Inaddition,itdirectshowtoquantifyotherfactors
includingpreliminaries,overheadsandprofit,projectteamanddesignteamfees,riskallowancesandinflation.This
editionofthebookisstillbasedonthepreviousmethodofmeasurementandthereisnoimmediateplantochange
tothenewrulesofmeasurement. However,itissomethingthattheauthorswillcontinuetoreview.
ProfitsandOverheads
The2010editionincludesa2.5%mark-upformaincontractor’soverheadsandprofitintheMeasuredMajorWorks
sectionanda3.5%mark-upforoverheadsandprofitintheMeasuredMinorWorkssection.
