Advertisement
The CITY OF WARREN, MACOMB COUNTY MICHIGAN will receive sealed proposals for
City Contract SM-16-619 (ITB-W-8938), Stilwell Manor Exterior Stairs, Sidewalks,
Snowmelt Systems, and ADA Ramp Improvements. The project includes the following
work: removal and replacement of two exterior main entrances including concrete stairs,
sidewalks, snowmelt system ADA access ramps, brick walls, stairway lighting, flag pole
relocation, roof downspout to catch basin storm pipe construction, bollards, new ADA
parking areas including bituminous pavement, ADA stripping and ADA signs. This project
will be constructed in three individual construction phases, due to the necessity of
maintaining access to the existing buildings.

ON OR BEFORE 12:30 PM, WEDNESDAY, MAY 11, 2016
SUBMIT ONE (1) ORIGINAL BID AND ONE (1) COPY OF THE ORIGINAL BID, ALONG
WITH ONE COMPLETE BID IN PDF FORMAT ON A USB FLASH DRIVE. No bid will be
received unless made on City-issued bid forms. Bids received after 12:30 PM of the date
they are due will not be accepted or will be marked late, and retained unopened.
Bids will be transported over to the City Council chambers, auditorium, Warren Community
Center, 5460 Arden, Warren, MI, after the Purchasing Department has registered and sorted
the bids. They will be opened at 1:00 PM.
Bid Forms, Addenda, clarifications, and changes to the bid documents must be obtained on
line by registering (free registration available) for the MITN system as follows: 1) go to
www.mitn.info, 2) review the vendor registration options that are available to vendors, and
then 3) select vendor registration at the bottom of the page to register and then, 4) sign up
to register. Bid tabulations will be posted on the MITN system.
One copy of plans and specifications will be available for viewing only at the City of Warren,
Engineering Division, One City Square, Suite 300, Warren, Michigan 48093-2390, beginning
on Friday, April 22, 2016.
Each bid must be accompanied by a five percent (5%) Bid Bond or Certified Check as security
for acceptance of the Contract.
A One-Time Mandatory Meeting And Site Visit for prospective bidders will be held on Monday,
May 2, 2016, at 10:00 a.m., at the City of Warren, Stilwell Manor Senior Housing Center,
26600 Burg Road, Warren, Michigan 48089. Please see General Location Map below.
Bidders will be able to observe the project location with the Facilities Director at this time. No
bids will be accepted from bidders that did not attend the mandatory meeting and site visit.

Questions shall be directed to David L. Potter, PE, Senior Project Engineer/Manager for
Fishbeck, Thompson, Carr & Huber, Inc. (FTCH), via email, which is [email protected].
Questions pertaining to the contract documents will be accepted until May 5, 2016, 1:00 PM.
Responses, if any, will be issued by May 6, 2016, 5:00 PM.
The successful bidder will be required to furnish the required bonds, public liability, and
property damage insurance, and Worker’s Compensation Insurance.
The City reserves the right to reject any or all bids and to waive any irregularities in bidding.
The City also reserves the right to select multiple bids to fulfill the requirements of the project.
No bid may be withdrawn after the scheduled closing time for receiving bids for at least
120 days.
The City of Warren requires that all employees and subcontractors employed on this project
pay prevailing wages as mandated in the most current prevailing wage survey of the Michigan
Department of Energy, Labor and Economic Growth – the Wage and Hour Division.
