POLICY

The Board of Education believes that the needs of the individual students must be the central
focus of all decisions impacting the school district. The Board believes that learning takes
place best in an environment that is stimulating, secure, free from bias, and where human
relationships are collaborative and cooperative.

The Board believes learning is the acquisition of knowledge, strategies and skills, and the
development of attitudes and values necessary to live in a world of change. It encompasses
an approach, both to education and to life that emphasizes human initiative.

The purpose of education is the optimal development of knowledgeable, skilful, creative,
purposeful persons who possess a positive self-image, and who are able to plan and manage
life to realize their highest potential as individuals and as members of a global society. To
this end, the Board supports the pursuit of excellence in all endeavours; the appreciation of
individual and cultural differences; and the provision of equal opportunity for all learners.

REGULATIONS

GOAL 1

To ensure accessibility for all students to the educational programs within the district.

GOAL 2

To enhance relationships between the Board and its employee groups so that the talents and
resources of personnel may be most effectively utilized to meet the needs of students.

GOAL 3

To identify existing and emerging needs of students as a means to ensuring appropriate
programs, resources and facilities.

GOAL 4

To advocate for stable, predictable and adequate provincial funding as a means to effective
long-range planning.

To encourage and support innovative practices as a means to enhancing the delivery of
programs and services to students.

GOAL 6

To improve and coordinate communication between the Board, its employees, and the
public within the district.

To invite employee groups, parents, students and the community to review the Board's
values and beliefs as stated in the Board's statements of philosophy and goals.

DISTRICT GOALS 2001-2002

1. First Nations Student Improving the retentive and graduation rate
Success of First Nations students is a high district
priority.
2. Midd le Years In 2001-2002, the District will develop a
Programming vision and implementation plan for
developing a strong Gr. 7-9 program which
addresses the unique social/emotional and
learning needs of students at this age.
3. Math ematics 2001-2002 will be Year 3 of a five-year plan to
improve participation and performance in
Mathematics. In-service work will continue to
be offered and assessment tools developed.
4 Reading The Early Reading Intervention program is
showing good results and continues to be a
district priority.

1. First Nations Success

INDICATORS TARGETS
1. GRADUATION RATE 3% increase per year. (Ultimate goal is to
have all students - FN - in Grade 12 graduate,
at least achieve parity with rest of District's
student population. 1999 data will be used as
a baseline.)
2. PARTICIPATION AND SUCCESS RATES Track number of students enrolled and
IN FIRST NATIONS COURSES i.e. FN 8, number of students completing the courses
FN 12; WCI 11, 12; Cultural Classes in successfully. (Number of students will be
grades 7-9. tracked. Determine later if a specific target is
necessary - or simply to keep track of
numbers. 2000-01 data will be used as a
baseline.)
3. ATTENDANCE Track average attendance in Elementary and
Secondary school at year end. (Once baseline
has been established, determine extent of
target. Data will be collected for this year,
2000-01, to serve as a baseline.)
4. PARTICIPATION AND SUCCESS RATES Track number of students enrolled on
IN MATHEMATICS 11 AND ENGLISH September 30. Success Rate will be based on
12 number who pass the course at year end over
number enrolled September 30. (Once
baseline has been established, determine
extent of target. Ideally, we would want all
students to be successful. We already have
some data for English 12. Math 11 we can
collect 2000-01.)
5. PARENT PARTICIPATION Formal and informal contacts. Specifically:
Parent-Teacher Conferences; Communication
with NEWs, etc. (Looking more at the formal
contacts where parents/guardians came into
the school. Tracking will take place during
2001-02 school year to establish baseline.)
6. PROGRESS UTILIZING Data supplied by the Successmaker program.
"SUCCESSMAKER" (Target here may be that each student
experiences a certain level of success. Once
we get data from this year, we can look at
targets - if needed - or simply track success of
students.)

7. PRIMARY LITERACY Track data obtained through Reading
Assessments of students participating in ERI.
(Current Data will be looked at to determine
if a target is appropriate - or simply to track
results each year.)
8. INTERMEDIATE LITERACY AND Track FSA results from Grades 4, 7 and 10.
NUMERACY (Target ultimately is parity with the rest of
our student population.)
9. RETENTION RATES Target is parity with the District average of
rest of student population. (Ministry data
will be used to track)
10. CULTURAL ACTIVITIES Track number of these. (May simply want to
track rather than getting into details of
targets. Anecdotal data will be sought from
each school where cultural activities
organized by Nuu-chah-nulth Education
Workers and teachers.)
11. LANGUAGE PROGRAMS Track number of students involved in an
Aboriginal Language program. (Target is to
establish Ministry-recognized Aboriginal
language courses in Bamfield Community
School and Wickaninnish Community School
first, then in a Valley school.)
12. NUMBER OF ABORIGINAL TEACHERS Track FTE equivalents. (Target has yet to be
EMPLOYED established but intent is to continually
increase number of Aboriginal teachers - NTC
- as they become available.)

2. Middle Years Programming

By June 2002 the middle years working group will have developed and presented a
multi-year plan for middle level education including an agreed upon vision
statement for middle level education in School District 70 (Alberni) and action
plans outlining specific goals to be undertaken by each school.

The intention is to support our schools and teachers as they strive to become more
responsible to students in the middle levels and to support students in the difficult
transition years.
