From 1993, the member countries of the European Com
munity will form a single market. To this end, legal regulations
and the technical standards derived from them which are
designed to provide protection against the adverse effects of
technical equipment, installations and facilities, must be
standardized. With this in mind, the European Commission is
developing directives which, once accepted by the Council of
Ministers, must be adopted by the legislature of the member
countries. The technical standards to be derived from these
directives are being prepared by the standardization organiza
tions CEN and CENELEC.
Work in these standardization organizations is often marked
by controversy and progress is therefore sluggish. An appreci
able part of the responsibility for this lies in the wording of the
directives themselves, particularly when the aims of a directive
are not clearly or fully described, or when, instead of the aims,
specific methods or procedures are prescribed. The experts in
the standardization committees - who are often very highly
specialized but lack an overall background knowledge - then
have to settle disputes over the aims, although the Com
mission, in the course of preparation of the directives, is
certainly in a better position to do this.
The above observations apply particularly to the field of
pressure vessel technology. Within the framework of the
"Ladenburger Kolleg: Sicherheit von Technik", a research
association of the Gottlieb Daimler- und Karl Benz-Stiftung
on safety of technology, an international colloquium "Aims of
Safety and Protection as Basis for Technical Standards in
Europe, Demonstrated by the Example of Pressure Systems"
had been held in Ladenburg on the 2nd May, 1990. The papers
and discussions in this conference are intended to clarify
whether, in what ways, and to what extent national aims

Ab 1993 sollen die MitgliedsHinder der Europaischen Gemein
schaft einen einheitlichen Markt bilden. Dazu mUssen die
gesetzlichen Regeln und die daraus abgeleiteten technischen
Normen, die den Schutz vor nachteiligen Wirkungen techni
scher Einrichtungen und Anlagen bewirken soIlen, vereinheit
licht werden. In diesem Sinne entwickelt die Europaische
Kommission Richtlinien, die nach ihrer Annahme durch den
Ministerrat in das nationale Recht der Mitgliedsliinder Uber
nommen werden mussen. Die daraus abzuleitenden techni
schen Normen werden von den Normungsorganisationen
CEN und CENELEC erarbeitet.
Die Arbeit in diesen beiden Normungsorganisationen gestaltet
sich oft kontrovers und daher schleppend. DafUr ist zu einem
betrachtlichen Teil der Inhalt der Richtlinien verantwortlich,
wenn die Ziele, die mit der Richtlinie erreicht werden soIlen,
unklar oder unvollstandig beschrieben sind oder teilweise
anstelle von Zielen bestimmte Verfahrenswege vorgegeben
werden. Die oft sehr stark spezialisierten Fachleute in den
Normungsgremien mUssen dann - mit oft unzureichendem
Hintergrundwissen - Zielstreitigkeiten austragen, wozu die
Kommission im Zuge der Richtlinienerarbeitung sicher bes
sere Moglichkeiten hat.
Die vorgenannten Feststellungen gelten auch und besonders
fUr den Bereich der Druckbehaltertechnik. 1m Rahmen des
Kollegs "Sicherheit von Technik"der Gottlieb Daimler- und
Karl Benz-Stiftung fand am 2. Mai 1990 in Ladenburg ein
internationales Kolloquium "Aims of Safety and Protection as
Basis for Technical Standards in Europe, Demonstrated by the
Example of Pressure Systems" statt. Referate und Diskussio
nen soIl ten klaren, ob, worin und wie stark sich nationale
Zielsetzungen in einigen wichtigen Landern der Gemein
schaft und einem EFTA-Mitgliedsland, das in den CEN-

differ in the major Community countries and in one European
free Trade Association (EFTA) member country, which also
has a seat on the CEN committees. The colloquium papers and
the results of the discussion (Part I) are supplemented by two
fundamental reflections on the subject (Part 2).
