“Why Change???”

• Every two or three years, the knowledge base doubles.
• Every day, 7,000 scientific and technical articles are published.
• Satellites orbiting the globe send enough data to fill 19 million
volumes in the Library of Congress every two weeks.
• High school graduates have been exposed to more information
than their grandparents were in a lifetime.
• Only 15% of jobs will require college education, but nearly all
jobs will require the equivalent knowledge of a college
education.
• There will be as much change in the next three decades as
there was in the last three centuries.
What’s the big IDEA?
• Early Intervening Services allow use of up
to 15% of special education funds to be
used for pre-referral activities
• Allows for use of a Response to
Intervention model in determining LD
RtI: The Big IDEAS
• Before we identify a learning disability we must rule
out missed educational opportunity
• Struggling students can and should be helped early,
using strategic approaches
• Use of scientifically based, or evidence based
intervention
• Progress monitoring is a big key
• Resources from both general and special education
need to be used
• It’s about ALL students
Response-to-Intervention (RtI)
• An approach that provides different levels of intervention to
students who are struggling.
• Developed as an outgrowth of increased and over-
identification in the category specific learning disability (SLD)
in special education.
• Also intended to address the skyrocketing costs of special
education through both prevention of students being identified
for the program, as well as utilization of special education
resources (e.g. staff and funds for professional development).
• Implementation commonly done through use of universal
screening, progress monitoring, development of strategic and
intensive programs in a tiered model of intervention.
• Legislative support comes from IDEA 2004 and NCLB
Why we think RtI is the answer!!
• RtI is a system change designed to
assist struggling learners
• RtI is a way to integrate the
knowledge and skills of SLPs into
the whole school
• RtI utilizes EBP
• RtI allows flexibility for
scheduling and service
• RtI provides a mechanism to deal
with some of the fundamental
concerns about our system
What is Response to Intervention
(RtI)?
• Programs designed to provide intense instructional
opportunity, for a specified period of time, to students
who may be suspected of having a learning/language
disability
• May use a problem solving approach or a intense
intervention
• Designed to provide students instructional
opportunities they may have missed
Why does RtI Work?
• Because it is a systematic process of
– Providing high quality instruction/intervention
designed to meet the needs of individual students
– Using information regarding the learning rate over
time to determine the need for special education
– Making important educational decisions related to
intensity and duration of the intervention

• Response to Intervention is a well-integrated
system that connects general, compensatory,
gifted, and special education in providing high
quality standards-based instruction and
intervention that is matched to students’
academic, social, emotional, and behavioral
needs.
