Preface and Acknowledgements
This book is the result of the dedicated efforts of many people. It was
made possible by a community of colleagues who offered me intel-
lectual stimulus. The inspiration of this book emerged in Bremen,
Germany, while I was T. H. Marshall Fellow in European Social Policy
at the ‘Transformations of the State’ Collaborative Research Centre 597.
The T. H. Marshall Fellowship offered me the opportunity to produce
research with cross-national implications for welfare state policy and to
build my knowledge of social policy practice in other European coun-
tries. The ‘Transformations of the State’ Research Centre in Bremen and
the London School of Economics, through its Department of Social
Policy, have supported my research project. I was primarily based there
from September 2005 to July 2008, and I have devoted concentrated
effort to the T. H. Marshall research project and to the making of this
book. Along this journey I had the pleasure to learn from the insights
of a great many scholars as well as practitioners.
The policymakers, administrators, managers and practitioners who
agreed to be interviewed have been a major source of inspiration for this
book. I am immensely grateful to all of them for their time, patience
and insights into the empirical puzzle of understanding the specifici-
ties of education and health care policy. Among them, special gratitude
goes to the civil servants at the German Ministry of Health in Berlin
and Bonn, the management and the medical staff at Charité hospital in
Berlin, where my journey started. Professor Ganten offered invaluable
insights and kindly agreed to open up access to the data. I also wish
to thank the patients, pupils, parents, who have shared their views
with me, and made my waiting times in hospitals’ daunting corridors
the most enjoyable. I have learnt from the stories they volunteered to
share with me about the limitations of organizational models, and the
need for citizenship-based benefits. I wish to thank Gerard Banner, the
German ‘guru’ of New Public Management, for his time and patience
with my challenging questions.
My understanding of welfare administration and social policy has
