Children, Adolescents, and Families
N ow more than ever there is a need to ensure that best practices are being used
in residential programs. As the focus on costs and outcomes increases, resi-
dential programs must clearly demonstrate that the interventions provided are

Gary M. Blau , PhD, is a clinical psychologist and chief of the Child, Adolescent,
and Family Branch at the Substance Abuse and Mental Health Services Admin-
istration (SAMHSA). In this role, he provides national leadership for children’s
mental health and for creating systems of care across the United States.
Beth Caldwell, MS, is the director of the National Building Bridges Initia-
tive and a faculty member for the National Center for Trauma-Informed Care
and Alternatives to Restraint and Seclusion. She has provided consultation to
residential, hospital, and community programs across the United States and
internationally.
Robert E. Lieberman, MA, LPC, is the CEO of Kairos, a multiservice intensive
mental health program for youth, young adults, and families, and public policy
chair of the American Association of Children’s Residential Centers. He trains
and consults with children’s residential, hospital, and community programs
nationally.

About the Editors
Gary M. Blau , PhD, is a licensed clinical psychologist and is currently the chief
of the Child, Adolescent and Family Branch of the Center for Mental Health
Services. In this role he provides national leadership for children’s mental health
and for creating systems of care across the country. Prior to this, Dr. Blau was
the bureau chief of quality management and director of mental health at the
Connecticut Department of Children and Families (DCF) and the director of
clinical services at the Child and Family Agency of Southeastern Connecticut.
Dr. Blau has been selected for and appointed to numerous positions, includ-
ing chairperson of the National Association of State Mental Health program
director’s division of children, youth and families, and clinical faculty at the
Yale Child Study Center. He has also received many awards, including the pres-
tigious Pro Humanitate Literary Award for literary works that best exemplify
the intellectual integrity and moral courage required to transcend political and
social barriers to promote best practice in the fi eld of child welfare, the Gover-
nor’s Service Award in Connecticut, the Phoebe Bennet Award for outstanding
contribution to children’s mental health in Connecticut, and the Making a Dif-
ference Award presented by Connecticut’s Federation of Families for Children’s
Mental Health. He was also proud that upon the occasion of his leaving Con-
necticut, the governor proclaimed December 12, 2003, as “Dr. Gary Blau Day.”
F or his national work, Dr. Blau received the Outstanding Achievement Award
presented by the National Association of Children’s Behavioral Health, and was
the recipient of the 2009 HHS Secretary’s Award for Meritorious Service for his
national leadership in children’s mental health. In 2011, he was the fi rst recipi-
ent of the Rock Star Award, presented by Youth MOVE National, Inc. for “being
a true champion for the youth movement and advocate for youth voice.” This
award has now been named the Dr. Gary Blau Award and is given yearly to a
mental health professional who has distinguished him- or herself as a voice for
youth. He was also the 2013 recipient of the Substance Abuse and Mental Health
Services Administration (SAMHSA) Administrator’s Award for “unparalleled
and innovative leadership in children’s mental health.”
Dr. Blau has authored more than 50 professional publications and has been
the editor of six books. His most recent book, co-edited with Dr. Sylvia Fisher
and Jeff Poirier, is I mproving Emotional and Behavioral Outcomes for LGBT
Youth. Other volumes include a book he co-edited with Dr. Phyllis Magrab,
