I. GENERALINFORMATION
The City of Chicago ("City"), acting through its Chicago Department of Aviation ("Department"),
invites the submission of Qualifications and a Cost Proposal (“Proposal”) for Airport Security
ConsultingandSpecializedSafety/SecurityServices("Services")toprovidetheDepartmentwiththe
Services set forth on the attached Exhibit 1 for the O’HareAndMidwayInternationalAirports.The
intent of this Request for Proposals ("RFP") is to select a most qualified Respondent proposingto
providetheServicesunderthetermsthattheDepartmentdeemstobethemostadvantageoustothe
City.
"Respondent(s)" means the entities that submit Proposals in response to this RFP. The
Respondent(s)awardedanAgreementpursuanttothisRFP,ifany,aresometimesreferredtoherein
as"Consultant(s)." "Agreement"referstoanagreementawardedtoaConsultant.
A. Background
The Airport Security Consulting and Specialized Safety/Security Service Program at the
Chicago Airport System undergoes continued redevelopment. This program requires a
Consultanttoprovidedaytodaysupportforthesecurityaccesscontrolsystem. Thissupport
includesbutisnotlimitedtoroutinebackgroundchecks,trainingandairportcompanyaudits.
B. ScopeofService
ThescopeofservicesrequestedinthisRFPisdescribedmorefullyintheattachedExhibit1,
ScopeofServices.
C. TermofServices
The City intends to award one (1) Agreement pursuant to this RFP solicitation for a base
contractperiodoffive(5)years.
D. Communications;Pre-SubmittalConference;andDocumentAvailability
1. CommunicationsbetweentheCityandRespondents
RespondentsmustcommunicateonlywiththeDepartmentofProcurementServices("DPS")
regarding this RFP. All questions or requests for clarification must be submitted to the
followinge-mailaddress:[email protected]. Allquestionsandrequestsfor
clarificationmustbesubmittednolaterthan4:00p.m.CentralTimeonApril7,2011orno
responsewillbeprovidedexceptatthediscretionoftheCity. ARespondentthatdeviates
from any of these requirements is subject to immediate disqualification from this RFP
process.
2. Pre-SubmittalConference/SiteVisit
TheCitywillholdapre-submittalconferenceattheAviation’sAdministrationBuildinglocated
at 10510 West Zemke Road Chicago, IL on March 31, 2011 at 11:00 a.m., Central Time.
Attendance is not mandatorybut is stronglyencouraged. The Citywill address questions
regardingtheRFPatthepre-submittalconference,andmayrespondbothtoquestionsor

sitevisit. Thesitevisitwillincludepost-securityandCustomsandBorderProtectionareas
and,therefore,[e-mail]

E. DeadlineandProceduresforSubmittingProposals
1. Proposals must be received by the Bid and Bond Room no later than 4:00 p.m.

2. The CitymaynotacceptProposals thatarenotreceivedbythedateandtimeset
forthinSectionI.E.1above. OnlytheCity’sChiefProcurementOfficer,athersole
discretion,willdeterminewhethertoacceptaProposalreceivedaftertheduedate
andtime.
Failurebyamessengerdeliveryserviceorprintingservicetomeetthedeadlinewill
not excuse the Respondent from the deadline requirement of this RFP. Hand-

Proposal shall neither be deemed nor constitute acceptance by the City of
Respondent's Proposal. The Cityreserves the right to open and inspect all such
sealedenvelope(s)orpackage(s),regardlessifthesameweresubmittedbythedue
date and time specified herein, for any purpose, including without limitation,
determiningtheparticularRFPtowhichRespondenthasresponded,determiningifa

6. FEES FOR THE SUBMISSION OF PROPOSALS. Section 2-92-418 of the
MunicipalCodeof theCityofChicagorequiresforeachcompetitivelybidcontract
andeachrequestforqualificationswheretheestimateddollarvalueoftheContract,
asdeterminedbytheChiefProcurementOfficer,exceeds$10,000,000.00thateach
bidderorproposersubmitwithitsqualificationsanon-refundable"submittal
fee"intheamountof$900.00. Thesubmittalfeemustbesubmittednolaterthan
thedateandtimeonwhichthebidorqualificationsisdue. Thesubmittalfeemust
be in the form of acertifiedcheck,cashier's check or moneyorder payabletothe
CityofChicago. TheCPOhasdeterminedthevalueofthecontractfortheServices
required under this Contract does not exceed $10,000,000.00. As a result, a
submittalfeetotheCitywithitsProposaltothisRFQisnotrequired.

G. ConflictsofInterests
ForthepurposesofthisSectionI.Gonly,theterm"Respondent"shallmeantheentitiesthat
submit Proposals in response to this RFP and, if Respondent is a joint venture or limited
liability company, any partner in the joint venture or any member of the limited liability
company.
Respondentswillbesubjecttothefollowingconflictsofinterestrules:
Conflict of Interest: The Evaluation Committee (“EC”) will consider any information
regardingRespondent,includinginformationcontainedinRespondent’sProposal,thatmay
indicate any conflicts (or potential conflicts) of interest which might compromise
Respondent’sabilitytosuccessfullyperformtheproposedServicesorunderminetheintegrity
ofthecompetitive-procurementprocess.IfanyRespondenthasprovidedanyservicesforthe
Cityinresearching,consulting,advising,draftingorreviewingthisRFPoranyotherservices
relatedtothisRFP,suchRespondentmaybedisqualifiedfromfurtherconsideration.
II. REQUIREDINFORMATION
Each Proposal must contain all of the following documents and must conform to the
followingrequirements.
A. Format
ProposalsrespondingtothisRFPshouldbepreparedusingafontnosmallerthan10point
on8½"X11"lettersizepaper(preferablyrecycled),printeddouble-sidedandboundonthe
longside. TheCityencouragesusingreusable,recycled,recyclableandchlorine-freeprinted
materials for Proposal, reports, and all other documents prepared in connection with this
RFP. Expensivepapersandbindingsarediscouragedasnomaterialswillbereturned.
Proposals must be submitted in two separately-bound volumes. The first volume must
contain the Respondent’s Statement of Qualifications and must be labeled “Volume I,
Statement of Qualifications”; the second volume must contain representations and
certifications as described herein and must be labeled “Volume II, Representations and
Certifications”.
Each separate volume and individual sections should be clearly identified and/or

separatedbylabeledtabsandorganizedinaccordancewithsubjectmattersequence

B. VolumeI-RequiredContent
Respondents are advised to adhere to the submittal requirements of this RFP. Failure to
complywiththeinstructionsofthisRFP,includingbutnotlimitedtothepagelimitationsset
forth below, may be cause for rejection of the non-compliant Proposal. Submission of a
ProposalconstitutestheRespondent'sacceptanceofallrequirementsoutlinedintheRFP.
By submitting a response to this RFP, Respondent acknowledges that if its Proposal is
acceptedbytheCity,itsProposalandrelatedsubmittalsmaybecomepartoftheAgreement.
TheProposalmustincludethefollowinginformation:
1. CoverLetter–limitofonepage
Respondent must submit a cover letter, signed by an authorized Respondent
representative,committingRespondenttoprovidingtheServicesinaccordancewithits
Proposal and the terms and conditions of any Agreement, which may be awarded
pursuanttothisRFP.
2. ExecutiveSummary–limitofthreepages
Respondent must provide an executive summary, which addresses the following
information:
A. Outline the number of years Respondent has been in business and identify
Respondent'slegalname,itsheadquartersaddress,itsprincipalplaceofbusiness,
itslegalform(i.e.,corporation,jointventure,partnership),thenamesofitsprincipals
or partners, and whether Respondent is authorized to do business in the State of
Illinois. If Respondent is a business entity comprised of more than one (1) legal
entity,RespondentmustidentifyalllegalentitiessocomprisingRespondent;itmust
identify each entity's respective ownership percentage of Respondent; and
Respondent must summarize the role, degree of involvement and experience of
eachsuchseparateentity;
B. Indicatethename,mailingaddress,emailaddress,andtelephonenumber(s)ofthe
principalcontactfororalpresentationornegotiations;
C. Explain its understanding of the City’s intent and objectives and its approach to
achievingthoseobjectives;
D. Provide a brief summary of the qualifications, experience and background of the
teamanditscommittedKeyPersonnel(ashereindefined);
E. SummarizeRespondent'scommitmenttocomplywiththeMBE/WBErequirements
asstatedintheSpecialConditionsRegardingMinorityBusinessEnterprise("MBE")
and Women Business Enterprise ("WBE") Commitment, attached to this RFP as
Exhibit3;and
F. Respondent must identifyanyexceptions or objections ithas totheCity’s sample
Professional Services Agreement ("PSA"), a copy of which is attached hereto as
Exhibit6. TheCitymayfromtimetotimerevisethePSA. TheCitywillnotacceptor
entertain any exceptions or objections to the PSA at any time after Proposal

submittal except and only to the extent the City subsequently makes a material
changetoasubstantiveprovisionofthePSA.
3. Company Profile – limit of one page (plus any attachments required by the
provisionsbelow)
Respondents must briefly describe their legal structure and the way in which their
businessisorganized.
IfRespondentisajointventure,attachacopyofthejointventureagreementsignedby
an authorized officer of eachjointventuremustbeattached. Eachjointventuremust
execute:
a) ScheduleBasshowninExhibit3,ifRespondent'sjointventureteamincludesa
City-certifiedMBE/WBEfirm(s),asapplicable;and
b) SeparateEconomicDisclosureStatementandAffidavits(“EDS”)foreachjoint
venturepartner,acopyofwhichisattachedheretoasExhibit4.
IfRespondentisalimitedliabilitycompany,acopyoftheoperatingagreementsignedby
an authorized member or manager of the limited liability company must be attached.
EachmemberofthelimitedliabilitycompanymustexecuteaseparateEDSasshownin
Exhibit4.
NotethattheEDSformsshouldbeplacedinVolumeIIoftheProposal.
4. Project Understanding and Approach – limit of ten pages plus a Team
Organizationalchart
Respondent must describe its interest, understanding and approach to providing
Services for the Project. Respondent must include an explanation of its approach to
projectmanagement. Alsotobeincludedare:aplanforimplementingandmonitoring
the Services; organizational chart showing the relationship between all team-member
firms; the roles and responsibilities of team-member firms; strategies, tools and
safeguards for ensuring timely, quality performance of all required timely Services;
equipment,softwareandhardwareconsiderations;trainingandon-goingsupport;and
anyadditionalfactorsfortheCity’sconsideration.
Any subcontractors who will be performing Services on this Project, including their
designationasMBE/WBE/BEPD,shouldbelistedalongwithdiscussionoftheirrolesand
responsibilities.
5. ProfessionalQualificationsandSpecializedExperience–limitoftwopagesplus
tenpagesforProjectReferenceForms
Respondentsmustdescribetheirqualificationsandspecializedexperiencenecessaryto
providetheServices. Thisdescriptionshouldincludesimilarexperienceatotherairports
or in managing similar programs. This description should also include the proposed
organizationalstructure,listsofkeypersonnelanddescriptionofallpersonnelwhowill
provide the Services. Regarding prior similar experiences, highlight keyissues faced
andinnovativesolutionsused.
RespondentmustalsoprovidetheinformationontheProjectReferenceFormincluded
asExhibit7inthisRFP. OneProjectReferenceFormisrequiredforeachreferenced
project. Exhibit 7 may be modified for presentation purposes, but must include all

requested information; there is no page limit for individual projects; however, the
maximum total for all projects is ten pages and no more than one project may be
includedonanyProjectReferenceForm.
6. ProfessionalQualifications,SpecializedExperienceandLocalAvailabilityofKey
Personnel Committed to this Project - limit of three pages plus a Staff
OrganizationchartplusResumes
a. Inthree(3)pagesorless,Respondentmustdescribetheprofessionalqualifications
andexperienceoftheindividualswhowillbededicatedtoprovidingtheServiceson
the Project. Respondent must provide an organization chart identifying, at a
minimum,the"KeyPersonnel"whowillparticipateinthefollowingmajorcomponents
oftheProject:
Respondent must indicate each proposed person’s areas of expertise, andwhich
personwillhaveprimeresponsibilityforvarioustasksoraspectsoftheProjectAll
KeyPersonnelmusthavesignificantandrelevantexperienceintheareaforwhich
theyareproposedtoprovideServices.
b. Respondent must indicate the local availabilityand time that each KeyPersonnel
wouldbededicatedtothisProject.
c. Respondent must submit resumes or corporate personnel profiles of all staff
(maximumtwopagesperindividual)whichdemonstraterelevantpastexperiencefor
eachproposedstaffmemberandKeyPersonnel.
7. MBE/WBEParticipationPlanandCommitment–limitofthreepages
Respondent must describe its plan for MBE/WBE participation and commitment to
achievingmeaningfultechnicalandfinancialgoals. ThecurrentMBEparticipationgoalis
25%ofthetotalcontractvalue,andthecurrentWBEparticipationgoalis5%ofthetotal
contract value. Consistent with the City’s practice of encouraging and facilitating the
participationofMBEsandWBEsinprimecontractorrolesonCityprojects,theCityurges
RespondentstopartnerwithMBEand/orWBEfirmsattheprimecontractorlevel. Tobe
eligible for favorableconsiderationunder thePrimeContractor elementof thecriteria,
proposed MBE and/or WBE participation on a Respondent's team must include well-
definedmanagementrolesandresponsibilitiesfortheMBEand/orWBEteammembers
andmustallocatetotheMBEand/orWBEfinancialriskcommensuratewiththefinancial
rewardsavailabletobeachievedbyasuccessfulRespondent.
8. CostProposal–limitofsevenpages
RespondentmustsubmitaCostProposalbasedonAnnualBudgetforthefive(5)year
baseperiod. TheCityisrequestingdetailedinformationregardingthefullyloadedhourly
rates for the Services required. In Exhibit 2, provide details of the fullyloaded hourly
ratesintheScheduleofCompensation. Respondentisresponsiblefordisclosingany
charges or fees over and above the fully loaded hourly rates listed in Schedule of
Compensation that the City would incur before, during, and after the transition of
services.
