The Researcr Planning Workshop on Energy for Rural Development
is being organized at the Indian Institute of Mana.g ement Ahmedabad

during December 27-29 1979. It is being jointly sponsored by the

l·echnology of the Government of India and the lndian Institute of
Management Ahmedabad. The Workshop is meant for participants repre

senting various acadernic And roccorcl1 lnstltutions rural action

agencies and other organizations engayed ~n studies research and
9
demonstration of energy supply projects for the rural areas in India.
The main·purpose of the Workshop is to develop an integrated
need-based research and implementation programme consisting of
projects for anergy supply in rural areas of India to be undertaken
by the institutions represented at the Workshop in a coordinated
manner. Special emphasis would be given to projects and technolo
gies based on renewable sources which would·make energy available

to the poorer sections of the rural community and can be implemented

withi~ the next 2-3 years. Major research ideas and ~roject proposals
developed by the participants would be discussed at the Workshop for
the solution of rural energy problems and a need-based research
plan would be developed.

It is expected that funding for the integrated research progra
mme would be arranged from governmental and other sources for imple
mentation of the programme by the collaborating institutions·following
the Workshop. Major emphasis would be on developing projects which
would bring together several institutes to work on application oriented
rural energy projects.

~~y· OBJECTIVES The major obj.ecti~es of the Workshor are the following
(1) Define research goals and priorities rnlated to both hardware
and systems development in the area of rural energy systems
which is need-based and ~ou~d also benefit the poorer sections
of the rural community.. This should recognise the energy
crisis in the rural areas and the new opportunities available
through technological innovations in harnessing rene\!)able
energy sou:r:-ces and in setting up decentralised rural energy
systems.
(2) Prepare an integ ratP.d need-based research and demonstration
programme for the next 2-3 years con~isting of a well defined
set of research projects to be individually and/or jointly
implemented by the participating institutions.
(3) Prepare an action plan for research implementation demons

tration and dissimination of results w~lhin Tndio end abroad
including identification ur institutions and personnel to be
responsible for individual projects industries and laborato

ries for the supply of energy hardware and funding agencies.
(4) Establish a National Coordinating Agency for the monitoring
of the projects which should be jointly funeded if possible.

The Workshop would encourage discussion among the participants
in the six P.lenary sessions based on brief presentation of discu-
ssion papers. Following the plenary sessions~ the participants would
be organised in small working groups for the preparation of detailed
research plan based on proposals already submitted for the Workshop.
The discussion papers and research proposals would be distributed
among the invited participants before the Workshop. The revised
research proposal developed by the groups would be again
worki~g
discussed in a plenary SP.Ssion and strategy for research implementation
woulcl be discussed •. Funding a'gencies and participations would be
identified for the research projBcts'and a national monitoring agency
would be created for promoting the research plan. 'Modalities for
collaborative research a1nong other Asl<:m cour)tries would be also
discussed.
The report of the workshop including the discussion papers

summary of the proceedings and the research plan prepared would be
published as a document for distribution among the participating ins
titutions~ governmental agencies and 'natio'nal as well as international
funding agencies. The National Coordinating Agency for research in
Energy for Rural Development would apprcach various governmental and
non-governmental funding agencies and raise resource for the research
programme. The coordinating agency would also monitor the progress
of the research programme and bring out periodic status reports. It
is expected that based on the status reports a periodic newsletter

on Energy for Rural Development would be published twic.e a year for
wider distribution within and outside the country. Provisions would
be made in the research budget for holding an Annual Workshop where
papers based on the research projects would be and future

research plans established. It is expected that training programmes
and workshops for managers and researchers would also be organised using
research based case studies in suitable host institutions and parti
cipants from India and other Asian countries could be invited for
training· and exchange of ideas.
