France has always fascinated outside observers. Now, the county is undergoing a
period of profound transformation. France is faced with a rapidly changing
international and European environment and it is having to rethink some of its
most basic social, political and economic orthodoxies. As elsewhere, there is
pressure to conform. And yet, while France is responding in ways that are no
doubt familiar to people in other European countries, it is also managing to
maintain elements of its long-standing distinctiveness. Overall, it remains a
place that is not exactly comme les autres.
This new series examines all aspects of French politics, society and culture. In
so doing it focuses on the changing nature of the French system as well as
the established patterns of political, social and cultural life. Contributors to
the series are encouraged to present new and innovative arguments so that
the informed reader can learn and understand more about one of the most
beguiling and compelling of all European countries.

Sharon Collinscompleted her doctoral thesis on French local govern-
ment at Sheffield University in 2000. She is currently employed by
Wiltshire County Council as a Senior Research Consultant. She has
previously published on French local democracy and is currently
working on the local government modernization agenda in Wiltshire.
Her most recent publication is ‘Hidden Voices: a Study of Wiltshire’s
Ethnic Minorities’.
Hanna Diamond is Senior Lecturer in French History and European
Politics in the Department of European Studies and Modern Languages
at the University of Bath. Her research interests are in women’s history,
memory, identity and the use of oral history. She has published widely
on the experience of women during the Second World War in France
including Women and the Second World War in France 1939–1948:
Choices and Constraints (1999). She is currently researching a new
monograph on a mining community in Provence in the nineteenth
and twentieth centuries.
Claire Gorrara is a Senior Lecturer in French at Cardiff University.
She has published on the history and literature of the Second World
War in France, most notably Women’s Representations of the
Occupation in Post-1968 France (Macmillan, 1998), and is currently
working on a monograph study of post-war French crime fiction.
David Hanleyis Professor of European Politics at Cardiff University.
His research focuses mainly on political parties and he has published
both on French and comparative topics. His latest work isParty, Society,
Government: Republican Democracy in France(2002).
Jack Hayward FBA is Emeritus Professor of Politics, Oxford University
and Research Professor at the University of Hull. He is the author of
many books and articles on French politics, with his most recent work
being (with the late Vincent Wright) Governing from the Centre: Core
Executive Coordination in France(2002).
David Howarth is a Lecturer in European Politics at Queen Mary
College, University of London. As well as numerous articles and book
chapters on French public policy and European integration, he has

writtenThe French Road to European Monetary Union(Palgrave 2001) and
(with Peter Loedel) The European Central Bank: the New European
Leviathan? (Palgrave 2002). He is currently engaged in the European
Commission’s Fifth Framework Programme research on ‘Improving the
Socio-economic Knowledge Base’ of the European public space.
Marie-Christine Kok Escalleis Senior Research Fellow in the Faculty of
Letters at the University of Utrecht and leader of a research group on cul-
tural history. She has published several works on Franco-Dutch cultural
relations and French language and culture, and is the editor of Paris: de
l’image à la mémoire(1997) and (with Francine Melka) Changements poli-
tiques et statut des langues: Histoire et épistémologie 1780–1945(2001). She is
currently working on political communication in France.
Michael Martincompleted a PhD on ‘Commemoration of World War
II in France’ in 1999, and remained in Paris to teach until 2000. Since
then he has been working as a journalist in Glasgow, and is currently a
sub-editor on the Scottish edition of the Daily Mirror newspaper.
Susan Milneris Director of the European Research Institute and Reader
in European Studies at the University of Bath. Her research interests
include employment policy in France and the European Union, labour
movements and globalization, and urban governance regimes. Her
recent publications include editorship of a special issue of the Journal of
European Integration(22/1, 2000) on Euroscepticism, and joint editor-
ship (with Mairi Maclean) of a special issue of Modern and Contemporary
France (July 2001) on globalization. She is currently involved (with
Abigail Gregory) in a comparative Franco-British research project on
family-friendly employment.
Nick Parsons is a Senior Lecturer and Director of French Studies at
Cardiff University. He has published on French politics and French and
British industrial relations, most notably Employee Participation in
Europe: a Case Study in the British and French Gas Industries(1997). He is
currently working on a book on change in French industrial relations
since the 1970s.
Pierre Sadran is a Professor at the Institut d’Etudes Politiques in
Bordeaux, where he is responsible for the doctoral programme, having
been the Director of the institution from 1985 to 1998. His work
focuses on public administration, local politics and the reform of the
state. He has published widely on these issues, most notably Le système
administratif français(1997, second edition).

Hugh Starkeyis Staff Tutor for Languages in the Faculty of Education
and Language Studies, Open University and Tutor for Secondary PGCE
Citizenship at the School of Education, University of Leicester. His
current research includes biographical studies of language teachers’
views on citizenship and identities; young people’s views of their citi-
zenship and identities in a multicultural city, and the application of
these insights to the curriculum for languages and for citizenship.
Michèle Tribalat is a Senior Researcher at the Institut National
d’Études Démographiques in Paris. From 1998 to 2000 she was also a
member of the Haut Conseil à l’intégration. She has published major
studies of populations of immigrant origin in France, notably Faire
France (1995), De l’immigration à l’assimilation. Enquête sur les popula-
tions d’origine étrangère en France (1996) and La République et l’islam,
entre crainte et aveuglement (2002). She is currently involved in a
research project on the educational attainment of young people from
immigrant backgrounds, and an exploratory local project on two
communes with significant immigrant populations.
Jean-Marc Trouille is Senior Lecturer in German Studies at the
University of Bradford. He has published widely in the field of Franco-
German economic, political, industrial and cultural relations and is a
regular contributor to ‘Documents – Revue des questions allemandes’
and to the cultural programmes of the ‘Saarländischer Rundfunk’. He
has recently co-authored France, Germany and Britain: Partners in a
Changing World(Palgrave, 2001) with Mairi Maclean.
