THEEUROPEAN CONFERENCE
OF MINISTERS OF TRANSPORT (ECMT)
The European Conference of Ministers ofTransport (ECMT) is an inter-governmental
organisation established by a Protocol signed in Brussels on 17th October 1953. The Council ofthe
ConferencecomprisestheMinistersofTransportof30Europeancountries.1 TheworkoftheCouncilof
MinistersispreparedbyaCommitteeofDeputies.
ThepurposesoftheConferenceare:
a) to take whatever measures may be necessary to achieve, at general or regional level, the
most efficient use and rational development ofEuropean inland transport ofinternational
importance;
b) to co-ordinate and promote the activities ofinternational organisations concerned with
Europeaninlandtransport,takingintoaccounttheworkofsupranationalauthoritiesinthis
field.
Thematters generally studiedbyECMT- and on whichthe Ministerstake decisions - include:
the general lines oftransport policy; investment in the sector; infrastructural needs; specific aspects of
the development ofrail, road and inland waterways transport; combined transport issues; urban travel;
road safety and traffic rules, signs and signals; access to transport for people with mobility problems.
Othersubjectsnowbeingexaminedindepthare: thefutureapplicationsofnewtechnologies,protection
oftheenvironment,andtheintegrationoftheEastEuropeancountriesintheEuropeantransportmarket.
Statisticalanalysesoftrendsintrafficandinvestmentarepublishedeachyear,thusthrowinglightonthe
prevailingeconomicsituation.
The ECMT organises Round Tables and Symposia. Their conclusions are considered by the
competentorgansoftheConference,undertheauthorityoftheCommitteeofDeputies, sothatthelatter
mayformulateproposalsforpolicydecisionstobesubmittedtotheMinisters.
TheECMTDocumentation CentremaintainstheTRANSDOCdatabase, whichcan beaccessed
on-lineviathetelecommunicationsnetwork.
For administrative purposes, the ECMT Secretariat is attached to the Secretariat ofthe
OrganisationforEconomicCo-operationandDevelopment(OECD).

PRELIMINARY OBSERVATIONS
The ECMT Round Table 94, which focused on links between regional
policies, transportnetworksandcommunications,wasorganisedjointlybyECMT
and the Directorate for Science, Technology and Industry of the OECD, in
particular by Working Party No. 6 on Regional Development Policies (Industry
Division). Held in Paris on 5 and 6 November 1992, the Round Table brought
togetherregionalpolicy makers and experts in transportandcommunications (see
list of participants on page 131).
