PURPOSE OF THIS DOCUMENT
The purpose of this document is provide information on National Competency Standards and
associated Samoa Qualifications for training providers who are currently delivering or planning to
deliver training to prepare individuals for work in the Refrigeration & Air Conditioning Trade.
This document contains the National Competency Standards and Samoa Qualifications for
recognising and assessing people’s skills within the Refrigeration & Air Conditioning Trade, as well
as other information that training providers will find useful.
All Samoa Qualifications listed in this document have been registered on the Samoa Qualifications
Framework.
DEVELOPMENT PROCESS
The National Competency Standards and Samoa Qualifications contained in this document were
developed using the processes outlined in the SQA Guidelines for Development of National
Competency Standards, and the SQA Guidelines for Development of National Qualifications. These
are:
1. Needs Analysis
2. Drafting
3. Validation
4. Endorsement
Sector stakeholders were consulted at every stage of this process to ensure the resulting product
reflected essential competencies for workplace performance.
A Sector Advisory Group made up of representatives of government, non-government, industry,
employer and professional organisations played an advisory role to SQA throughout the development
of these National Competency Standards and Samoa Qualifications.
DEFINITIONS
Samoa Qualifications developed to meet a specific priority national need or interest
Qualifications and whose development has involved, and has widespread endorsement by,
the appropriate national industry, profession or community related to the
qualification outcomes.
National National Competency Standards are specifications of competency required to
Competency perform job roles within a particular industry or sector.
Standard (NCS)
Learning outcome These are the building blocks of the NCS. They describe the activities that
must be completed in order to perform the function described in the NCS title.

OCCUPATIONAL INFORMATION
Refrigeration and air conditioning mechanics select components, assemble, install, test, fault-find, service
and repair industrial, commercial and domestic refrigeration and air conditioning systems in homes, shops,
factories, office buildings, hospitals, supermarkets and cold stores.

When carrying out installation work, refrigeration and air conditioning mechanics may work on large
commercial and industrial units that have to be installed part by part, or pre-assembled units that
simply require installation. Domestic units may come already assembled or in two sections between
which refrigerant piping must be installed. Refrigeration and air conditioning mechanics may need to
be skilled in pipefitting, welding and electrical wiring.

They may have to work extended hours to fix breakdowns and carry out emergency repairs. They
may work alone or with associated tradespeople such as electricians, pipe fitters and carpenters.
The responsibilities of a Refrigeration & Air Coditioning Mechanic include:
 Assembles, installs, maintains and repairs industrial, commercial and domestic
airconditioning and refrigeration systems and equipment. Registration or licensing may be
required2
