TCAAP Redevelopment #2 Site

Purpose
The purpose of this correspondence is to provide sufficient detail to add 1,4-dioxane by EPA
Method 8260B-selected ion monitoring (SIM) as a soil analyte to the above-referenced QAPP.
TestAmerica Denver will perform the analysis because 8260B-SIM analysis is required to
achieve lower reporting limits. Pace Analytical Services in Minneapolis (the laboratory doing all
other soil analysis for this project) analyzes for 1,4-dioxane in soil using SW-846 Method 8260B
with a reporting limit of approximately 10 milligrams per kilogram (mg/kg), but does not offer
SIM analysis which achieves much lower reporting limits. These lower reporting limits are
necessary to quantify 1,4-dioxane in soil to concentrations at or below the MPCA Screening Soil
Leaching Value (SLV) of 0.031 mg/kg (June 2005).

Summary of Project Tasks

Sampling Tasks:
Discrete VOC lab samples (soil) for 1,4-Dioxane analysis will be collected from sample cores or
excavation test pits at locations to be determined.

Analysis Tasks:
1,4-Dioxane: SW-847 Method 8260B-SIM

Quality Control Tasks:
The following QC samples will be analyzed for all methods: field duplicates, method blanks, laboratory
control samples, matrix spikes (MS)/matrix spike duplicates (MSDs), and QA split samples (if necessary).
Method 8260B-SIM will also include: calibration (hardware tuning, internal standards, and
initial/continuing calibration standards) and surrogates.

Secondary Data:
Review and utilize the data identified in Worksheet #13.

Data Management Tasks:
Compile data into a summary table of analytical results (including corresponding Action Levels).

Documentation and Records:
Field data will be maintained in field books/field records and kept on file by Wenck. The database will be
stored electronically on Wenck’s network drive at the Maple Plain, Minnesota location.

Assessment/Audit Tasks:
A field audit will be conducted by the Wenck QA manager once at the beginning of the sampling
activities. Laboratory audits (internal) will be conducted by the TestAmerica Analytical Quality Manager
(or designee) on an annual basis (minimum).

Data Review Tasks:
The laboratory will review all data prior to issuing an analytical report and verify analytical report
completeness. Wenck will prepare field data verification and validation (100% of data). Diane Short will
prepare analytical data validation reports (100% of data). Wenck will assess data usability as part of the
soil sampling summary report. Data analysis (figures, tables, calculations, etc.) will be presented by
Wenck in a soil sampling summary report.
