Part II of Puppeteer takes up the story directly from Part I. At daybreak on 11th September 1645, Roger Hawken, Baron von Morsberg and Head of the Morsberg Peace Mission to England, rides out of London with the news of the surrender of Bristol by Prince Rupert. He will also put into the hands of Secretary of State Nicholas Parliament’s agreement to implement the cease-fire brokered by the Mission, together with the Mission’s invitation to King Charles to do likewise.Roger has three principal commitments. The first is to persuade the King to implement the cease-fire .In this he is up against the King’s conviction, bolstered by other Secretary of State Digby, that he can still win the war, given a little help from his friends, chiefly Scottish. If Roger can overcome this, his next move will be to develop the cease-fire into a formal armistice, under cover of which negotiations for a permanent settlement can go forward. The second strand, looking ahead to the post-armistice situation, is to confirm the negotiating positions of the various parties to the conflict and establish where, if at all, players may be open to compromise. Which processes are exactly what the Mission is established to do. This is not a simple matter of differences between the two sides, Royalist and Parliament. The differing views of the two main Parliament factions, Presbyterian and Independent, are only a start, with the New Model Army threatening to become a separate political force. Finally, there are family matters to be resolved., Roger has laid out a considerable sum of money to save the family estate from a bank foreclosure, but there are many loose ends to be tied up, the most important being to ensure that his nephew Richard, responsible for the near-disaster and more besides, does not inherit the estate. If all this were not enough, the Bristol surrender begets a search for the guilty, treachery being, for good Royalists, the only credible explanation. Rupert is arrested, and Roger comes close on account of his association with the Prince. Warned that Parliament’s cease-fire offer is not open-ended, and that King Charles is leading the remnant of his army North, Roger, at Oxford, determines on a last throw to persuade the King that the cease-fire represents the only alternative to total defeat and ignominious surrender. He has just enough time, money, people, and transport to link with the Royal host, making contact with the King at Chester during the battle of Rowton Heath. This is a disaster for the King but an opportunity for Roger. Stretching his neutrality to the utmost, he does what he can to limit the damage, and joins the Royal party as it withdraws to Denbigh Castle. There, Digby thwarts his hopes of a private audience with the King. In the end, the King’s decision on the cease-fire, and with it England’s future, turn on the Royal understanding of just one point of detail. And Digby is advising the King.
