19. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors Booth and his

21. MINUTES

RESOLVED:

That the Minutes of the meeting held on 22 September 2015 be confirmed
as a correct record.

22. INCREASED NUMBER OF CHILDREN ENTERING THE CARE
OF THE LOCAL AUTHORITY

Further to Minute No. 8 (3) of 23 June 2015, the Committee considered
the report of the Director of Social Care and Health on the increase in the
numbers of children coming into the Council’s care and the actions being
taken to manage this issue.

RESOLVED:

That the report be noted and the Director of Social Care and Health be
requested to submit a progress report in six months’ time.

23. SEFTON MENTAL HEALTH - A STRATEGIC PLAN FOR
SEFTON 2015-2020

Further to Minute No. 17 (1) of 22 September 2015, the Committee
considered a presentation by the Director of Social Care and Health in
response to the Committee’s wish to pre-scrutinise the above issue. The
report on this matter was not due to be considered by the Cabinet until
early in the New Year.

RESOLVED: That

(1) the presentation be noted and the Senior Democratic Services
Officer be requested to forward the presentation document to all
members of the Committee;
(2) the Director of Social Care and Health be requested to arrange for
representatives of the Alder Hey Children’s NHS Foundation Trust,
the MerseyCare NHS Trust and the Clinical Commissioning Groups
to present an update on the Children and Adolescent Mental Health
Service to the next meeting of the Committee on 26 January 2016;
(3) the Director of Social Care and Health be requested to arrange for
members of the Committee to visit the existing “Fairhaven” mental
health facility in Warrington; and
(4) the Director of Social Care and Health be requested to arrange for
details of the Commissioning for Quality and Innovation (CQUIN)
programme in place between Alder Hey and MerseyCare, relating to
transition services for the 14 to 25 years age group, to be supplied to
all members of the Committee.

24. STANDARDS IN CHILDMINDER OUTCOMES

Further to Minute No. 33 (2) of 31 March 2015, the Committee considered
the report of the Head of Schools and Families setting out details of
childminder services within the borough, including the latest Ofsted
judgements, comparisons with regional and national figures, performance
trends over time and training availability and take-up.

RESOLVED:

That the report be noted.

25. CABINET MEMBER REPORT

The Committee considered the report of the Head of Regulation and
Compliance submitting the most recent report of the Cabinet Member for
Children, Schools and Safeguarding for the October 2015 period. The
report included details of progress on the production of the Children and
Young People Plan; the latest Ofsted inspection results; the key priorities
of the Education Strategy; the situation in respect of consultation on the

proposal by the Liverpool Archdiocese to close St. Ambrose Barlow
Catholic College, Netherton; and on consultation by Ofsted and the Care
Quality Commission on proposals for joint inspections, from May 2016, of
the effectiveness with which local areas are fulfilling their new duties under
the Children and Families Act 2014 to identify and meet the needs of
disabled children and young people and those aged 0 to 25 who have
special educational needs.

RESOLVED:

That the report be noted.

26. WORK PROGRAMME - KEY DECISION FORWARD PLAN (1
DECEMBER 2015 - 31 MARCH 2016)

The report set out the proposed Work Programme for 2015/16 and those
Key Decisions within the Key Decision Forward Plan for 1 December 2015
to 31 March 2016 which fell under the remit of this Committee. It was
indicated that an issue which the Committee wished to pre-scrutinise
(Children with Disability – Eligibility Criteria) had now been taken off the
Forward Plan. A report on a further issue for pre-scrutiny (Sefton Mental
Health – A Strategic Plan for Sefton 2015 – 2020) would not be submitted
to the Committee until its meeting on 26 January 2016. The report also
indicated that a report on Innovation Programme Grant was due to be
considered at this meeting, but would now be submitted to the meeting on
26 January 2016.

RESOLVED: That

(1) the Key Decision Forward Plan for the period 1 December to 31
March 2016 be noted;
(2) the postponement of the submission of reports on Sefton Mental
Health – A Strategic Plan for Sefton 2015 – 2020 and Innovation
Programme Grant to the meeting on 26 January 2016 be approved;
and
(3) subject to (2) above, the work programme document for 2015/16, as
attached to the report, be approved.

Reasons for the RecommendationS:

There is a need to prepare and review a Children and Young People’s Plan under the
Children Act 2004 to underpin the legislation.

What will it cost and how will it be financed?

There are no financial implications associated with this plan. The Draft Plan provides a
framework to guide the Council in seeking to support people in the context of the current
financial climate. However, where actions will result in additional resources being
required, then this will be costed and referred to Elected Members and other partners to
consider.
