FOREWORD FROM REPUBLIC OF SOUTH SUDAN, MINISTRY OF GENERAL EDUCATION 
AND INSTRUCTION 
I am pleased to present this resource guide to my colleagues in the Republic of South 
Sudan (RoSS) Ministry of General Education & Instruction (MoGEI) and in each of the 10 
State Ministries of Education (SMoEs). This guide was produced by the USAID‐funded 
South Sudan Technical Assistance Program (SSTAP) and contains many of the resources 
developed through the program’s close partnership with the RoSS ‐ Ministry of General 
Education & Instruction and SMoEs. 
Every day, our education officials, teachers and development partners develop new 
strategies and approaches in the effort to improve education opportunities for our 
children. Sometimes this is as simple as creating a new database to track teacher 
training. Other times, these efforts produce new policies and training programs. 
Regardless of what was done and where it was produced, it is imperative that this work 
is shared inside and outside the states for the benefit of all. Currently, however, there is 
no system for identifying, cataloguing and sharing these best practices and lessons 
learned, as well as documents like forms, guidelines, policy manuals, and templates. 
The continued development of South Sudan’s information and communication 
technology infrastructure will soon offer greater opportunities for knowledge 
management. It is my hope that the possibility of creating a nation‐wide online 
repository for education resources is on the horizon. This resource guide could act as a 
foundation for this knowledge management system.

This resource guide is the result of six years of collaboration between the Republic of 
South Sudan (RoSS) Ministry of General Education & Instruction (RoSS–MoGEI) and 
State Ministries of Education (SMoEs), the United States Agency for International 
Development (USAID) and the Academy for Educational Development (AED), which 
implemented the South Sudan Technical Assistance Program (SSTAP).  
We would like to thank USAID for its commitment to strengthen the capacity of the RoSS 
and state MoEs to manage the education system in South Sudan and for its financial 
support to SSTAP between August 2005 and September 2011.  Special appreciation is 
extended to our dedicated SSTAP technical staff embedded in the 10 SMoEs, the 
education managers at RoSS–MoGEI and the SMoEs and our counterpart organization, 
the International Rescue Committee (IRC). 
For the meticulous work of putting together and editing this resource guide, we wish to 
convey our sincere gratitude to Peter Muyingo (SSTAP M&E Specialist) and Erik

A large amount of the material presented in this document has been developed by SMoE 
officials in conjunction with TAP technical staff. We hope this resource guide will inspire 
and enhance good knowledge management practices at all levels of the education 
system in South Sudan.

INTRODUCTION 
The South Sudan Technical Assistance Program (SSTAP) is pleased to offer this resource 
guide to the Republic of South Sudan (RoSS) Ministry of General Education & 
Intsruction (MoGEI) and the state ministries of education (SMoEs). While it was 
compiled and edited by SSTAP, the creation of this guide would not have been possible 
without the hard work of the staff in the RoSS and state MoEs who developed these 
resources. 
Overview of SSTAP 
The USAID‐funded South Sudan Technical Assistance Project (SSTAP) is implemented 
by the Academy for Educational Development (AED) with its partner the International 
Rescue Committee (IRC). The program provides technical assistance to the RoSS and 10 
state MoEs through capacity development and institutional systems strengthening 
activities. Specific program objectives are to strengthen the RoSS and state MoEs’ 
capacity to develop the policies, plans, programs and implementation capabilities that 
increase equitable access to and the quality of education in South Sudan. 
Phase I of SSTAP began in August 2005 and Phase II began in September 2007. In Phase 
I, SSTAP built capacity at the RoSS MoGEI in Juba. In 2008, the program expanded to 
nine states and in 2009 to all ten states with advisors and assistants fully integrated into 
SMoEs, working side‐by‐side with education officials. This approach has allowed 
maximum interface and knowledge transfer in the SMoEs’ actual working environment. 
SSTAP’s capacity‐building model incorporates learning‐by‐doing, on‐the‐job training 
and mentoring. SSTAP also organizes formal training activities based on the needs of the 
RoSS–MoGEI. 
Purpose of Resource Guide 
This guide is a compilation of key documents produced by the SMoEs of South Sudan 
with the support of SSTAP state technical advisors and program officers. The guide will 
serve as a resource through which MoGEI and SMoE staff can easily access documents 
such as guidelines, presentations, reports, and training materials. Some documents, 
such as the forms and training guides will be useful as stand‐alone resources. Others, 
such as the presentations and reports, will be useful as templates for future work. 
SSTAP also hopes that this resource guide will act as a seed for the development of a 
knowledge management system in the RoSS MoGEI and SMoEs. Given the decentralized 
nature of South Sudan’s education system, sharing best practices, lessons learned, and 
key documents across states will be crucial to sustainably improving the system.  
What is Knowledge Management? 
Knowledge management is the practice of identifying, cataloging and sharing 
information. This information can consist of forms, policies, training manuals or even 
the knowledge of what works and what does not work in a given situation.

Good knowledge management practices are already applied in the RoSS MoGEI and the 
SMoEs. Periodic meetings and forums offer SMoEs the opportunity to report on their 
activities and share best practices and lessons learned with colleagues in other states.

Each category contains a cover sheet with basic information about the documents 
within the section, followed by the documents themselves. To aid users in finding 
documents, Annexes 1 and 2 serve as indexes that sort the documents based on two 
criteria: 
• Function: Sorts documents based on how they will be used, such as for donor 
coordination, human resources management, or training. See Annex 1 for a list and 
definitions of the functions used in this resource guide. 
• State: Sorts documents based on the state in which they were produced. See Annex 
2.  
Annex 3 contains the complete lists of documents included on the Resource Guide CD 
and website, sorted by document category. Finally, Annex 4 defines some of the terms 
found throughout the resource guide. 
Disclaimer 
This resource guide is not a compilation of all SMoE and MoGEI documents—it contains 
only a sample of documents produced in collaboration with SSTAP. Documents excluded 
from this resource guide are not of lower quality or usefulness. Rather, the authors were 
often forced to choose just one of many good examples of documents to limit the size of 
the guide. The accompanying SSTAP Resource Guide CD contains all documents 
submitted to the SSTAP central office in Juba.

COMMUNICATIONS MATERIALS 
Communications materials are products that share information with a targeted group or 
groups of people to influence their thoughts and behavior. The materials included below 
and on the SSTAP Resource Guide CD should be used as templates on which similar 
materials can be based. Communications materials can take many forms, including:
