resiience to top the fret year since COVID-19 changed the course of

1. EXECUTIVE
SUMMARY
Enacted in 1992, Republic Act (R.A) No. 7811, or the Strategic Environmental Plan (SEP) for
Plawan Act, provided for the adoption of the SEP as a comprehensive framework to guide.
the sustainable davelosment of Palawan. Wah it camo 1 formantally Critical Araas
Network (ECAN), a graded system of protection and development control aver the whole of
Polawan that serves as the main strategy of tre SEP. The SEP and ECAN guide the public,
and privato soctars in canservation and doveiepmant planning and policy formulation and in
regulating the entry of development projects,
For 2021, the POSD and its grofessivnal support stall, the PCSD Stell, continued theit
authortios in implomonting Ropublic Act R.A.) N
in Palawan, the implementation of which are linked to the 17 UN Sustainable Development
Goals (SDGs}. The agency attained and, in some cases, exceeded ils targets for the year
under tne seven activities of the Palawan ECAN (Environ
Management Pregram, as committed urcer the Genera Appropriations Act (GAA) of 2021.
The agency's budgeluilizalion rate (BUR) in 2021 was 99.48%, which is primarily due lo
limtations in movemert of PCSDS and partners brought about by the present COVID-19
Pandemic and the implementation of a nationwide commuril ertheless, the
current social madia platiarms — using Zoom cloud rmaating and bs 2a Teams — did
help tremendously in reaching our field staff, CSD Counc! members outside of Pala
and networking wilh our SD pariner,

‘Operations: Palawan ECAN Management Program
The Palawan ECAN Maragomont Program of PCSDS aims to (a) protoct and
conserve core zones and other High Value Conservation Areas (HCVAs} of
Palawan, including the threatened unique wildlife species and habitats: and (b)
improve krowladge of the interactions between humans particulary the indigenous
peoples (IPs) and olher marginalized communities and the Palawan environment
Warking in canvergence with aariner instivlions, paricularly wih LGUs, other
concerned agencies, and civil society organizations, the said program can be a gcoc
Platform to harmonize the three (3) core elements of sustainable development cum
‘Security: environmental protection, social inclusion and oconomic growth.
Implemented under the Program Expenditure Classifcation {PREXC} of DBM since
2017, the program is composed of the following majcractividesisompanents:

The attainment of sustainable development calls for interconnection arc
integration of society, economy, and environment. Considering the important
role af communities, the PSD is maximizing thei pafticipalion by raising
consciousness and ubistely, behavioral change in environmental
management. For 2021, amid the Covid-19 pandemic, the PCSD statt
‘elabrated the 29 Anniversary ofthe Repub Act No. 7611 ar the Strategie

In addition, the POSD Staff organized a total of sbetyssix (66) information,
education, and communication (IEC) campaigns to communities, public and
private schools, and clher groups across 12 municipailies in Palawan and in
the City of Puerto Princosa. This include sevontean (17) campaigns led by
EEED. arc forty-nine (49) campaigns spearheaded by the District
‘Management D visions (DMDs) (see Figures 7-8). Meanublle, he agency's
Conservation Campaign actvtios mostly focusod on intoprating the Palawan
environment on various environmental events, partnerships, and
vlebralions, promoting the PCSDS' alvacacy on sustainably and
biosphere in 19 programs. The staff were able t> reach a wide range of
different staccholders were reached through these campaigns, ranging from
elementary and high school students to barangay alfic als and memebers of
the ECAN Boards. The staff also co-organized eight (8) digitaliphysical
fexhibils which featured the PCSL program, activiies and projects, the
Palawan endemic spacias, as well as interactive programs for visitors uch

The PCSDS also organized the Species Identification and
Management Training on 3 November 202° in Bataraza,
Palawan (see Figure 13). kiwae co-organized by the OENR.
Protected Area Suserintendent, Bataraza Sangguniang Bayan,
and representatives from Barangay Taratak, attended by 14
Particizants. One of the objectives of the training is te capactate
community members with knowledge on eaviconmental
legislations implemented in Palawan, and to provice s forum for
memoers of the community to seek clarification anc further
infomation about environmental regulators. Another focus of
the trainrg is tc reise awareness of Balaraza LGU on the
ecological importance of the Nicoba’ gigeon or Siete Colores
[Gaicenas nicobarica. Linnaeus 1758}, which will ead to the
dlovelapment af a comprehensive five year arc :en year action
plans on the protection and conservation of the species.

the province. water sampling in freshwater bodies and ccastal
areas in Palawan was undertaken to rogularly check tho
changes in water quality. This includes monitoring in: bwenty-
four (24) major river systems in mainland Palawan; twelve {°2)
seawater qualiy monitenrg stations in San Vicente, Taytay and
EI Nido; twolve (12) newly established seawater qua ily
‘monitoring sites in Roxas and Quezon; and two (2) World
Heritage Sites, namely the Puerio Princesa Subteranean River
National Park’ (PPSRNP) arc the Tubbatahia Reefs Natural
