Committee of the Whole – Operations and Administration Report #2013-01-21

REPORT TO: Mayor and Members
City Council

Your Committee of the Whole – Operations and Administration submits the following
recommendations from its meeting held on January 21, 2013:

1. Water Meter Inspection Charge for Multiple Installations

WHEREAS water conservation is important to the community; and

WHEREAS Council wishes to encourage water conservation in our municipality;
and

WHEREAS the best way to encourage water conservation is to have individual
houses/units metered separately; and

WHEREAS the municipality currently has a per unit water meter inspection
charge; and

WHEREAS multiple inspections on one location should be charged based on
cost for that specific inspection;

NOW THEREFORE BE IT RESOLVED THAT staff review this matter and
provide a report with costing for multiple inspections on one site.

2. Brantford Accessibility Advisory Committee – Accessible Parking in
Municipal Parking Lots

A. THAT users with accessible parking permits BE EXEMPT from user fees
associated with the Market Centre Parkade and other Municipal Parking
Lots within the Business Improvement area; and

B. THAT all accessible parking signs in this area include reference to the by-
law number, the fine amount as well as the telephone number for By-law
Enforcement to assist the public in reporting violations; and

C. THAT staff BE DIRECTED to prepare the necessary By-law to amend the
Fees, Fines and Charges By-law for presentation to City Council.

3. Environmental Policy Advisory Committee – Environmental Recognition
Award Program (Green/ER Brantford)

A. THAT the Environmental Recognition Award Program (Green/ER
Brantford) BE APPROVED; and

B. THAT the 2013 Green/ER Brantford Award BE PRESENTED in the
Category of “Environmental Leadership”, with Sub-Categories:

 “Adult”
 “Youth”

4. Update on the Status of the Wastewater Treatment Plant Optimization
Program (PW2013-001)

THAT Report No. PW2012-059 regarding the progress of the City’s Wastewater
Treatment Plant Optimization Program, BE RECEIVED.

5. Condolences to the Tedeschi Family on the Recent Passing of Felicia
Tedeschi

WHEREAS in 1951, Felicia Tedeschi, along with her husband Guiseppe and two
children, emigrated from Italy to begin their new life in Brantford; and

WHEREAS Felicia was the beloved wife for 51 years to the late Guiseppe
Tedeschi, devoted mother to Mary, Stella, Eva and Josie, and much loved Nonna
to many grandchildren; and

WHEREAS Members of City Council were deeply saddened to learn of Felicia’s
passing on Saturday, January 19, 2013; and

WHEREAS two to Felicia’s daughters are dedicated employees of the
Corporation of the City of Brantford namely Josie Mannen, Executive Assistant to
the Mayor, and Eva Agriesti, Metering and Administration Co-ordinator, Finance
Department;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of
the City of Brantford does hereby extend its heartfelt condolences to Josie and
Rick Mannen, Eva and Leo Agriesti, and the entire Tedeschi family on their
recent loss.

6. Condolences to the Wilson Family on the Recent Passing of Frederick
(Fred) Wilson

WHEREAS Council was saddened to learn that on Thursday, January 10, 2013,
Frederick (Fred) Wilson passed away at age 78; and

WHEREAS Fred was a respected labour leader, serving for many years
supporting Local 67 Plumbers and Pipefitters Union and serving in leadership
position; and

WHEREAS Fred was involved in the community serving as Chair of the 1977
Brantford Centennial Parade, leading to him being recognized as Brantford
Citizen of The Year for 1977; and

WHEREAS Fred Wilson served as a volunteer on numerous community
committees, including the Brantford Economic Development Board, the Brantford
Industry and Labour Adjustment Committee; and

WHEREAS Fred will be missed by his friends and family members including
children, grandchildren siblings and many nieces and nephews,

NOW THEREFORE BE IT RESOLVED THAT the Corporation of the City of
Brantford does hereby extend its sincerest condolences to the Wilson family.

7. Condolences to the Bullen Family on the Recent Passing of The Rev. Dr.
Sir Ralph Frederick Bevan Bullen

WHEREAS the community is saddened to learn of the passing of The Rev. Dr.
Sir Ralph Frederick Bevan Bullen K. G. B. on Saturday, January 19, 2013; and

WHEREAS Rev. Dr. Bullen was raised and educated in Brantford and at
McMaster University, serving as a minister at many churches in Nova Scotia and
Ontario; and

WHEREAS Rev. Dr. Bullen served for 22 years as the Secretary-Treasurer of the
Canadian Baptist Federation and actively served in many executive positions in
the Baptist World Alliance; and

WHEREAS Rev. Dr. Bullen was recognized for his dedicated service in the area
of World Relief being presented with the Humane Order of African Redemption;
and

WHEREAS Rev. Dr. Bullen continued serving his community and church in
retirement becoming Minister Emeritus of Park Baptist, Wesley United Church,
and First Baptist Church in Brantford as well as serving as Project Coordinator at
the Baptist Center at McMaster Divinity College; and

THEREFORE BE IT RESOLVED THAT the Corporation of the City of Brantford
does hereby extend its sincerest condolences to all of his friends and to the
Bullen family

8. Emergency Plan (PHSSS2013-08)

A. THAT Report PHSSS2013-08, regarding the Emergency Plan BE
RECEIVED; and

B. THAT a By-law to amend Chapter 511 of the City of Brantford Municipal
Code respecting the Emergency Plan BE PRESENTED to City Council for
adoption.

9. Traffic Report – Wadsworth Street – Parking Control; Wellington Street at
George Street and Wellington Street at Charlotte Street – Review of
Intersection Control; and Erie Avenue – Vehicular Speed and Truck Traffic
(PW2013-004)

A. Wadsworth Street – Parking Control

1. THAT “No Parking” BE BY-LAWED on the north side of Wadsworth
Street from Joseph Street to a point 43 metres east of the
centreline of Waterloo Street projected; and

2. THAT Schedule “7” of Parking By-law 144-88 which pertains to
“Parking Prohibited at Anytime” BE AMENDED as outlined in
Appendix “A” of Traffic Report No. PW2013-004 dated January 21,
2013.

B. Wellington Street at George Street and Wellington Street at Charlotte
Street – Review of Intersection Control

1. THAT an all-way stop control BE BY-LAWED at the intersection of
Wellington Street and George Street; and

2. THAT the recommended all-way stop control BE INSTALLED at the
Wellington Street/George Street intersection and the Brantford
Transit bus stop BE RELOCATED to this intersection in the Spring
of 2013 when durable pavement markings can be applied to the
asphalt road surface to identify the pedestrian crossing zones on
both Wellington Street approaches; and

3. THAT the following visual enhancements BE PROVIDED at the
intersection of Wellington Street and Charlotte Street to improve the
visual awareness of Charlotte Street motorists approaching the
intersection:

 the installation of reflective accessory panels below the stop
control signs on both Charlotte Street approaches;

 the application of pavement markings to identify the
pedestrian crossing zone on both Charlotte Street
approaches.

4. THAT a 2-hour parking limit for the period 8 am to 6 p.m., Monday
through Saturday BE BY-LAWED on the east side of Market Street
between Darling Street and Wellington Street.

5. THAT an accessible parking space BE BY-LAWED on the east side
of Market Street in the first parking space provided north of the
intersection of Darling Street within the recommended two-hour
parking zone.

6. THAT Schedule “1” of Traffic By-law 37-83 which pertains to
“Through Highways” and Schedules “7”, “10” and “26” of Parking
By-law 144-88 which pertain to “Parking Prohibited at Anytime”,
“Parking – Restricted Time Limit” and “Accessible Zone”
respectively, BE AMENDED as outlined in Appendix “B” of Traffic
Report No. EN2013-004 dated January 21, 2013.

C. Erie Avenue – Vehicular Speed and Truck Traffic

THAT the following BE DEFERRED for two cycles (to the March 18, 2013
meeting of the Committee of the Whole – Operations and Administration)
to give the Ward Councillors time to address this item at a ward meeting:

1. THAT the Terms of Reference for the Transportation Master Plan
Update being conducted in 2013 INCLUDE consideration of
whether Birkett Lane is a viable truck routing alternative to reduce
heavy truck travel within the Erie Avenue corridor; and

2. THAT the Brantford Police Service BE REQUESTED to provide
enforcement of the 50km/h speed limit on Erie Avenue; and

3. THAT additional 50 km/h signs BE INSTALLED on Erie Avenue
between Birkett Lane and Strathcona Avenue.

10. Dedicating Bylaw – Block 64, Plan 2M-1916, as part of the Public Highway
to be known as part of Mercer Avenue (PW2013-009)

THAT the By-law attached to Report No. PW2013-009, being a by-law to
dedicate Block 64, Plan 2M-1916, as part of the Public Highway, to be known as
part of Mercer Avenue, BE PRESENTED to City Council for adoption.

11. Multi-Year Warranty – Data Storage System (CS2013-011)

A. THAT Report No. CS2013-011 Entitled “Multi-Year Warranty – Data
Storage System” BE RECEIVED; and

B. THAT Council APPROVE the three (3) year contract for warranty
protection for Hitachi Hardware and Software with HighVail Systems Inc.;
and

C. THAT the Clerk BE DIRECTED to place the contract with HighVail
Systems Inc. on a Signing By-law for approval by City Council.

12. Acceptance of underground and aboveground public services in the
Wyndfield Phase 9 Subdivision, on sections of Avedisian Street, Blackburn
Drive, Hodge Lane, Hunter Way, Jones Lane, Mathews Court, Shantz
Avenue, Waldie Crescent and Hoodless Court, as shown on Registered
Plan No. 2M-1892 (PW2013-006)

THAT, on the recommendation of the General Manager, Public Works
Commission, The Corporation of the City of Brantford ACCEPT, for maintenance
purposes, the underground public services comprised of watermains, mainline
valves, storm and sanitary sewers and related appurtenances and the
aboveground public services comprised of curbs, gutters, boulevards, road base,
paved roads, paved driveway approaches, water services, hydrants and
streetlighting on the following streets, in the Wyndfield Phase 9 Subdivision (see
attached Registered Plan 2M-1892):

 Avedisian Street - between municipal numbers 19 and 34

THAT, on the recommendation of the General Manager, Public Works
Commission, The Corporation of the City of Brantford ACCEPT, for maintenance
purposes, the underground public services comprised of watermains, mainline
valves, storm and sanitary sewers and related appurtenances and the
aboveground public services comprised of curbs, gutters, boulevards, road base,
paved roads, paved driveway approaches, water services, hydrants and
streetlighting on the following streets, in the Wyndfield Phase 10 Subdivision (see
attached Registered Plan 2M-1894):

THAT, on the recommendation of the General Manager, Public Works
Commission, The Corporation of the City of Brantford ACCEPT, for maintenance
purposes, the underground public services comprised of watermains, mainline
valves, storm and sanitary sewers and related appurtenances and the
aboveground public services comprised of curbs, gutters, boulevards, road base,
paved roads, paved driveway approaches, water services, hydrants and

15. Temporary Road Closures – February 2013 (PW2013-010)

THAT Report No. PW2013-010 titled “Temporary Road Closures – February
2013”, which outlines the following events:

 2013 Frosty Fest and Olde Fashion Winter Carnival (February 15-18, 2013)
 Why Not & Out of the Cold Walk-A-Thon (February 23, 2013)

BE RECEIVED.

16. Proclamation - Youth Homelessness Week – February 4 – 8, 2013

WHEREAS youth homelessness is a social problem in the City of Brantford; and

WHEREAS youth homelessness is a barrier to the health, education,
employment, safety and well-being of youth in our city, contributing to problems
of drug abuse, teen pregnancy and crime rates; and

WHEREAS St. Leonard’s Community Services wishes to raise awareness of this
problem in the city and to ensure that all youth have an opportunity for education,
employment, good mental health and personal safety and that the services
offered to homeless and at-risk youth are promoted and accessible;

NOW THEREFORE BE IT RESOLVED THAT the Council of the City of Brantford
does hereby proclaim the week of February 4 to February 8, 2013 to be “Youth
Homelessness Week” in the City of Brantford.

17. Proclamation - Pink Shirt Day 2013 – February 27, 2013

WHEREAS acts of bullying, harassment and intimidation are unacceptable in a
safe, caring and orderly society; and

WHEREAS communities, workplaces, families, schools and individuals all have
critical roles to play in modeling, teaching and promoting socially responsible
behaviour; and

WHEREAS the Pink Shirt Anti-Bullying Campaign takes place world-wide on
Wednesday, February 27, 2013 and recognizes the efforts to build communities
fostering respect, inclusion, fairness, equity and compassion; and

WHEREAS every day at the Boys and Girls Club of Brantford, children and youth
get the help they need to learn to develop positive relationships with peers,
family, teachers and the community at large; and

WHEREAS the Boys and Girls Club programs foster self-esteem, social
engagement, academic success, inclusion, acceptance, respect for self and
others, and connection to community – all of which are key elements of bullying
prevention; and

WHEREAS members of the community are encouraged to participate in Pink
Shirt Day to promote awareness, understanding and openness about the
problem of bullying as well as a shared commitment to a solution; and

WHEREAS together, we can take a stand that bullying is simply not acceptable
in our community;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of
the City of Brantford does hereby proclaim Wednesday, February 27, 2013 as
“Pink Shirt Day” in the City of Brantford and encourages the community to drop
by the Boys and Girls Club of Brantford at 2 Edge Street, Brantford or to contact
them at [phone] to order their Pink Shirt Day t-shirts in support of this
worthy cause.

18. Request to VIA to Remove Paid Parking

WHEREAS 90 cars per day were parked in the VIA parking lot prior to August
1st, 2012 - the amount has dropped to between 20 and 30 since paid parking
was introduced; and

WHEREAS the revenue generated from the total amount of 122 paid parking
spots has not been realized during the last 4 months; and

WHEREAS The Station, Tic Tok Media, and OK Autobody have experienced
numerous parking problems, sight line problems, safety problems, and financial
hardship; and

WHEREAS area residents, Ward 1 City Councillors and City Staff have struggled
to find safe parking for 70 additional cars in a residential setting; and

WHEREAS local residents, business owners, and representatives from all levels
of government have been involved in advocating for the commuters in the form of
emails, phone calls, petitions, letter writing campaigns, letters to the editor, and
news stories; and

WHEREAS City Wide has recently withdrawn its request for parking enforcement
to be provided by city parking enforcement officials;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of
the City of Brantford REQUEST VIA to permanently remove paid parking from
the area; and

THAT a copy of this resolution BE FORWARDED to the offices of our MP and
MPP.

19. Trial Emergency Telephone Installation in the Common Room of Brant
Towers, 5 Fordview Court, Brantford

WHEREAS the ground floor common room of Brant Towers, 5 Fordview Court,
Brantford Senior’s Residence, is utilized on a regular basis for community events,
planned social, health promotion and resident education events; and

WHEREAS residents have indicated a sense of isolation when using the
common room and some concern of lost time in contacting emergency services
in the event of an emergency, due to the nearest phone being located in
adjoining private tenant units; and

WHEREAS the safety of the residents is paramount to the annual cost of a
phone service;

NOW THEREFORE BE IT RESOLVED THAT appropriate staff heighten resident
education regarding self-safety and safety tips to limit the occurrence of risk of
injury, danger or loss, and coordinate the installation of an emergency telephone
in the common room at Brant Towers on a one year trial basis and report back to
Council in ten months the outcome of this action.

20. Task Force to Review the Structure, Reporting Relationship, Interaction
with Council and Opportunities for Enhanced Engagement of the City’s
various Boards and Advisory Committees

WHEREAS the City of Brantford has created a number of Boards and Advisory
Committees under Chapter 26 of the City of Brantford Municipal Code, to provide
Council with expertise on a number of issues; and
