Neighborhood Recovery is a collection of experiences and insights I accumulated while active as a Philadelphia city government administrator, urban neighborhood 
resident, and community organization member. During those years of activity, many people inspired and encouraged me and helped broaden my understanding of the 
issues discussed in this book.
Kathleen and Andrew gave me their love, understanding, and patience. The creative ideas and sensible advice of my friend Joanne Barnes Jackson were invaluable to 
me and influenced the content of this book in many ways. Mayor Edward G. Rendell, whose leadership during the past decade laid the foundation for Philadephia's 
best neighborhood reinvestment policy and programs, took a big risk in appointing a relatively inexperienced outsider to a key city leadership position, and his support 
and encouragement were constant and unfailing. The staff of the Office of Housing and Community Development (OHCD) provided daily examples of personal

these implementers of neighborhood reinvestment policy brought me fresh insights, good advice, and friendship.
Witold Rybczynski, who holds the Martin and Margy Meyerson Chair in Urbanism at the University of Pennsylvania, helped me make contact with Rutgers University 
Press. Marlie Wasserman, Director of the Press, guided my thinking about the organization of this book, helped me recover from a couple of false starts, and provided

Introduction
Some of the most creative and innovative neighborhood reinvestment strategies ever to be attempted in any American city were tried out in Philadelphia during the 
administration of Mayor Edward G. Rendell, in which I served as director of housing. Over an eight­year period, I had an unprecedented opportunity to design and 
manage local­government policy that helped bring to life a variety of development and service activities—from new housing construction ventures to after­school 
internships for high­school students—producing tangible results in neighborhoods across the city. With the mayor's backing, I spent more than a billion dollars (not 
counting overhead costs) to mobilize programs and services as a response to one overriding priority: to help distressed neighborhoods recover from a generation of 
economic loss and reposition themselves for survival and success in today's economy. I wasn't a housing czar, a politician, or a confidant of powerful elected officials; 
but, thanks to a political alliance forged between Mayor Rendell and Philadelphia's City Council, I received consistent political and legislative support for every one of 
my policy goals and funding priorities. This combination of control over policy, access to lots of public money, and sustained political support made it possible for me 
to attempt and accomplish more than any of my predecessors in

Philadelphia and most of my counterparts in other older American cities. Many people had written about, debated, and proposed solutions to serious problems 
confronting urban neighborhoods. Due to an extraordinary combination of circumstances, I was given a better opportunity than most of these people to deal with one 
of the biggest problems—economic disinvestment—in the most direct way imaginable.
This book explains how I made use of this extraordinary opportunity. The ten chapters which follow describe my efforts to influence fundamental changes in the 
economies of neighborhoods struggling with a protracted postindustrial history of economic disinvestment: an unprecedented loss of businesses, jobs, and people, and 
the associated physical deterioration of formerly attractive residential communities. Neither autobiography, insider tell­all, nor urban history, this book is part war story, 
part how­to manual, part advocacy for more effective public policy. Philadelphia's experience in pursuing neighborhood reinvestment goals is not necessarily the best 
or the only model for other cities confronting similar problems. A number of city governments have surpassed Philadelphia's record of performance in addressing some 
of these goals. Other city governments have adopted reinvestment approaches that are fundamentally different from Philadelphia's, because their neighborhood 
economies differ from Philadelphia's in significant ways. Rather than presenting an ideal model of neighborhood reinvestment policy, my purpose in writing this book is 
to promote better understanding of a subject rarely addressed in literature about cities and public policy: an explanation of the key challenges and opportunities that 
need to be recognized and managed effectively in order for urban neighborhoods to recover and thrive. My experience in Philadelphia and the specific cases described 
throughout this book are readily comparable to similar, often identical, challenges and opportunities that can decisively influence the future of neighborhoods in many 
other American cities.
To deal with the problem of disinvestment in a meaningful way, cities have to improve the physical condition of their neighborhoods and help community residents get 
ready to compete for good jobs in today's economy. These tasks are economic issues; they are different from, but just as important as, social issues such as
