ABSTRACT OF SIGNIFICANT CHANGES
a. The word “manual” has been replaced with the word
“handbook” in the title of this publication in order to
align with the publication number definitions assigned by
the Technical Data Management Information System (TDMIS).
b. Throughout the manual, regulations and guidelines
specific to the shipment of arms, ammunition, explosives
and related hazardous materials (AA&E) by rail have been
removed and are now found in NAVSEA SW023-AK-SAF-010,
“Movement and Inspection of Ammunition, Explosives and
Related Hazardous Materials by Rail”. Terminology relating
to AA&E vs. ammunition, explosives and related hazardous
materials (A&E), i.e. hazard/class items, etc., has also
been addressed throughout.
c. Beginning in Chapter 2 and throughout the manual,
all references to security risk categories/codes (CAT/SRC)
have been changed to read Security Risk Category (SRC).
This coordinates with upcoming changes to DTR 4500.9-R and
pending update to DOD 5100.76M.
d. Paragraphs 2-2(d) and (e) have been revised for
clarity regarding explosives driver qualifications and
necessary endorsements to the OF-346.
e. Paragraph 2-2.1 has been edited to differentiate
requirements for contractor use of the OF-346 when contract
personnel are employing only contractor-owned vehicles to
move AA&E.
f. Paragraph 2-3.1.1 through 2-3.1.3 have been edited
to clarify training requirements as applicable to shipping
inspectors, explosives drivers and instructors of the 12-
hour explosives driver course.
g. Paragraph 2-7.4 introduces information on limited
quantities of small arms ammunition and Safety of Life at
Sea (SOLAS) materials, in order to coordinate with NAVSEA
OP 5 Volume 1 and NAVSEA SW020-AG-SAF-010.
h. Paragraph 3-1 provides guidance on the retention
of shipping papers by both shippers and carriers.

i. Figure 3-1, OF-346, has been updated to show
proper completion of the form, including samples of how
vehicle types and capacity should be presented.
j. Figure 3-4, DD Form 626, has been replaced with
the updated form dated March 2007.
k. Paragraph 3-4.2 has been edited to reiterate more
clearly the requirement that two signatures be present on a
DD Form 1907 before a shipment of AA&E is released.
l. Figure 3-14, DD Form 836, has been replaced with
the updated form dated December 2007.
m. Figure 3-18, SF 91, has been replaced with the
updated form dated February 2004.
n. Figure 3-19, SF 361, has been replaced with the
new form DD Form 361.
o. Paragraph 4-2.4.3 has been added to address the
approved use of Medium Tactical Vehicle Replacement (MVTR)
trucks configured with TRICON containers for the transport
of AA&E off-station.
p. Paragraph 4-3.1(f) has been revised to more
clearly present cargo space requirements; paragraph
4-3.1(g) has been updated to include requirements for the
proper installation of door hinges and hasps on trailers,
straight trucks and/or dromedary boxes used to transport
sensitive conventional AA&E.
q. Paragraph 4-8 introduces the regulations requiring
that all AA&E shipments moving in MILVAN/ISO containers
configured with a customs catch plate door design have a
security seal applied to both the left and right door.
Figure 4-4 is a new illustration presented for further
clarification.
r. Paragraph 5-2.3.1 addresses the permissible
operating distance (POD) established for the use of
government owned vehicles to transport DOD freight.

s. Paragraph 6-6 has been updated to match the
guidelines presented in NAVSEA OP 5 Volume 1 regarding
empty container certification.
t. Chapter 7 has been deleted in its entirety (rail
guidelines moved to NAVSEA SW023-AK-SAF-010).
u. Appendix A, item 9, has been edited to clarify
inspection requirements pertaining to the Commercial
Vehicle Safety Alliance (CVSA) decal.
v. Appendix A, item 12b, has been edited to remove
information pertaining to vehicles that may be equipped
with two horns; item 12d(3) has been edited to more clearly
define guidelines for labels, stickers or decals on
vehicles; item 12i has been updated to include guidelines
on the requirement for retroreflective sheeting and reflex
reflectors; item 12q(2) has been added to provide guidance
on inspection of rear axles; item 12r has been updated with
guidance on requirements for doors, door hinges, and
locking hardware; item 12t requirement for inspection the
condition of sleeper cabs has been removed, and
clarification for ensuring that a speedometer is functional
is provided.
w. Appendix B, Criteria for Inspection of Railcars,
has been removed in its entirety and incorporated into
NAVSEA SW023-AK-SAF-010.
x. Appendix C, Instructions for Completion of the SF
91, has been updated to align with the February 2004
version of the form.
y. Appendix D, Title 49 CFR Part 397, has been
updated to align with 1 October 2008 version.
z. General editorial corrections throughout the
manual.
