A
he Reclamation and Development Grant Pro-
gram is a state funded grant program. It is de-
signed to fund projects that compensate Montana
citizens for the effects ofexploration and mining
on Montana lands and projects that servethepub-
lic interest and the state of Montana. The pro-
gram was established by the 1987 Montana Legis-
lature and is administered by the Montana
Department ofNatural Resources and Conserva-
(DNRQ.

Funding for this program is derived from interest
income from the Resource IndemnityTrust Fund.
This fund receives proceeds from taxes levied on
mineral produaion. The 1987 Legislaturedireaed
that, beginning in July 1989, 46% ofthe interest
income from the Resource IndemnityTrust Fund
beallocated to the Reclamation and Development
Grant Program (approximately $2,6 million each
biennium). Eighty-seven projects totaling more
than $14 million have been funded for fiscal years
1986 through 1993.

Any department, agency, board, commission, or
other division of state government or any city,
county, orotherpolitical subdivision ortribal gov-
ernment in Montana may apply for a grant.
No grant can exceed $300,000. All grants must
be approved by the Montana Legislature,

HAT PROJECTS ARE ELIGIBLE?
Projects that provide benefits in one or more of
the following categories:
• Reclamation of land, water, or other resources
adversely affeaed by mining and exploration
• Mitigation ofdamageto public resources caused
by mining and exploration
• Research, demonstration, or technical assistance
to promote the wise use of Montana minerals.

aging to the environment
• Identification and repair ofsiteswheretoxicand
hazardous wastes threaten public health or the
environment
• Research to assess existing or potential environ-
mental damage resulting from mining and ex-
ploration
Ifthere are not enough eligible and qualified ap-
plications in the above categories submitted, or if
there is a crucial state need, the legislature may
approve Rinding projects tha;.:
• enhance Montana's economy through the de-
velopment ofnatural resources;
• develop, promote, or protea Montana's total
environment and the general health, safety, wel-
fare, and public resources ofMontana's citizens
and communities.
• Conservation ofnatural resources
• Need and urgency for the project
• Contributions to the costs ofthe projea by
the projea sponsor or local entity.
• Additonal nonstate funds generated by the
project sponsor.
• Number ofjobs created forpersonswho need
job training, receive public assistance, or are
chronically unemployed.
The Montana Legislature, which meets from
January to April each odd-numbered year, will
makethe finaldecision on the rankingandfund-
ing of grants. The Legislature's decision will
determinewhenaprojectwillreceivegrantmon^
during the next two-year period.
