1. Background  

Despite its richness in biological and landscape diversity, Albania is considered to have the 
highest rate of biodiversity loss in Europe. Uncontrolled human activity and pressure from 
low socio‐economic standards have extensively damaged the ecological values of the coastal 
area. The Albanian coast has received very little attention in the past. In the Balkans, sea 
turtle  nesting  is  monitored  in  Greece,  while  foraging  and  overwintering  habitats  are 
monitored in Croatia and Slovenia. Turtles passing through Albania’s coastal and offshore 
waters when migrating between habitats in these three countries and their interaction with 
fishing  activities,  have  been  poorly  monitored 
until now.  

The  presence  of  marine  turtles  in  Albanian 
waters  has  been  known  since  1979  (Haxhiu  
1979, 1980, 1981, 1985, 1995 and 1998, Haxhiu & 
Rumano 2005, 2006). Research at the Patok area 
had  been  conducted  by  the  Herpetofauna 
Albanian  Society  (H.A.S)  through  two  projects: 
“Marine Turtle Conservation: Protection, public 
awareness and tagging” 2002‐2005; “Monitoring 
of Sea Turtles in Patok area” 2005–2007.  

The first joint project of HAS and MEDASSET in 
Albania’s marine environment, was undertaken 
Patok: [N41°38.191’; E019°35.327’]  An area 
in 2005 through a “Rapid Assessment Survey of 
rich in biodiversity and an  important feeding 
important Marine Turtle and Monk Seal habitats  ground for sea turtles. Located in the Adriatic 
in  the  coastal  area  of  Albania”    (White  et  al.  Sea (Mediterranean Basin) off the northern 
coast of Albania
2006), which laid the groundwork for the present 
Project. 

2. Monitoring and Conservation of Important Sea Turtle Feeding Grounds in 
the Patok Area of Albania 2008‐2010 

The  three‐year  Project  “Monitoring  and  Conservation  of  Important  Sea  Turtle  Feeding 
Grounds in the Patok Area of Albania 2008‐2010” aims to contribute to sea turtle and 
habitat  conservation,  population  dynamics,  migratory  routes  monitoring,  capacity 
building, environmental education and awareness‐raising in Albania.  
2008 → Baseline surveys and training. 
2009 → Emphasis on Capacity building and awareness raising.   
2010 →National expansion of activities. 

The project directly contributes to the implementation of the Strategic Action Programme 
for the Conservation of Biological Diversity in the Mediterranean Region (SAP BIO) and of 
the Action Plan for the Conservation of Mediterranean Marine Turtles (under the United

Nations Environment Programme Mediterranean Action Plan (UNEP/MAP)) to which Albania 
is a contracting party. 

The long‐term aim of this project is for the Patoku area to be recognised as a nationally and 
regionally important foraging habitat for sea turtles in the Mediterranean and that these 
endangered species are fully protected under Albanian national law.  

Project Objectives:

sea turtles, geographically and temporally (including migration and overwintering 
data) and relate these to physical parameters such as sea surface temperature.  
2. Reduce fisheries bycatch, destructive fishing practices and over‐fishing. 
3. Continue the public awareness programme in the broader Patok area. Develop 
demonstration activities at this important site through awareness‐raising, training 
and  networking  of  stakeholder  groups;  extend  environmental  education  and 
awareness‐raising activities throughout Albania. 
4. Improve the capacity of Albanian scientists to monitor the marine turtle population 
in local waters and become self‐sustaining in terms of its sea turtle research and 
conservation endeavours. Improve the capacity of government bodies, university 
students and NGOs to ensure environmental sustainability.  
5. Develop mitigation measures to address the high levels of anthropogenic pollution 
that impact on the foraging habitats in Drinit Bay. 

3. Overview of the 2009 Phase  

The second year of this pioneer project has continued to yield important scientific findings 
and has reinforced its positive impact on the local community.  

MEDASSET  began  fieldwork  at  Patoku  [N41°38.191’;  E019°35.327’]  on  15th  June  2009. 
Overwintering monitoring was carried out during spring and autumn 2009 by Prof. Haxhiu. 
Achievements in 2009 include the launch of the first satellite tracking programme of sea 
turtles found in Albania; the training of more university students as Research Assistants in 
comparison with 2008; the realisation of a waste pollution survey in the Patok area; the 
establishment of a collaboration with Adnan Menderes University, Turkey, for the analysis of 
DNA samples collected during fieldwork; and the continued coverage of the project by local 
and national media. 

Collected data in brief 
The population structure of loggerhead turtles (Caretta caretta) captured as bycatch in 
stavnike fish‐traps was investigated. During 2009 the stavnikes yielded 137 turtles, which 
were tagged and released; 10 were subsequently recaptured thus suggesting short term

residency in the Bay. Ten remigrants had been tagged previously at Patoku suggesting that 
Albania may form part of their migratory route; altogether there have been 21 remigrants 
during 2008‐2009. Also over the two years, male sea turtles (23 adults, 43 adolescents) were 
captured at Patoku, indicating that they may use the area both as a developmental and a 
foraging habitat. This  discovery has increased importance due to our presently limited 
understanding  of  the  distribution  and  marine  ecology  of  male  sea  turtles;  and  the 
threatened impact of global climate‐change, which may force embryonic sex‐ratios towards 
female‐dominance (Davenport, 1989).

3.1. Project partners 
MEDASSET – The Mediterranean Association to Save the Sea Turtles – is an international 
non‐governmental organization (NGO) founded in 1988, working for the conservation of sea 
turtles  and  their  habitats  throughout  the  Mediterranean.  It  has  been  involved  in 
conservation  and  scientific  research  programmes,  public  awareness,  environmental 
education  and  lobbying  decision‐makers.    Since  1988  the  organisation  has  been  a 
Permanent Observer‐member of the Bern Convention at the Council of Europe and Partner

to the Mediterranean Action Plan (MAP) of UNEP. In 2009, MEDASSET was awarded Partner 
status  for  the  implementation  of  UNEP’s  Action  Plan  for  the  Conservation  of  Marine 
Mediterranean  Turtles  and  is  also  an  Accredited  Member  of  the  GEF  NGO  Network. 
Research  in  Albania  is  carried  out  within  the  framework  of  MEDASSET’s  conservation 
programmes in the Eastern Mediterranean, providing coordination and financial support.

Herpetofauna Albanian Society (H.A.S) was established in 2001 and is directed by Prof. Idriz 
Haxhiu;  this  society  includes  Professors,  Doctors  and  specialists  in  Biological  Sciences, 
Biologists, Biology Teachers and Students. The specialists of H.A.S have participated in many 
meetings, conferences, congresses, symposia and seminars organized within Albania and 
abroad. Activities are related to the protection and monitoring of the environment and 
different  species,  especially  those  that  are  endangered.  The  Project  “Marine  Turtle 
Conservation: Protection, public awareness and tagging” was conducted from 2002‐2005.

University of Tirana ‐ Museum of Natural Sciences. The University of Tirana, founded in 
1957, was the first University in Albania. The Museum of Natural Sciences (MNS) of the 
University’s Faculty of Natural Sciences represents the most specialized research institution 
of fauna diversity in Albania. Inventory and monitoring activities on Albanian fauna include 
Entomofauna  (Insects),  Herpetofauna  (Amphibians  and  Reptiles),  Ornitofauna  (Birds), 
Mammalofauna  (Mammals),  Makrobenthofauna  (Mollusks,  Crustaceans).  The  current 
research activity focuses on taxonomic, ecological, ethological and zoogeographical issues. 
MNS contribution to the conservation of the country’s biodiversity is recognized by national 
and international forums. Monitoring of sea turtles in the Patok area was conducted in 
2006‐2007 by Prof. Haxhiu. Email:  [email protected] 

University of Adnan Menderes‐Department of Biology. The university of Adnan Menderes, 
was founded in 1992. The biology department consists of 5 different sections and Zoology 
section  closely  cooperates  with  Molecular  Biology  section.  Three  years  ago,  a  modern 
molecular biology and genetic research laboratory was cooperatively constructed by these 
two  sections.  The  recent  studies  in  this  lab  mainly  focus  on  molecular  phylogeny  and 
population genetics of chelonians, fresh water fishes, reptiles and amphibians. 

3.2. Endorsements 
Ministry  of  Environment,  Forest  and  Water  Administration,  Nature  Protection  Policy, 
Tirana, Albania, Director: Mr. Sajmir Hoxha. The Albanian government has identified and 
prepared  four  National  Action  Plans  (NAPs)  in  the  framework  of  the  Strategic  Action 
Programme for the Conservation of Biological Diversity in the Mediterranean Region (SAP 
BIO). The Ministry has submitted its endorsement of the project and has expressed its 
support towards its continuation. Mr Sajmir Hoxha is also the SPA Focal Point in Albania and 
expressed his support by endorsing the project’s funding request from RAC/SPA.

3.3. Funders 
The Project is proving to be a successful endeavor, and as such has attracted new sponsors 
for  2009.  Existing  donors:  RAC‐SPA  and  GEF/SGP  ‐  have  both  increased  their  financial 
contributions from the previous year (2008). Their generosity has allowed the project to 
consolidate and expand the research and conservation activities.  

Global Environment Facility Small Grants Programme (GEF/SGP) supports activities of non‐
governmental and community‐based organizations in developing countries towards climate 
change  abatement,  conservation  of  biodiversity,  protection  of  international  waters, 
reduction of the impact of persistent organic pollutants and prevention of land degradation 
while generating sustainable livelihoods. Funded by the Global Environment Facility (GEF) as 
a  corporate  programme,  SGP  is  implemented  by  the  United  Nations  Development 
Programme (UNDP) on behalf of the GEF partnership, and is executed by the United Nations

UNEP/MAP, United Nations Environment Programme Mediterranean Action Plan, aims to 
assist the Mediterranean countries to assess and control marine pollution, to formulate 
their national environment policies, to improve the ability of governments to identify better

UNEP/MAP’s  RAC/SPA,  (Regional  Activity  Centre  for  Specially  Protected  Areas)  was 
established by the contracting Parties to the Barcelona Convention and its protocols, with 
the  aim  of  assisting  Mediterranean  countries  in  the  implementation  of  the  Protocol 
concerning Specially Protected Areas in the Mediterranean. RAC/SPA’s mission is to assist 
the Parties in establishing and managing specially protected areas, conducting programmes 
of scientific and technical research, conducting the exchange of scientific and technical 
information between the Parties, preparing management plans for protected areas and 
species, developing cooperation programmes among the Parties, and preparing educational

BRITISH CHELONIA GROUP (BCG) aims to provide chelonia keepers with the support needed 
to  ensure  that  their  captive  animals  receive  quality  husbandry;  to  raise  funds  from 
members,  and  from  the  public,  to  finance  chelonia  rescue,  research  and  conservation 
projects worldwide; to discourage the importation and purchase of wild caught specimens, 
in favour of responsible captive breeding. Contribution 750 GBP.

4. Field work  
4.1. Study area 
In the northernmost part of the Western Lowlands of Albania there is a lagoon at Patoku 
[N41°38.191; E019°35.327]. A narrow causeway runs across wetlands (marsh) and the inner 
lagoon to a small piece of land: this was where the project team established their field base 
to monitor the loggerhead sea turtles that forage in the area. There are no permanent 
residents at Patoku but some small cafes and restaurants have been erected for visitors who 
come to the coast for the day, especially in the summer months.  

The  local  area  is  characterised  by  five  main 
habitats: a wetland, an inner lagoon, an outer 
lagoon, a small barrier island and a shallow sea 
–  Gjiri  i  Drinit.  Five  sediment‐laden  rivers 
(Bunës, Drinit, Matit, Droja and Ishmit) enter 
Gjiri  i  Drinit  bringing  large  amounts  of  SH
terrestrial  garbage,  mostly  plastics,  into  the 
coastal zone.  Lumi i Ishmit brings the sewage 
effluent from Tirana to the sea, where it enters 
the bay just north of Kepi i Rodonit (aka Kepi i 
Skenderbej).  
  PA
Gjiri i Drinit 
Drinit Bay is a shallow sea (maximum depth in 
survey  area  is  47  m)  with  a  sand/mud 
substratum dominated by bivalves and crabs. 
Extensive  fishing  occurs  throughout  the  bay, 
which is about 30 km north to south. Artisanal 
fishing is the main economic activity in the bay, 
especially in the remote southern areas where 
the project is based. There are a few trawlers 
based at Shengjini, the only port in the bay;  (A star marks the causeway across the inner 
which also has an emerging tourism industry  lagoon  to  Patoku  field‐station.    Hellenic

SH: Shengjini ‐ Northernmost part of Gjiri i Drinit: 
(cid:190) Western border is a line from the border with Montenegro, mouth of Lumi i Bunës, to 
the tip of Kepi i Rodonit (Skenderbeg Head) [Navigation light: FL (2) 10s 40m 8M].  
(cid:190) Eastern border is the Albanian coast (includes lagoons and wetlands).  
(cid:190) Northern border is coastline from Bunës to Shengjin (includes Thrown‐sand beach, and a 
wetland area, Velipojë).  
(cid:190) Southern border is a line of latitude (approx: N 41° 43′) connecting transect (western 
border) to a light on the eastern shore [FL6s 15m 7M].  
(cid:190) Maximum depth is about 42 m.

PA: Patoku. Southernmost part of Pellgu i Drinit; also known as Gjiri i Rodonit:

Rodonit (Skenderbeg Head) [Navigation light: FL (2) 10s 40m 8M].  
(cid:190) Eastern border is the Albanian coast, with Patoku Lagoon being roughly central.  
(cid:190) Northern border is a line of latitude (approx: N 41° 43’) connecting transect (western 
border) to a light on the eastern shore [FL6s 15m 7M].

4.2. Field work launch 
Field‐visits  began  at  Patoku  on  April  20th  2009  (initially  by  Prof.  Dr.  Idriz  Haxhiu  and 
students) and on June 15th 2009 with the arrival of Dr. Michael White. The project was 
warmly welcomed back by the Patoku community and the local fishermen. Nine Caretta 
caretta (Cc) were tagged (Matit fishermen) on the 16th June, coinciding with a field trip of 
60  biology  students  from  Tirana  University.  Students  were  taught  about  marine  turtle 
biology and conservation approaches (Dr. White, Prof. Haxhiu).
