Sammendrag

Temaet for denne oppgaven er Holmlias arabisktalende minoritetspersoners møte med
velferdssystemet representert av NAV Søndre Nordstrand. I denne oppgaven viser jeg
hvordan disse minoritetspersonene forstår det norske velferdssystemet og den norske staten.
Gjennom feltarbeidet som jeg gjennomførte våren 2011 har jeg vært på NAV-kontoret (NAV
Søndre Nordstrand) og fulgt noen av informantene mine i andre arenaer utenfor kontoret.

Hovedfokus i oppgaven er kommunikasjonsdynamikken i møtene mellom mine informanter
og bakkebyråkratene på NAV-kontoret. Jeg viser hvordan disse møtene fremhever mine
informanters tidligere erfaringer med statssystemene i landende de opprinnelig kommer fra,
og som hadde formet deres forståelse av staten som fiendtlig. Dette utfører jeg på to plan. På
det første planet gir jeg en historisk undersøkelse av statssystemene i landene mine
informanter kommer fra, med fokus på forholdet mellom staten og befolkningen. På det andre
planet gjennomfører jeg en analyse av tid- og språkbruk som kulturelementer og hvordan de
påvirker kommunikasjonssamhandlinger hos både mine informanter og de ansatte på NAV-
kontoret. De to planene sammen fører til at kommunikasjonssamhandlinger resulterer i
utilsiktede konsekvenser som bidrar til å fremheve mine informanters forståelse av
statsbyråkratene og staten som undertrykkende og fiendtlig, og dermed påvirker deres bruk av
velferdssystemet. Jeg finner at slike møter med byråkratiet bidrar til å skape, omskape og
vedlikeholde mine informanters oppfattelse av staten og statens organisasjoner som lukket,
fremmede og ekskluderende. Jeg finner at mine informanters forståelse av staten varierer i fire
forskjellige kategorier som har en fellesnevner: staten er atskilt fra dem og trenger ikke dem,
derfor kan de bruke velferdssystemet for å overleve uten videre overveielse.
