The book gives full and comprehensive analytical coverage of
the legal regulation of gambling in ex-USSR countries (the Russian
Federation, Belarus, Ukraine, Moldova, Latvia, Lithuania, Estonia,
Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan,
Turkmenistan and Tajikistan). The author provides a detailed
account of the history of gambling regulation in the USSR and a
survey of the current legislation, while special attention is paid to
matters of gambling licensing and taxation.
The publication is recommended for officers of any legislative
authorities, civil servants, teachers, postgraduate and undergraduate
students of law universities and departments, gambling operators and
high readership.
The book is based on the legislature in effect as of December 1,
2008, unless otherwise stated.

The gaming business has existed from
times immemorial, however, it was only
during the last century that it acquired a
status of an entire industry, developing at
the untold rate around the world. It is mainly
happening due to the fact that the heads of
countries advanced in terms of economics
have realized the role of the regulated
gaming business in the development of a range of economic sectors -
tourism, show business, leisure and entertainment, construction,
manufacturing, etc. But it is only possible when the gaming business
exists in an environment of clear rules, regulations and standards and
is duly controlled by the relevant authorities.
This book is the first of its kind as it is a compiled detailed
review of gambling laws of CIS countries and adjacent states, written
in the English language. Publishing the book, we were pursuing the
major aim of increasing the level of awareness among our
colleagues, partners and prospective partners in the legislative
matters of the countries which are finding themselves in greater need
of professional operators.

Evgeniy Kovtun’s works devoted to
gambling legislation of CIS countries as
well as to international experience of
regulating the industry are much sought after
in Russia and in neighbouring states. The
demand for this kind of literature is

ABOUT THE AUTHOR: EVGENY KOVTUN
A famous publicist in the area of gambling regulations and the
author and co-author of a number of books devoted to the history of
gambling and its legal regulation. The latest books, “Gambling in
Russia: Legal Regulation”, “Legal Regulation of Gambling in
Foreign Countries” (together with Sergey Kovalyov) and “Legal
Regulation of Gambling in Ukraine and Adjoining States” (in
Russian and Ukrainian) have been appreciated not only in the
Russian Federation, the CIS and Baltic countries, but also abroad.
The articles by Evgeny Kovtun on the legal regulation of gambling
have been translated into a wide range of languages, including
