Ourprimarygoalistoprovokestudentthought.Tothatend,weplaceheavyemphasison
analysis.Weconsiderthequestionsweaskmoreimportantthantheanswerstothoseques-
tions.Weintroducethestudenttoexistingpolicyinthevarioussubstantiveareastoencourage
understandingandretention,aswellascarefulthoughtaboutthedesirabilityofthosepolicies.
Ourbooktakesastrongpublicpolicyorientation.AttentioninUnitItopolitical
economyandethicsisanecessaryfoundationonwhichthestudentcanbuildalogical
understandingoftheregulatoryprocess.Thereafter,thosebusinessandsocietythemesper-
sistthroughoutthebook.Invirtuallyeverychapter,welookbeyondthelawitselftoother
socialandenvironmentalforces.Forexample,intheantitrustchapters,economicphiloso-
phyisofgreatimportance.Antitrustisexploredasamatterofnationalsocialpolicy.We
arguethatantitrusthasagooddealtodowiththedirectionofAmericanlifegenerally.Law
isattheheartofthefairemploymentpracticessection,butwealsopresentmaterialfrom
