Executive Summmary 

This docuument descrribes the moodeling and mmonitoring tthat is plannned for the nnext six yearss 
(2013 to 2018) under the sulphuur dioxide (SOO ) Environmmental Effeccts Monitorinng Program for 
2
the Kitimmat Modernizzation Project, and thressholds for inncreased moonitoring or mmitigation iff 
warranteed based on the monitorring results. Rio Tinto Alcan will impplement SO  mitigation 
2
strategiees if the outccomes of moonitoring andd modeling ddescribed in this plan show adverse 
impacts ccausally relaated to SO  that are conssidered to bee unacceptaable.

The EEM Program is specific to SSO  emissionns from KMPP. Non‐SO  KKMP emissions, emissionns

and impaacts from other facilitiess, and researrch and deveelopment off new indicattors or 
monitoring methods are all outside of the sccope of the EEEM Programm. 
The plan distinguishees two typess of indicators: key perfoormance inddicators (KPIss) which willl 
have quaantitative thrresholds for increased mmonitoring oor for mitigattion, and infformative 
indicatorrs which will provide evidence in suppport of key performancce indicatorss.  The followwing 
table preesents a syntthesis of the indicators ddescribed in the plan:
