SUBJECT: Joint Conventional Ammunition Policies and Procedures (JCAPPs)

Reference: (a) DoD Directive 5160.65, "Single Manager for Conventional Ammunition
(SMCA)," August 1, 2008.
(b) DoD Instruction 5160.68, "SMCA: Responsibilities of the SMCA, the
Military Services, and United States Special Operations Command
(USSOCOM)," December 29, 2008.

The JCAPPs are developed and published under the authority of DoDD 5160.65
and provide guidance for execution of conventional ammunition responsibilities
delineated in DoDI 5160.68.

Under the authority derived from DoDD 5160.65 and DoDI 5160.68, these
JCAPPs apply to the Office of the Secretary of Defense, the Military Services, the
Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the
Inspector General of the Department of Defense, the Defense Agencies, the DoD Field
Activities, and all other organizational entities in the Department of Defense (hereafter
referred to collectively as "the DoD Components"). The term "Military Services," as
used herein, refers to the Army, the Marine Corps, the Navy, the Air Force, and the
USSOCOM in the execution of their Title 10 responsibilities, as well as the Coast Guard
in the execution of their Title 14 responsibilities.

Waivers for the requirements of the DoDD 5160.65, DoDI 5160.68, and JCAPPs,
and/or reporting requirements as a part of the assessment of SMCA performance, are
addressed in JCAPP 13, “Implementing Regulations and Assessment."

Recommendations for revisions to JCAPPs are encouraged. Submit all
proposed revision or corrections following the procedures prescribed in JCAPP 13.

The provisions of these JCAPPs are approved by the General and Flag Officers
of the Joint Ordnance Commanders Group. The POC for this handbook is the Office of

J3.4. Funding Organic Industrial Base Efforts. The SRM is included in funding lines
possibly available to support Production Base efforts.
J3.4.1.9. SMCA Responsibilities. The SMCA is responsible for incentivizing
commercial firms to rent and use underutilized capabilities, capacities and property at
ARMS-eligible facilities for commercial purposes. Apply the resulting commercial tenant
revenue to support reduction of the sites’ cost of ownership.
J3.4.1.10. SMCA Responsibilities. The SRM added to list of included projects to be
executed within the guidelines established by public law, DoD policies, and other
regulatory constraints.
J3.5.1. SMCA Responsibilities. The SMCA will review all Military Services'
conventional ammunition acquisitions to assess their impact on sustaining the
Production Base and to determine if limiting competition to NTIB sources is necessary
rather than simply maintaining the NTIB sources.
J3.5.1.2. The SMCA and Military Services will consider the SMCA Section 806 Watch
List in formulating an acquisition strategy.
J4.2. BUDGETING. Acquisition budgeting processes expanded to include the
Services’ coordination responsibilities.
J4.2.2.4.4. Information regarding the EPL suspense, purpose, and content added.
J4.2.2.4.6. Information regarding the issuance of budget call letters added.
J4.3.4.2. Financial Status Report. Removed CTC Report terminology to allow flexibility
of a preferred financial status report.
J4.4. INDUSTRIAL STOCKS. Section inserted to define industrial stocks and the
SMCA and Military Services’ responsibilities.
J5.3.1.1. SMCA Responsibilities. The SMCA FOA will reconcile line items appearing in
both the SMCA custodial and Service financial records with the Owning Service
quarterly. The SMCA FOA will maintain historical custodial records and reconciliation
logs for a period of 75 months.
J5.3.1.2. SMCA Responsibilities. Accountable documentation for audit trails will be
maintained for a minimum of 75 months vice two years.
J5.5.3.1.1.2. ERMS. Expanded the list of examples of factors used to categorize
assets.
J5.5.3.1.1.3. CRMS. The inventory quantity of an item greater than the RRMS that will
be retained to support requirements not included in the TMR calculation. Assets

retained for contingencies are intended for situations other than those already
considered in the war reserve material or the TMR requirements.
J5.5.3.1.1.3. CRMS. Assets set aside for ceremonial activities and support to other
agencies are included for cross-leveling if transfer of the CRMS to another Service will
not impede the special mission or agreement for which the assets were being retained.
J5.5.3.1.1.4. PR/DS. Consider assets that in a previous year were categorized as
PR/DS and therefore unclaimed by any Military Service as potentially available for
RRMS, ERMS, or CRMS before categorizing as PR/DS in the new cross-reveling cycle.
J5.5.4.1. Cross-Leveling Definition. Paragraph now includes: Cross-leveling of
conventional military munitions among Military Services, and screening of the RRDA
account, is a continual process.
J5.5.4.2. Annual Cross-Leveling QSR Meeting. In addition to the annual meeting,
quarterly reviews are conducted to discuss status of procurement profiles, cross-
leveling transactions, and items acquired from the RRDA account.
J5.5.4.4. Stock Potentially Available for Cross-Leveling. The Military Services now
asked to include conventional military munitions that in a previous year were unclaimed
by another Military Service and categorized for disposal.
J5.5.5. Reporting Cross-Leveling Status. The Military Services are asked to include
RRDA withdrawals in their quarterly reports to the OEDCA.
J5.5.5. Reporting Cross-Leveling Status. The OEDCA will include the Military Services
when providing consolidated quarterly and final year-end summary of transactions.
J5.7.2. Military Service Responsibilities. The Military Services are now required to
adhere to DoDM 4140.65 (reference (r)) when applicable.
J5.7.2.6. Retrograde Packaging. To reduce the risk of damage during shipment,
handling, and storage, and to comply with International Hazardous Materials shipping
regulations, when the NSN configuration (with the approved final hazard classification)
is unavailable, alternate methods that have been tested and approved for contingency
use should be implemented.
J5.8.1.2. Common Service Funded Functions. SMCA is now required to consider asset
replacement when maintenance for asset deterioration due to improper storage and
handling conditions at SMCA-managed installations can’t bring the applicable assets
back to the original condition code.
J5.8.1.3. The SMCA will host two Ammunition workload meetings per year rather than
one, and the Military Services will participate.
J6.5.2. Military Services Responsibilities. During Q1 of each FY, the Military Services
will identify to the SMCA any forecasted ammunition maintenance projects to be funded

during the current FY and two additional out-years to aid in workload forecasting in
support of AWCF budget preparation.
J8.3.1.8. The SMCA shall initiate a draft QALI at or prior to Post Award and finalize the
QALI prior to First Article Test.

J10.5.3.1.4. Traceable Seals. Paragraph inserted. JMC depots are advised that they
are to strictly adhere to NAVSUP P-805 requirements, specifically chapter 3, that
provides revised detailed guidance on traceable seal requirements and application.
J13.7. Waivers From the DoD Implementing Publications. Entire section removed due
to lack of applicability now that requests for changes are submitted to the respective
JOCG Subgroups, to the JOCG EXCOM and Principals for approval.
