रा:य मG संHकृत भाषा को बढावा देने हेतु संHकृत पढाने वाले महा4व(cid:17)यालयM को सुNढ़ करने
हेतु रा:य सरकार संHकृत भाषा के पठन- पाठन के (cid:20)लए एक सम4पतC 4वQव4व(cid:17)यालय के गठन करन े
का 4वचार रखती है, िजसका नाम “ बाबा बै(cid:17)यनाथ संHकृत 4वQव4व(cid:17)यालय” और िजसका मु!यालय

1. संdZeत नाम, 4वHतार एवं (cid:19)ार3भ
(i) यह अ.ध6नयम “झारखडं रा:य 4वQव4व(cid:17)यालय (संशोधन) अ.ध6नयम, 2019" कहा
जाएगा |
(ii) इसका 4वHतार स3पूण C झारखडं रा:य मG होगा |
(iii) यह तुरंत (cid:19)भावी होगा |

2. झारखडं 4वQव4व(cid:17)यालय अ.ध6नयम, 2000 (अगं ीकृत) क? धारा-3 (4वQव4व(cid:17)यालय क? Hथापना
एवं संयोजन) क? उपधारा-(1) (f) का (cid:19)6तHथापन :-

(cid:19)का(cid:20)शत Eकया जाता है िजसे भारतीय सं4वधान के अनुqछेद 348 के खडं (3) के अधीन उsत
अ.ध6नयम का अpं ेजी भाषा मG (cid:19)ा.धकृत पाठ समझा जाएगा ।
THE JHARKHAND STATE UNIVERSITIES (AMENDMENT) ACT, 2019
(JHARKHAND ACT, 17, 2019)
An Act for amendment in Jharkhand State University Act, 2000 (adopted)
Preamble
To encourage Sanskrit language in the State and the strengthen the colleges imparting studies in
Sanskrit, the State Government want to establish a dedicated university, which will be known as “Baba
Baidhayanath Sanskrit University” with headquarter at Deoghar, Jharkhand. Educational institutional imparting
academic distinction in Sanskrit, which comes under the territorial jurisdiction of Vinoba Bhave University,
Hazaribagh, will come under the jurisdiction of this University.
For fulfillment of this objectives, proposal for establishment of “Baba Baidhayanath Sanskrit
University” and consequence amendment in Jharkhand State Universities Act, 2000 (adapted and amendment
up-to-date) is placed.
Now therefore, be it enacted by the Legislature of the State of Jharkhand in the Seventy year of
the Republic of India as follows:-
CHAPTER 01
1. Short title, extent and commencement –
(i) This Act may be called Jharkhand State Universities (amendment) Act, 2019.
(ii) It shall extend to the whole of the State of Jharkhand.
(iii) It shall come into force at once.
CHAPTER 02
Substitution of Sub-section-(1) (f) of Section-3 (Establishment and incorporation of Universities) of Jharkhand
State Universities Act, 2000 (Adapted and amendment up-to-date)
Existing provision of Sub-section (1) (f) of Section-3
"Vinoba Bhave University having the headquarters at Hazaribagh and the jurisdiction over the whole of the
North Chotanagpur Division, except Dhanbad and Bokaro Districts.

Provided that the territorial jurisdiction shall extend to the whole of State of Jharkhand in matters
pertaining to educational institutions imparting teaching in Homeopathy, Indigenous Medicines and educational
institutions imparting academic distinction in Sanskrit, Pali, Prakrit and such other languages which in the
University may consider necessary.
Be substituted by the following provision:-
Substitution of Sub-section (1) (f) of Section-3
"Vinoba Bhave University having the headquarters at Hazaribagh and the jurisdiction over the whole of the
North Chotanagpur Division, except Dhanbad and Bokaro districts.
Provided that the territorial jurisdiction shall extend to the whole of State of Jharkhand in matters

CHAPTER 03
3. Insertion of Section-3 (Establishment and incorporation of Universities) Sub-section-(1)(r) of
Jharkhand State University Act, 2000 (adapted and amendment up-to-date).
Be inserted by the following provision:-
At the end of sub-section (1)(q) of the section 3 of the Jharkhand State University Act, 2000 (adapted)
hereinafter referred to as the said Act, the following sub-section will be inserted as sub-section-1(r)
“3(1)(r) “Baba Baidhayanath Sanskrit University”, having the headquarter at Deoghar, Jharkhand and the
jurisdiction over the whole of the Jharkhand State.
